131 <br />Consider "No Parking" area on north side of "M" Street, between Mt. Vernon Avenue and the Flood <br />Control Channel. <br />Mr. Young advised that a request has been received from our Police Department to place "No Park- <br />ing" signs along the north side of "M" Street, between Mt. Vernon Avenue and Lytle Creek'Channel, <br />to help control haulers who pull off into this area for the purpose of dismantling gas tanks <br />and other such articles that Colton Iron & Metal Company will not accept. <br />Mr. Young stated that a resolution has been prepared for this procedure, if Council is in agree- <br />ment. <br />On motion of Councilman Hayes, seconded by Councilman Gonzales and unanimously passed, -Resolu- <br />tion No. 3486 was approved: <br />RESOLUTION NO. 3486 - RESOLUTION AMENDING RESOLUTION NO. 2119 PASSED AND ADOPTED BY THE CITY <br />COUNCIL OF THE CITY OF COLTON ON THE SIXTH DAY OF DECEMBER, 1960, TO <br />INCLUDE ADDITIONAL NO PARKING AREAS. <br />Consider Agreement for City Engineer. <br />Mr. Young stated that the Council members have copies of his memorandum dated December 12, 1974, <br />along with copies of an agreement between the City of Colton and Neste, Brudin and Stone, Inc., <br />to retain the services of Daniel H. Burnett as City Engineer for the City of Colton. <br />Mr. Young explained the provisions of the present agreement, which was executed in December of <br />1972, and the provisions and changes of the proposed agreement, one of those changes being under <br />Item 6 regarding compensation, increasing the present rate from $22.00 per hour to $25.00 per <br />hour. <br />Mr. Young concluded that Staff recommends approval of the proposed agreement, and that Council <br />authorize the Mayor and City Clerk to sign said agreement. <br />On motion of Councilman Hayes, seconded by Councilwoman Spragins and unanimously passed, <br />Council authorized the Mayor and the City Clerk to sign the agreement between the City of <br />Colton and Neste, Brudin and Stone, Inc., for the services of a City Engineer. <br />CITY MANAGER REPORTS AND RECOMMENDATIONS: <br />Report regarding alternate method for providing Workers Compensation Insurance. <br />City Manager Huffaker read his memorandum dated December 169 1974, to the Council members with <br />regard to the State Compensation Insurance Fund annual premium which is being increased from <br />$129,000 in 1974 to $403,000 in 1975. <br />Mr. Huffaker continued that due to the fact this increase at mid -fiscal year has caused an <br />impossible budgeting situation and the Staff has had to look at alternatives, Staff is recom- <br />mending retaining the services of R. L. Kautz and Company to administer and supervise a <br />self-insurance program, as this firm is well known in the field of municipal self-insurance <br />and will be administering programs for the Cities of Corona and Upland beginning January 1. <br />Mr. Huffaker advised that if the City continues with the State Compensation Insurance, it will <br />cost approximately $40,000 per month, and therefore, Staff is recommending the Mayor and City <br />Clerk be authorized to sign an agreement with R. L. Kautz and Company for administering and <br />supervising a program of self-insurance for the City of Colton, which would include deductible <br />reinsurance at $505000. <br />After additional discussion between Council members and Staff, on Council consensus, the <br />report regarding alternate methods for providing Workers Compensation Insurance was tabled for <br />a Study Session. <br />Request Public Hearing date be set on the position of Cemetery Assistant. <br />Mr. Huffaker said that Staff is requesting a public hearing date on the reclassification for <br />the position of Cemetery Assistant, as the duties of this position have changed materially and <br />necessitate reclassification downward. <br />Mr. Huffaker stated that Staff would suggest s etting this matter for public hearing at the <br />next regular Council Meeting, to be held Tuesday, January 7, 1975. <br />On motion of Councilman Rehrer, seconded by Councilman Hayes and unanimously passed, Council <br />approved setting for public hearing on Tuesday, January 7, 1975, the position of Cemetery <br />Assistant. <br />Bid Awards for Surplus Fire Vehicles. <br />Mr. Huffaker advised that on Thursday, December 12, 1974, at 10:00 a.m., bids were opened for <br />three vehicles which had previously been declared surplus by the City Council. <br />Mr. Huffaker stated there is one change on Item No. 1 - 1950 Seagrave Fire Truck - which had <br />been declared surplus some time ago when the City Readvertised for bids, however, during that <br />time Fire Chief Temby has reevaluated his equipment needs and the 1950 Seagrave Fire Truck <br />is now needed as a reserve unit. <br />Mr. Huffaker said that Staff is therefore recommending that Item No. 1, the 1950 Seagrave <br />Fire Truck, be rejected, and the bids for Item No. 2, 1951 Reo Tanker and Pump, and Item No. 3, <br />1953 GMC 1000 GPM Pumper, be awarded to the high bidder. <br />DEQ iii%� <br />
