Mr. Young advised that he had been contacted by the consulting engineers that are working on the plans for the three million gallon reservoir, and they have indicated the plans and specifications are complete. Mr. Young said that he and Mr. Trusty, Water Superintendent, and the consulting engineers recommend advertising for bids now for a saving of approximately $20,000 due to future in- crease in steel costs. On motion of Councilwoman Spragins, seconded by Councilman Gonzales and unanimously passed, Council approved Staff's request to advertise for bids for the three million gallon reservoir. CITY MANAGER REPORTS AND RECOMMENDATIONS: Consider Amendment to Resolution No. 2993, Fixing Fee Compensation for Off -Duty Police Service. City Manager Huffaker stated this item concerns an amendment to Resolution No..2993, adding Police Sergeants and Police Reserves to the resolution, which is also being recommended by the Acting Police Chief. Mr. Huffaker continued presently the City has a policy whereas it charges citizens for hiring off-duty Police Officers at a rate of $6.00 per hour, and in order to allow our Police De- partment greater flexibility in scheduling for these requests, it is recommended that the positions of Police Sergeant and Police Reserve Officers be included in the resolution. On motion of Councilman Hayes, seconded by Councilwoman Spragins and unanimously passed, Reso- lution No. 3444 was approved. RESOLUTION NO. 3444 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON AMENDING RESOLUTION NO. 2993, FIXING FEE COMPENSATION FOR OFF-DUTY POLICE SERVICE. Employees Health and Life Insurance. Mr. Huffaker said that proposals have been submitted by Blue Cross and Crown Life Insurance for the employees health and life insurance, respectively. Mr. Huffaker advised the new coverage will be a considerable saving to the employee, and the City's contribution will remain the same. On motion of Councilwoman Spragins, seconded by Councilman Hayes and unanimously passed, Council approved the new contract for Health and Life Insurance for the City employees. City Attorney Hutton introduced Ordinance No. 1459 for second reading, reading it as to number and title only: ORDINANCE NO. 1459 - AN ORDINANCE ADOPTING "STANDARD SPECIFICATIONS FOR PUBLIC WORKS CONSTRUC- TION," 1973 EDITION, REGULATING MATERIALS OF CONSTRUCTION AND THEIR USE IN THE ERECTION, INSTALLATION, ALTERATION, REPAIR, REMOVAL, CONVERSION, DEMOLITION AND CONSTRUCTION OF PUBLIC WORKS IMPROVEMENTS IN THE CITY OF COLTON: PROVIDING FOR THE ADMINISTRATION OF CONTRACTS AS WELL AS PERMITS ISSUED IN CONNECTION WITH SUCH IMPROVEMENTS.
