On motion of Councilwoman Spragins, seconded by Mayor Huntoon and passed, first reading
of Ordinance No. 1462 was approved, and further reading waived. Councilman Rehrer voting
NO.
Resolution No. 3445.
City Attorney Hutton introduced Resolution No. 3445 for Council's consideration and approval:
RES 0 LUT I ON NO.
3445 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON AMENDING RESOLU-
TION NO. 3441, SALARY ADJUSTMENT AND CLASSIFICATION CHANGES FOR MIS-
CELLANEOUS EMPLOYEES.
On motion of Councilman Hayes, seconded by Councilwoman Spragins and unanimously passed, Reso-
lution No. 3445 was approved.
ORAL COMMUNICATIONS:
Councilman Rehrer said he objects to the Expense Account procedure for Council members as out-
lined by Staff during the Budget Sessions, and he does not feel this is a necessary item.
Councilwoman Spragins stated she understood that this item had been deleted from the budget.
Staff said this was correct, that although this item had been discussed at the budget sessions,
it had been deleted from the budget, and was no longer an item for consideration.
Petitions regarding High School Students.
Mr. Edgar E. Worthen, 305 North Rancho Avenue, presented two petitions to the Council members
which read as follows:
"We the undersigned residents and property owners of property bordering on West "H" Street and
West "G" Street between Rancho Avenue and Grand Avenue ask that both sides of the above men-
tioned streets be posted "No Parking During School Hours". The north side of West "G" Street
is now posted "No Parking Between 8:00 AM and 4:00 PM". This Petition contained 30 signatures.
"We the undersigned property owners, residents and tenants residing near and adjacent to the
Colton High School ask that you immediately consider plans to have a closed campus.
The students loiter and litter our parkways and lawns. When asked to move, we are subjected
to abusive language and acts of vandalism.
The students move back and forth across the streets like school wasn't even in session. A
call to the faculty will bring someone over but we will be told they haven't any authority
off campus. A call to the Police brings them out but we are told there isn't an ordinance
covering loitering and that it is a school problem.
We think the whole situation is out of hand and ask that you do something about it." This
Petition contained 72 signatures.
After discussion between Council members and Staff, Mr. Worthen was advised that these petitions
and the problems will be studied by Staff and a report will be made at the next regular Council
meeting.
EXECUTIVE SESSION:
The City Council adjourned to Executive Session at 8:10 p. m., on the request of Mayor Huntoon.
The City Council reconvened at 8:58 p. m., all members present.
Rummage Sale:
On motion of Councilman Gonzales, seconded by Councilman Hayes and unanimously passed, permis-
sion was granted to the San Salvador Church Womens Auxiliary to hold a Rummage Sale at Veterans
Park on Saturday, July 13, 1974, for the purpose of the church Building Fund.
Resolution No. 3445.
On motion of Councilman Gonzales, seconded by Councilman Hayes and unanimously passed, Council
approved the Cost of Living increase for the City Clerk, and that this be added to Resolution
No. 3445.
ADJOURNMENT:
There being no further business to come before the City Council at this time, on motion of
Councilwoman Spragins, seconded by Councilman Hayes and unanimously passed, Mayor Huntoon
adjourned the meeting at 9:02 p. m.
G? . i zxo2 ,Wj
HELEN A.
