s2 <br />Advertise for Bids for New Reservoir. <br />Mr. Young advised that he had been contacted by the consulting engineers that are working <br />on the plans for the three million gallon reservoir, and they have indicated the plans and <br />specifications are complete. <br />Mr. Young said that he and Mr. Trusty, Water Superintendent, and the consulting engineers <br />recommend advertising for bids now for a saving of approximately $20,000 due to future in- <br />crease in steel costs. <br />On motion of Councilwoman Spragins, seconded by Councilman Gonzales and unanimously passed, <br />Council approved Staff's request to advertise for bids for the three million gallon reservoir. <br />CITY MANAGER REPORTS AND RECOMMENDATIONS: <br />Consider Amendment to Resolution No. 2993, Fixing Fee Compensation for Off -Duty Police Service. <br />City Manager Huffaker stated this item concerns an amendment to Resolution No..2993, adding <br />Police Sergeants and Police Reserves to the resolution, which is also being recommended by <br />the Acting Police Chief. <br />Mr. Huffaker continued presently the City has a policy whereas it charges citizens for hiring <br />off-duty Police Officers at a rate of $6.00 per hour, and in order to allow our Police De- <br />partment greater flexibility in scheduling for these requests, it is recommended that the <br />positions of Police Sergeant and Police Reserve Officers be included in the resolution. <br />On motion of Councilman Hayes, seconded by Councilwoman Spragins and unanimously passed, Reso- <br />lution No. 3444 was approved. <br />RESOLUTION NO. 3444 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON AMENDING RESOLUTION <br />NO. 2993, FIXING FEE COMPENSATION FOR OFF-DUTY POLICE SERVICE. <br />Employees Health and Life Insurance. <br />Mr. Huffaker said that proposals have been submitted by Blue Cross and Crown Life Insurance <br />for the employees health and life insurance, respectively. <br />Mr. Huffaker advised the new coverage will be a considerable saving to the employee, and the <br />City's contribution will remain the same. <br />On motion of Councilwoman Spragins, seconded by Councilman Hayes and unanimously passed, Council <br />approved the new contract for Health and Life Insurance for the City employees. <br />CITY ATTORNEY REPORTS AND RECOMMENDATIONS: <br />Ordinance No. 1459. <br />City Attorney Hutton introduced Ordinance No. 1459 for second reading, reading it as to number <br />and title only: <br />ORDINANCE NO. 1459 - AN ORDINANCE ADOPTING "STANDARD SPECIFICATIONS FOR PUBLIC WORKS CONSTRUC- <br />TION," 1973 EDITION, REGULATING MATERIALS OF CONSTRUCTION AND THEIR USE <br />IN THE ERECTION, INSTALLATION, ALTERATION, REPAIR, REMOVAL, CONVERSION, <br />DEMOLITION AND CONSTRUCTION OF PUBLIC WORKS IMPROVEMENTS IN THE CITY OF <br />COLTON: PROVIDING FOR THE ADMINISTRATION OF CONTRACTS AS WELL AS PERMITS <br />ISSUED IN CONNECTION WITH SUCH IMPROVEMENTS. <br />On motion of Councilwoman Spragins, seconded by Councilman Rehrer and unanimously passed, second <br />reading was approved and Ordinance No. 1459 adopted. <br />Ordinance No. 1460. <br />City Attorney Hutton introduced Ordinance No. 1460 for second reading, reading it as to number <br />and title only: <br />ORDINANCE NO. 1460 - AN ORDINANCE OF THE CITY OF COLTON AMENDING ORDINANCE NO. 1266, SALARY OF <br />THE MEMBERS OF THE CITY COUNCIL. <br />On motion of Councilwoman Spragins, seconded by Councilman Rehrer and unanimously passed, <br />second reading was approved and Ordinance No. 1460 adopted. <br />Ordinance No. 1461. <br />City Attorney Hutton introduced Ordinance No. 1461 for second reading, reading it as to number <br />and title only: <br />ORDINANCE NO. 1461 - AN ORDINANCE OF THE CITY OF COLTON AMENDING ORDINANCE NO. 1143, REGULATING <br />AND LICENSING MASSAGE PARLORS. <br />On motion of Councilman Rehrer, seconded by Councilman Hayes and unanimously passed, second <br />reading was approved and Ordinance No. 1461 adopted. <br />Ordinance No. 1462. <br />City Attorney Hutton introduced Ordinance No. 1462 for first reading, reading it as to number <br />and title: <br />ORDINANCE NO. 1462 - AN ORDINANCE OF THE CITY OF COLTON AMENDING ORDINANCE NO. 11222 REVISING <br />AND AMENDING THE CIVIL SERVICE SYSTEM FOR SAID CITY. <br />JUL 1974 <br />
