47 <br />CORRESPONDENCE: <br />Letter from Colton Junior Woman's Club regarding use of Fleming Park. <br />City Manager Huffaker stated that a letter has been received from Carmelita Snowball, President <br />of the Colton Junior Woman's Club, requesting permission to sell refreshments at Fleming Park <br />during the summer concerts. <br />Mr. Huffaker said he understands this has been done in the past and the monies that are derived <br />from the sales are used for philanthropic purposes. <br />On motion of Councilwoman Spragins, seconded by Councilman Hayes and unanimously passed, Council <br />approved the request of the Colton Junior Woman's Club to sell refreshments in Fleming Park <br />during the summer concerts. <br />City of Adelanto Resolution 74-16, concerning the Solid Waste Management Plan for San Bernardino <br />County. <br />City Manager Huffaker advised that a letter and resolution has been received from the City of <br />Adelanto regarding the Solid Waste Management Plan for San Bernardino County, and the City of <br />Adelanto is opposing the plan. <br />Mr. Huffaker reiterated that several weeks previously, the Council approved the Solid Waste <br />Management Plan. Mr. Huffaker said it would seem the City of Adelanto is opposing this plan <br />because they have a peculiar need in this particular area, and a particular problem. <br />Mr. Huffaker stated that Staff suggests this material be noted and filed. <br />Council concurred with Staff's recommendation, and no further action was taken. <br />Letter from the City of Upland, with Resolution No. 2551, opposing Senate Bill 2177. <br />City Manager Huffaker stated this item concerns a letter and resolution from the City of Upland, <br />opposing Senate Bill 2177. <br />Mr. Huffaker said that basically this bill would preclude city councils from meeting with their <br />designated representative in executive session for briefing on labor demands and giving instruc- <br />tion and guidance to said representative, which would have to be done in open session. <br />Mr. Huffaker continued that several years ago, the Ralph M. Brown Act was amended to allow for <br />this, and it would seem that cities would be at a disadvantage with the Meet and Confer process <br />if they were precluded from discussing these important matters in executive session. <br />Mr. Huffaker concluded that Staff would, therefore, recommend that the Council go on record as <br />opposing this bill. <br />On motion of Councilwoman Spragins, seconded by Councilman Rehrer and unanimously passed, the <br />City Council went on record as opposing Senate Bill 2177. <br />PLANNING COMMISSION REPORTS AND RECOMMENDATIONS: <br />Planning Director George Williams stated that several months ago Staff had discussed with Council <br />members obtaining proposald for an irrigation system design for Fleming Park, Veterans Park, <br />Municipal Park, and Hermosa Cemetery. <br />Mr. Williams advised that the City has received four proposals, however, two of them do not meet <br />the requirements. <br />Mr. Williams continued the two proposals under consideration are from Gordon & Bean Irrigation <br />Specialists in the amount of $5,460, and Associated Irrigation Consultants in the amount of <br />$13,000. <br />Mr. Williams said that Staff has reviewed both of these proposals submitted, and would recommend <br />to the Cpuncil that the proposal from Gordon & Bean be..accepted. <br />Mr. Williams said that Staff is also requesting that the Council encumber $10,000 from this <br />fiscal year's budget so that additional irrigation design work can be included. Prior to any <br />additional design work, Staff would submit the design projects to the Council for review and <br />approval. <br />Councilman Rehrer asked if this amount of money has been considered in budget requests for this <br />year. <br />Mr. Williams answered no, this money has not been considered, and that is why Staff is re- <br />questing the $10,000 be encumbered from this year's budget to carry over into next year for <br />future irrigation systems. <br />City Manager Huffaker explained there are many areas of the City that are not under an automatic <br />sprinkling system, and therefore a tremendous amount of man hours are being spent. Mr. Huffaker <br />advised there are monies in the budget to purchase the necessary equipment to convert the system. <br />Councilman Rehrer asked what other areas, besides the four mentioned, are being considered for <br />the irrigation system. <br />JUN 1 e 1974 <br />
