1L4 <br />On motion of Councilwoman Spragins, seconded by Councilman Hayes and unanimously passed, <br />Resolution No. 3478 was approved: <br />RESOLUTION NO. 3478 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON REQUESTING FLOOD <br />AND MUDSLIDE INSURANCE WITH THE FEDERAL INSURANCE ADMINISTRATION. <br />COMMUNITY SERVICES DIRECTORS REPORTS AND RECOMMENDATIONS: <br />Request Permission to Advertise for Bids on Refuse Truck. <br />Mr. Earl Young, Community Services Director, stated Council members received copies of his <br />memorandum dated November 27, 1974, together with specifications for a front end loader, 30 <br />cubic yard capacity, and combination front end loader and roll -off contained unit, request- <br />ing permission to advertise for bids for this equipment. <br />Mr. Young advised that the combination front end loader can be used as a dual unit, Staff <br />has seen this particular unit in operation, it will fit the City's needs on commercial <br />routes, and it.will enable the City to take care of larger capacity bins. <br />Councilman Rehrer questioned whether or not the City needs to get involved with a combination <br />unit at this time. <br />Mr. Young advised that there are several businesses in town that have this type of equipment <br />in use, and with future growth and development in Colton, the City will really need this kind <br />of machine. <br />Additional discussion followed among Council members and Staff regarding the justification <br />of purchasing this type of equipment, as outlined by Staff, at the present time or at a <br />future date. <br />Councilwoman Spragins stated that if the combination front end loader can be used now, and <br />will be used more extensively later, it might be better to purchase this equipment now, as <br />the cos t , wil l no doubt be much-- higher later. Mrs. Spragins said if it is financially <br />possible, she would be in favor of bidding on the equipment as outlined by Staff for $50,000. <br />On motion of Councilman Rehrer, seconded by Councilman Hayes and unanimously passed, Council <br />authorized Staff to advertise for bids on a front end loader and a combination front end load- <br />er and roll -off container for the refuse truck, with final determination of the best bid to <br />be made by the City Council. <br />Retain Consultant for Automatic Sprinklers for Additional Areas. <br />Mr. Young stated the Council members have copies of a proposal from E. Lee Bean, Irrigation <br />Specialist, of an automatic sprinkling system for additional areas in Colton. <br />Mr. Young reported the amount of this proposalis $2,120. and includes additional areas of <br />La Cadena median strip, Wes t C Street underpass, and N Street underpass , preparing of plots, <br />plan, design, specifications and estimate for each of the three locations. <br />Mr. Young concluded that Staff recommends retaining E. Lee Bean, Irrigation Specialist, <br />for the design of the proposed automatic sprinkling system. <br />On motion of Councilwoman Spragins, seconded by Councilman Rehrer and unanimously passed, <br />Council authorized Staff to retain E. Lee Bean, Irrigation Specialist, for the design of an <br />automatic sprinkling system. <br />Purchase of Backstop, Park Playground Equipment, and Transfer of Funds. <br />Mr. Young advised that at the Recreation and parks Commission meeting held November 20, 1974, <br />the commissioners requested that the City purchase the four portable back stops from the <br />$15,000 that the Council has budgeted for Capital Outlay. <br />Mr. Young reported the majority of the $15,000 is involved with the monies coming from the <br />State Park Bond issue, however, the amount for the back stops, $2,900, can be transfered <br />from the Permanent Salary Account of the Parks and Cemetery Division if Council concurs with <br />this. <br />Mr. Young stated a resolution will have to be adopted for this procedure. <br />On motion of Councilman Gonzales, seconded by Councilman Rehrer and unanimously passed, <br />Resolution No. 3479 was approved: <br />RESOLUTION NO. 3479 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON AMENDING THE <br />1974-75 FISCAL YEAR BUDGET. <br />CITY MANAGER REPORTS AND RECOMMENDATIONS: <br />Compliance with Federal Aid Highway Projects/Civil Rights Equal Opportunity. <br />City Manager Huffaker read his memorandum dated November 27, 1974, to the Council members, <br />regarding an Assurances Agreement which requires all federal departments and agencies to take <br />actions to end discrimination in all programs under their administration receiving federal <br />financial assistance in any form. <br />Mr. Huffaker said this agreement has been reviewed by the City Attorney and Community Services <br />Director, and all requirements listed are being met now in non -federally subsidized projects. <br />p%C a 914 <br />
