<br />Planning Director Williams stated that initially, when the development was started, letters
<br />were sent to all agencies advising them of the proposed development, and the developer is aware
<br />of the pipeline.
<br />Mr. Thomas Villelli, Developer, stated that he and members of his Staff are present to answer any
<br />questions anyone may have, or assist in any manner. Mr. Villelli stated they are aware of the
<br />pipelines and other facilities, and they will work their plans around them.
<br />On motion of Councilwoman Spragins, seconded by Councilman Rehrer and unanimously passed, the public
<br />hearing was terminated.
<br />On motion of Councilwoman Spragins, seconded by Councilman Rehrer and unanimously passed, first
<br />reading of Ordinance No. 1450 was approved.
<br />ORDINANCE NO. 1450 - AN ORDINANCE OF THE CITY OF COLTON AMENDING ORDINANCE NO. 9642 AS AMENDED,
<br />AND PROVIDING FOR CERTAIN ZONE RECLASSIFICATIONS.
<br />PLANNING COMMISSION REPORTS AND RECOMMENDATIONS:
<br />Discussion on Cooley Ranch Master Plan Report.
<br />Planning Director Williams stated that Council members have been sent copies of the Colley Ranch
<br />Master Plan Report, along with the changes that have been made.
<br />Mr. Williams advised that the Planning Commission has adopted the report by minute action at their
<br />last meeting, and Staff is requesting that the City Council also adopt this report by minute action,
<br />subject to the changes as recommended by the Planning Commission.
<br />On motion of Councilman Hayes, seconded by Councilman Gonzales and unanimously passed, Council
<br />adopted the Cooley Ranch Master Plan.
<br />Request authorization to obtain proposals for development of Irrigation System for Municipal Park,
<br />Veterans Park, Fleming Park, and the Cemetery.
<br />Planning Director Williams said that Staff is requesting authorization to ask for proposals from
<br />irrigation specialists for the design of an automatic irrigation system, along with plans and
<br />specifications .
<br />Mr. Williams advised the proposal would include Municipal Park, Veterans Park, Fleming Park, and
<br />the Cemetery, and an estimated cost for the system.
<br />Mr. Williams said the cost to the City would also include the selection of an irrigation engineer
<br />to design the systems for the four areas mentioned, which would include the maps required, speci-
<br />fications, and proposed cost for the actual installation, and this would also provide the City
<br />with a means of setting up some type of capital improvements program on a long range basis for
<br />installing automatic irrigation systems in these four locations.
<br />Mr. Williams stated the City would like to obtain proposals, and before any proposal is accepted
<br />or action taken to go ahead and begin design work, Staff would again present this plan to the
<br />Council for approval; however, at this time Staff is interested in obtaining some costs that can
<br />be presented to the Council for the design work and specifications.
<br />City Manager Huffaker reiterated that the proposed irrigation system was one of the high priority
<br />items considered by the Council at the meeting held March 25, 1974, and Staff needs costs and
<br />engineering design to implement the program and further set a priority.
<br />After additional discussion between Council members and Staff, on motion of Councilman Rehrer,
<br />seconded by Councilwoman Spragins and unanimously passed, Council approved Staff's request for
<br />authorization to obtain proposals for development of an irrigation system for Municipal Park,
<br />Veterans Park, Fleming Park, and the Cemetery.
<br />PUBLIC WORKS DIRECTOR REPORTS AND RECOMMENDATIONS:
<br />Award of Weed Abatement Contract for 1974.
<br />Planning Director George Williams stated the Council members have copies of a report submitted
<br />by Mr. Earl Young, Public Works Superintendent, regarding the award of the weed abatement con-
<br />tract for 1974.
<br />Mr. Williams advised the City has received a bid from Wood and Associates in the amount of
<br />$9,125, which is approximately $1,000 higher than last year's bid. This company has been handling
<br />the weed abatement work for the City for the past ten or eleven years.
<br />Mr. Williams concluded that Staff recommends awarding the weed abatement contract to Wood and
<br />Associates.
<br />On motion of Councilwoman Spragins, seconded by Councilman Rehrer and unanimously passed, the
<br />Weed Abatement Contract for 1974 was awarded to Wood and Associates.
<br />Approval of Tract 8761.
<br />Planning Director Williams advised this tract involves the apartment development on Cahuilla Street,
<br />and the tract map is for the conversion of apartments to condominiums.
<br />Mr. Williams advised that the necessary bond has been submitted to the City for completion of
<br />flood control work, and the sanitary sewer system has been completed also.
