76 <br />Mr. John Twiss, Director of Building and Safety, stated that notices have_been posted in the <br />area of concern, and written notice will be sent to the owner of the residences also. <br />Mr. Twiss reported that the houses will not be demolished in thirty days, it will take a little <br />longer time than that. <br />City Attorney Hutton stated that in regard to the commercial structure.on Mt. Vernon Avenue, <br />which he will agree is very unsightly, this building cannot be considered condemnable as, <br />although it is an attractive nuisance, it is structurally sound. Mr. Hutton advised that <br />experts have taken a look at this particular structure and have reported it is not in a <br />condemnable state. <br />Mr. Irvan Stumph, 371 West 17th Street, San Bernardino, stated he is the owner of these prop- <br />erties, and the reason they are in this condition is because of the tenants that have occupied <br />them, because of vandalism, and no protection whatsoever from the City or the Police Department. <br />Mr. Stumph stated the houses will come down, however, he has no idea how soon this work can <br />be done. <br />Mayor Huntoon asked if anyone has additional comments to make. <br />Letter from Mr. Phil D. Shepherd requesting permission to hang banners announcing Los Angeles <br />County Fair dates. <br />City Manager Huffaker advised that a letter has been received from Mr. Phil D. Shepherd, Secre- <br />tary -Manager of the Los Angeles County Fair Association, requesting permission to hand banners <br />in our City announcing the dates of the -Fair, which are September 13 through September 29, 1974. <br />Mr. Huffaker stated this is an annual event, and requires minute action from the Council. <br />On motion of Councilman Rehrer, seconded by Councilman Hayes and passed, Council granted per- <br />mission to hang banners in the City of Colton announcing the Los Angeles County Fair dates. <br />PT.AMMTNTn rnMMTGRTnN RRPnRTS AND RECOMMENDATIONS: <br />Planning Commission Resolution No. 761. <br />Planning Director Williams stated that Planning Commission Resolution No. 761 pertains to a <br />Conditional Use Permit application requested by Les Farrar Aviation Services to permit a <br />vehicle 'dismantling� operation in,.an M-2 .zone on property located on the northeast corner of <br />Rancho Avenue and Fogg Street. <br />Mr. Williams said the Planning Commission has recommended approval of theConditional Use <br />Permit application, subject to approval of fifteen conditions as stated in Resolution No. <br />761., <br />Mr. Williams advised the Council has received copies of a letter from Mr. William 0. Lewis, <br />Attorney for the applicant, indicating the conditions as listed in the resolution are unac- <br />ceptable and the applicant, therefore, requests withdrawal of the application. <br />Resolution to the State of California requesting a time extension for the preparation and <br />adoption of State mandated elements., <br />Planning Director Williams said with the recent changes in the State Planning Act, our City <br />has been required to adopt certain elements to our General Plan. <br />The City now has a Safety Element, Seismic Element, Noise Element, and Scenic Highway and <br />Safety Element. These elements are required to be adopted by September 20, 1974, and in <br />conjunction with these elements, the City is revising the General Plan. Other elements to <br />be included are Recreation Element, Housing Element, and the Open Space and Conservation <br />Element. <br />Mr. Williams stated that in order to include all of the necessary elements and material re- <br />quired, along with material received from the County and other jurisdictions, by the 20th <br />of September, it will be necessary to request an extension of time, which the City Council <br />can do by resolution to the State. <br />Mr. Williams advised the Council has copies of material relating to this matter and a time <br />table of the schedule of events, and the City is requesting an extension of time to March 18, <br />1975, and a resolution is required to accompany the other material to be submitted to the <br />State for consideration. <br />On motion of Councilman Rehrer, seconded by Councilman Gonzales and passed, Resolution No. <br />3456 was approved. <br />RESOLUTION NO. 3456 - RESOLUTION OF THE CITY COUNCIL REGARDING EXTENSION OF THE PREPARATION <br />AND ADOPTION OF STATE MANDATED ELEMENTS. <br />rnMMTTNTTTV CFRVTrFC nTRFrTOR RFPnRTS AND RF.COMKENDATTONS : <br />• <br />Amendment to Traffic Resolution No. 2119. <br />Mr. Earl Young, Community Services Director, stated this item concerns an amendment to Traffic <br />Resdlution No. 2119. <br />Mr. Young advised that in 1971, as part of the requirements for the approval of Tract 7932, <br />the Council required the developer to install stop signs on Terrace Avenue at the intersec- <br />tion of Johnston and at the intersection of Gray Street. <br />A� <br />11171 <br />
