16 <br />Mr. Williams concluded that Staff recommends approval of the subdivision and the Mayor and City <br />Clerk be authorized to sign the agreement with Canyon Bluffs. <br />On motion of Councilwoman Spragins, seconded by Councilman Rehrer and unanimously passed, Tract <br />8761 was approved and the Mayor authorized to sign the agreement with Canyon Bluffs for the sub- <br />division. <br />Functional Classification of Streets. <br />Planning Director Williams said that Staff, in cooperation with the County of San Bernardino and <br />the California State Department of Transportation, has completed an update of the functional <br />classification o f city streets. <br />Mr. Williams continued the update is based on the criteria set forth by the State Department of <br />Transportation, and the functional classification will become the basis for the prioritizing and <br />allocation of federal highway funds. <br />Mr. Williams referred to a map on the Council Chambers wall indicating the functional classifica- <br />tion of streets. <br />Mr. Williams concluded a resolution has been prepared for Council's approval establishing this <br />classification study. <br />On motion of Councilwoman Spragins, seconded by Councilman Rehrer and unanimously passed, Reso- <br />lution No. 3423 was approved. <br />RESOLUTION NO. 3423 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON ESTABLISHING A <br />CLASSIFICATION FOR CERTAIN STREETS BASED ON THE FUNCTION OF THE STREETS <br />AS DEFINED BY THE STATE OF CALIFORNIA DEPARTMENT OF TRANSPORTATION. <br />Solid Waste Management Master Plan for San Bernardino County. <br />Planning Direptor Williams stated that Mr. Earl Young, Public Works Superintendent, has submitted <br />a letter from Mr. John Shone, County Road Commissioner, and excerpts from the Solid Waste Manage- <br />ment Master Plan for Council's information. <br />Mr. Williams advised that Staff has attended numerous work sessions during the preparation of <br />this plan, and has also had the opportunity for input, and it seems that the City's Refuse <br />System is well within the guidelines of the plan. <br />Mr. Bob Ingram, Operations Engineer of the County Refuse Disposal Department, stated the plan <br />being discussed this evening is a requirement of the State Solid Waste Management and Resource <br />Recovery Act of 1972, which requires each County to prepare a Solid Waste Master Plan, and it <br />must be approved by a majority of the cities within that County. <br />Mr. Ingram continued that with regard to Colton there are no significant changes and the role in <br />the Solid Waste Management Plan would be one of collecting, transporting rubbish to a County <br />operated disposal site. <br />Mr. Ingram concluded that if any of the Council members have any questions, he would be more <br />than happy to try and answer theca, <br />Councilman Rehrer asked if this master plan is on a long range basis or in the immediate future. <br />Mr. Ingram answered that actually it would cover both areas. <br />Planning Director Williams advised that a resolution has been prepared approving the Solid Waste <br />Management Plan for Council's consideration. <br />Councilman Rehrer asked if this plan will necessitate additional funds from the City. <br />Mr. Williams answered that it is his understanding there will be no additional funds needed at <br />this time. <br />Mr. Ingram added that they are not anticipating any adjustments in rates at this time. <br />On motion of Councilman Rehrer, seconded by Councilman Gonzales and unanimously passed, Resolu- <br />tion No. 3424 was approved. <br />RESOLUTION NO. 3424 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON APPROVING SOLID <br />WASTE MANAGEMENT PLAN FOR SAN BERNARDINO COUNTY. <br />City of San Bernardino Proposed 1911 Improvement Act. <br />Planning Director Williams advised that the City of San Bernardino is proposing a 1911 Improve- <br />ment Act Project in the vicinity of F and E Streets, northerly of the Flood Control property lo- <br />cated south of Fairway Drive. <br />Mr. Williams continued that a pump station will be located on Flood Control property and a portion <br />of the force main in Fairway Drive will be located within the Colton City limits. <br />Mr. Williams stated there will be no lands located with the City limits that will be assessed, <br />and that the force main and pumping station do not conflict with any future street improvement <br />that the City has proposed. <br />Mr. Williams said the City of San Bernardino is requesting that the Council approve a Resolution <br />of Intention for this project. <br />"C'µ, <br />APR, .1. � 1,.11 <br />
