Storm Drain Improvements. <br />Mr. Earl Young, Public Works Superintendent, stated there are certain areas of the City that have flooding <br />problems from time to time, as established in a survey done by Verpet Engineering for the County Flood Control <br />District which included the City of Colton. <br />Mr. Young said some of the priority areas for storm drain improvements include Laurel Street near Paul J. Rogers <br />School, and Citrus Street near Pennsylvania Avenue. <br />Councilwoman Spragins stated she felt the area at Olive and Pennsylvania, which sometimes becomes very <br />badly flooded, is dangerous because she has observed children playing in the storm drains. Mrs. Spragins <br />asked if there are some safety measures that can be taken so that children will not be hurt, or so that they <br />can be kept out of these storm drains. <br />Mr. Young said that normally a steel bar is placed across the middle of a 10 -inch high storm drain to avoid <br />anyone crawling into them. <br />Refurbishing Present Swimming Pool or Construction of a New One. <br />Mr. Huffaker said that Council had approved and authorized a structural engineering consultant to examine the <br />pool for its structural soundness and the City should be receiving a report from the engineering firm in the <br />near future. <br />Long Range Street Overlay Program. <br />Mr. Earl Young stated it is planned to present a program and budget each year for the Street Overlay Program. <br />Mr. Young said there are SB -325 funds and gas tax monies available for improvements of streets on the select <br />system, however, a program is needed to set up funds each year for a long range street overlay program. <br />Mayor Huntoon asked Mr. Young if, at budget time, a definite program for those streets not on the select <br />system will be submitted. <br />Mr. Young answered yes. <br />Councilman Rehrer asked how the gravel mix holds up on the overlaying process for the streets. <br />Mr. Young answered it lasts approximately five years, however, in some areas and with the condition of some <br />of the City streets, the streets would have to be completely rejuventated before using another process . <br />Councilman Rehrer stated that probably the best process would be that used on Mt. Vernon Avenue, applying <br />the material and using heat. <br />Mr. Young answered this is a more costly process, however, in the long run it is better because it lasts longer. <br />South Side Fire Station. <br />City Manager Huffaker stated that in going back to this item, Staff does have some preliminary figures between <br />$60,000 to $80,000, which would be for metal type buildings and prefabricated. <br />City Attorney Hutton stated that the City has title to the land where the proposed fire station is to be built, <br />which had been dedicated to the City. <br />Setting Priorities . <br />City Manager Huffaker said that Staff would now request direction from the Council with regard to setting <br />priorities on these items that have been discussed this evening so that design data and cost estimates can be <br />established, and hopefully to include a long-range capital improvements program. <br />Additional discussion followed between Council members and Staff with regard to priority items, and the following <br />was established in considering the most important items first. <br />I. Water Reservoir <br />2. Long Range Street Overlay Program <br />3. Sewer Line Replacement <br />4. Park Improvements, Including Irrigation Systems <br />S. Cemetery Improvements (consider irrigation system) <br />Councilman Rehrer suggested looking into the possibility of purchasing the property adjacent to City Hall, where <br />the old Safeway building is located. Mr. Rehrer said that one large guilding could be constructed and used as a <br />portion of City Hall, or Annex, a Multi -Service Center, a new Library, all in one large building. Possibly this could <br />be handled through a bond issue to the people. Mr. Rherer said that a recreational center could also be considered <br />on this same site. <br />The other Council members felt this was a good idea and a possibility. <br />Discussion was also held on irrigation systems for the parks, parkways, and the cemetery. <br />7 <br />
