CONSENT CALENDAR: <br />On motion of Councilman Hayes, seconded by Councilwoman Spragins and unanimously passed, the <br />Consent Calendar was approved as follows: <br />1. <br />Approval of Minutes - Regular Meeting held November 19, 1974, as on file in the <br />Office of the City Clerk. <br />2. Approval of Warrants - Nos. 639 through 793 and Nos. 15578 through 15851 (November 22) <br />inclusive, as recommended by Director of Finance. <br />3. Easement Deed from Robert L. and Barbara A. Henley, for electrical utility. <br />MAYOR'S REPORTS AND PROCLAMATIONS: <br />Appointments to Commissions. <br />Mayor Huntoon advised that the appointments to the Planning Commission and the Cemetery Commiss- <br />ion will be made later during Executive Session. <br />Recognition Plaque. <br />Mayor Huntoon commended Councilman Hayes and City Manager Huffaker for their quick response and <br />able assistance during a traffic accident on Valley Boulevard in Colton, which seriously <br />injured a Miss Sanchez. <br />Mayor Huntoon said he feels the City should establish a Recognition Plaque .for such incidents, <br />honoring those citizens for their good deeds and assistance to others. <br />Mayor Huntoon stated he would like to see Councilman Hayes at the head of the list for a <br />Recognition Plaque. <br />On motion of Councilwoman Spragins, seconded by Councilman Gonzales and unanimously passed, <br />Council approved the establishment of a Recognition Plaque, honoring those citizens doing good <br />deeds and assisting others, with Councilman Hayes as the first recipient. <br />PUBLIC HEARINGS: <br />TIME AND PLACE FIXED FOR PUBLIC HEARING ON RESOLUTION NO. 3471, CHAPTER 27, DISTRICT NO. 16, <br />ALLEY PAVING BETWEEN OLIVE AND ACACIA AND BETWEEN PENNSYLVANIA AND 6TH. <br />Mayor Huntoon declared the public hearing open. <br />City Clerk Ramos submitted the Affidavit of Posting and reported that no protests or object- <br />ions have been received. <br />Mr. Earl Young, Community Services Director, advised that a petition was submitted by the <br />property owners, representing one hundred percent, for the paving of this particular alley. <br />Mr. Walter Richardson, 1231 Highland Avenue, Colton, stated he did not feel it was right for <br />the taxpayers to have to pay for this alley paving. <br />City Manager Huffaker explained this alley paving comes under the 1911 Act, which is paid by <br />the property owners themselves that benefit from the alley paving. <br />On motion of Councilman Rehrer, seconded by Councilman Hayes and unanimously passed, the <br />public hearing was terminated. <br />On motion of Councilman Rehrer, seconded by Councilwoman Spragins and unanimously passed, <br />Resolution No. 3477 was approved: <br />RESOLUTION NO. 3477 <br />- RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, CALIFORNIA MAKING <br />FINDINGS, OVERRULING PROTESTS AND OBJECTIONS, AND ORDERING THE CON- <br />STRUCTION OF CERTAIN IMPROVEMENTS PURSUANT TO SECTION 5870, ET SEQ., <br />OF THE STREETS AND HIGHWAYS CODE, CHAPTER 27, PROJECT 16. <br />PLANNING COMMISSION REPORTS AND RECOMMENDATIONS: <br />Request for Flood and Mudslide Insurance with the Federal Insurance Administration. <br />Planning Director Williams referred to his memorandum dated November 27, 1974, to the Council <br />members, regarding the Flood Insurance Program, together with application forms for participa- <br />tion in the National Flood Insurance Program. <br />Mr. Williams advised that after receipt of the completed application, flood and mudslide <br />insurance for the City will become available within two weeks. <br />Mr. Williams said that a resolution has been prepared, which complies with the program require- <br />ments for local zoning, building, subdivision and utility regulations. <br />Councilman Rehrer asked if this insurance will pertain to only those within the flood plain <br />zoning, or is it for everyone. <br />Mr. Williams answered yes, the insurance will be available for everyone. <br />123 <br />D F C ' 11974 <br />
