13U <br />Roll Call Vote: <br />Councilman Hayes - YES <br />Councilwoman Spragins - NO <br />Councilman Rehrer - NO <br />Councilman Gonzales - YES <br />Mayor Huntoon - YES <br />Motion carried.. <br />Mrs. Pauline Garcia, of Congressman George Brown's office, stated she <br />the Council has decided to take a step forward and become involved in <br />Mrs. Garcia offered the services of a Mr. John Zarate for assistance, <br />with the program and the details. <br />COMMUNITY SERVICES DIRECTOR REPORTS AND RECOMMENDATIONS: <br />is happy to see that <br />this program. <br />as he is very familiar <br />Awarding the annual open end contract for Asphalt Concrete and Portland Cement Concrete. <br />Mr. Earl Young, Community Services Director, stated bids for the asphalt concrete were <br />received from Matich Corporation in the amount of $26,437, from Industrial Asphalt in the <br />amount of $26,227, from E. L. Yeager in the amount of $25,925, and from Fontana Paving in <br />the amount of $25,367. <br />Mr. Young advised that bids on the Portland Cement Concrete were received from Conrock Company, <br />which did not reflect the total bid price, Owl Rock Productions in the amount of $29,047, <br />from Tri -City Concrete in the amount of $29,801, and from Fourth Street Rock Crusher in the <br />amount of $28,777. <br />Mr. Young said that Staff recommends awarding the bid for the annual open end contracts for <br />asphalt concrete to Fontana Paving in the amount of $25,367, and for the Portland Cement <br />Concrete to Fourth Street Rock Crusher in the amount of $28,777. <br />On motion of Councilwoman Spragins, seconded by Councilman Hayes and unanimously passed, <br />Council approved awarding the annual open end contract for asphalt concrete to Fontana Paving <br />in the amount of $25,367, and for Portland Cement Concrete to Fourth Street Rock Crusher in <br />the amount of $28,777. <br />Consider Agreement with Alart Company for Sludge Removal. <br />Mr. Young stated as the Council members will recall, Staff had requested permission to draw <br />up an agreement with the Alart Company for the removal of sludge at the City's Water Quality <br />Control Plant which would be brought back to the Council for consideration and execution. <br />Mr. Young said if Council concurs with the agreement, Staff would recommend that the Mayor <br />and City Clerk be authorized to execute said agreement. <br />On motion of Councilman Hayes, seconded by Councilman Gonzales and unanimously passed, <br />Council authorized the Mayor and City Clerk to execute agreement with the Alart Company for <br />sludge removal from the Water Quality Control Plant. <br />Vacation of 6th Street. <br />Mr. Young referred to his memorandum dated December 12, 1974, regarding the vacation of 6th <br />Street, north of K Street. <br />Mr. Young advised this portion of 6th Street is unpaved, completely surrounded by railroad <br />tracks and cannot be used for vehicular traffic and, therefore, it would be in the best <br />interest of the City to vacate this portion of 6th Street. <br />Mr. Young concluded if Council agrees, Staff recommends approval of a resolution declaring the <br />City's intention to order the abandonment of 6th Street. <br />On motion of Councilman Hayes, seconded by Councilwoman Spragins and unanimously passed, <br />Resolution No. 3485 was approved: <br />RESOLUTION NO. 3485 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, CALIFORNIA, <br />DECLARING ITS INTENTION TO ORDER THE ABANDONMENT OF SIXTH STREET FROM <br />NORTH OF "K" STREET TO 175 FEET NORTH OF "K" STREET. <br />Consider Sidewalk Agreement with Vernon Schaefer, Colton Piano Company. <br />Mr. Young read to the Council members his memorandum dated December 12, 1974, regarding a <br />request from Mr. Vernon Schafer, Colton Piano Company, for waiver of the sidewalk require- <br />ment in connection with the building permits at this time. <br />Mr. Young advised that if the Council grants this waiver, Mr. Schafer has indicated he is <br />willing to enter into an agreement with the City where the City, upon thirty days written <br />notice, can require the installation of the sidewalk. Mr. Young said this agreement also <br />constitutes a recordable convenant running with the land and is the same type of agreement <br />that the Council had previously entered into with the -Canales. <br />Mr. Young concluded that if Council agrees, Staff recommends waiving the sidewalk require- <br />ments and authorizing the Mayor and City Clerk to sign the sidewalk agreement. <br />0EC 17 1974 <br />
