Invocation was <br />Colton. <br />ROLL CALL: <br />offered by the Reverend James Hutton of the First Presbyterian Church of <br />Council members present were Hayes, Rehrer, Gonzales, and Mayor Huntoon. Also present were <br />City Manager Huffaker, City Attorney Hutton, and City Clerk Ramos. Absent was Councilwoman <br />Spragins. <br />CONSENT CALENDAR: <br />On motion of Councilman Rehrer, seconded by Councilman Hayes and passed, the Consent Calendar <br />was approved as follows,: <br />1. Approval of Minutes - Regular Meeting of July 16, 1974, and Adjourned Regular Meeting <br />of July 22, 1974, as on file in the Office of the City Clerk. <br />2. Approval of Warrants - Nos. 9208 through 9411 and Nos. 13137 through 13660 (August 2) <br />inclusive, as recommended by the Director of Finance. <br />3. Grant Deed from John A. and Carlotta Patterson for Street Purposes. Accept and <br />authorize recording. <br />4. Grant Deed from John A. and Carlotta Patterson for Street Purposes. Accept and <br />authorize recording. <br />5. Dance Permit application of Mr. and Mrs. Jesus A. Juarez for September 7, 1974, at <br />the VFW Hall. <br />6. Letter from Westminster Development Company regarding allocation of $32,000 for storm <br />drain work in the Bluffs/Washington area. <br />7. Dance Permit application of El Tropical Bar, Proprietor Leonardo M. Rios, for a <br />dance permit under Ordinance No. 412. <br />MAYOR'S REPORTS AND PROCLAMATIONS: <br />Better Water for Colton Week <br />Mayor Huntoon read a Proclamation honoring Better Weate for Colton Week, August 12 through <br />August 18, 1974. <br />Planning Commission Appointment <br />Mayor Huntoon stated the appointment to the Planning Commission will be made at the next regular <br />Council meeting, due to the absence of Councilwoman Spragins. <br />CORRESPONDENCE: <br />Letter and Petition from Mrs. Jennie Richter, regarding traffic on La Cadena Drive. <br />City Manager Huffaker stated that a letter and petition has been received from Mrs. Jennie <br />Richter, 941 North La Cadena Drive, regarding the traffic along La Cadena Drive. <br />The Acting Police Chief and the Director of Community Services have been investigating this <br />matter and indicated to Mrs. Richter that a special watch will be placed on this area, along <br />with helicopter patrol. <br />Mr. Huffaker further advised that letters will be written to trucking companies using this <br />route of La Cadena Drive. <br />Mr. Huffaker concluded that Staff will bring a status report back to the Council at a sub- <br />sequent meeting on this matter. <br />Letter from Mr. & Mrs. Haakon Ringen regarding condemned property on Virginia Drive. <br />City Manager Huffaker read a report from the Director of Building and Safety, John Twiss, re- <br />garding residential structures at 1518, 15422 16061% 1618, 16303, 16423, 17442 1756, 1780, and <br />1790 Virginia Drive, and the condemnation and demolition of the houses at 1606 and 1618 <br />Virginia Drive. <br />Mr. Huffaker advised that this area is being cleaned up and very soon the structures will be <br />demolished in conformance with the Building Codes. <br />Mr. Haakon Ringen, 1629 Virginia Drive, stated the report as given by the City Manager answers <br />most of the questions, however, he said he would like to know what the time limit will be on <br />demolishing these houses, and will this include the garages also. <br />Mr. Huffaker replied the demolition will include all structures on the property. <br />Mr. Ringen asked if the other residences could be fumigated to try and get rid of the <br />cockroaches, which has really become a problem. <br />Mr. Ringen stated this situation has been going on for a long, long time, and the Council and <br />Staff know this is not right. Mr. Ringen said he could not sell his property right now if he <br />wanted to, because no one would want to buy it, or live in that area the way it is now. <br />AUG 6 1974 <br />
