125 <br />Mr. Huffaker concluded Staff recommends Council approve and authorize the Mayor to sign the <br />Assurance Agreement from the state. <br />On motion of Councilwoman Spragins, seconded by Councilman Hayes and unanimously passed, Council <br />approved and authorized the Mayor to sign the state supplied Assurance Agreement. <br />Proposal regarding Conversion from On -Line Computer Service to City System. <br />Mr. Huffaker referred to his memorandum dated November 27, 1974, to the Council members regard- <br />ing the conversion of the City's accounting system to an on-line computer service until such <br />time as an in-house computer operation would prove to be more cost effective. <br />Mr. Huffaker said Staff requests Council approval to initiate action on an in-house computer <br />by adopting the attached resolutions which add the position of Data Processing Supervisor to <br />the table of organization and by requesting Staff to begin actively seeking appropriate equip- <br />ment for Council consideration. <br />On motion of Councilwoman Spragins, seconded by Councilman Hayes and unanimously passed, the <br />following Resolutions were approved: <br />RESOLUTION NO. 3481 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON AMENDING THE 1974- <br />75 FISCAL YEAR BUDGET. <br />RESOLUTION NO. 3482 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON AMENDING THE TABLE <br />OF ORGANIZATION IN THE DEPARTMENT OF FINANCE FOR THE 1974-75 FISCAL YEAR. <br />Request Public Hearing to amend Classification Plan for CETA Positions. <br />Mr. Huffaker stated the Council members have received copies of his memorandum dated November 27, <br />1974, regarding the Comprehensive Employment and Training Act. <br />Mr. Huffaker said that Staff recommends the Council set December 17, 1974, as the date for a <br />public hearing, as required by Resolution No. 2240, on the amendment to Resolution No. 3441, <br />which will include new position titles and salary ranges for Storekeeper Aide - 15.5, <br />Custodian - 17, Fireman Trainees - 21, Police Officer Trainees - 21. <br />Mr. Huffaker advised that a complete justification for allocations of funds will be given to the <br />Council members at the meeting to be held December 17. <br />On motion of Councilman Rehrer, seconded by Councilman Hayes and unanimously passed, Council <br />set for public hearing, on Tuesday, December 17, 1974, at 7:30 p.m., the amendment to Resolution <br />No. 3441 for new position title and salary ranges. <br />Amendment to Salary Resolution to Comply with Fair Labor Standards Act. <br />Mr. Huffaker advised that as of January 1, 1975, the minimum wage for part time employees will <br />be increased to $2.00 per hour. <br />Mr. Huffaker said in accordance with this increase, Staff recommends that a resolution be <br />adopted to provide the minimum hourly rate for our affected temporary employees. <br />On motion of Councilwoman Spragins, seconded by Councilman Gonzales and unanimously passed, <br />Resolution No. 3480 was approved. <br />Chamber of Commerce. <br />City Manager Huffaker gave a report on meetings between Staff members and the Chamber of <br />Commerce in efforts to bring about more business in the City of Colton, and the best method <br />of implementing the new business license ordinance. <br />Mr. Huffaker stated that Staff would appreciate Council's support along these lines, and <br />possibly through the joint efforts of the Chamber and City Council, ideas and methods can be <br />formulated in establishing new businesses in the community. <br />On Council consensus, Staff was directed to proceed with setting up meetings between the <br />City Council and the Chamber of Commerce to bring about joint efforts in establishing new <br />businesses in the City of Colton. <br />CITY ATTORNEY REPORTS AND RECOMMENDATIONS: <br />Trinity Water Company Status Report. <br />City Attorney Hutton gave a brief report on the status of negotiations between the City of <br />Colton and the Trinity Mutual Water Company. <br />Mr. Hutton said that due to the many aspects of this situation and problem, and the complexi- <br />ties involved, he would suggest the City Council hold a Study Session on this matter so that <br />it can be reviewed thoroughly and discussed in greater detail. <br />On Council consensus, a Study Session was set for Monday, December 9. 1974, at 7:30 p.m. <br />Claim: John R. Sachs vs. the City of Colton. <br />City Attorney Hutton advised that a letter has been received from the Claims Office of our <br />insurance carrier, suggesting that the Claim of John R. Sachs versus the City of Colton be <br />rejected in accordance with the provisions of the Government Code, which is what he would <br />also recommend. <br />DEC 3 1974 <br />
