Mr. Williams answered Staff has been studying the possibilities of Central Ball Park, the <br />traffic island along La Cadena Drive, the Underpass at M Street, C Street, three mini -parks, <br />and smaller projects in the City. <br />On motion of Councilwoman Spragins, seconded by Mayor Huntoonvand unanimously passed, Council <br />approved Staff's recommendation of accepting the proposal of Gordon & Bean Irrigation Special- <br />ists, and to encumber the amount of $10,000 from this fiscal year budget for future irrigation <br />design work. <br />PUBLIC WORKS DIRECTOR REPORTS AND RECOMMENDATIONS: <br />City of Riverside requesting street closure on South Mt. Vernon Avenue. <br />Mr. Earl Young, Public Works Superintendent, stated a letter has been received from the Public <br />Utilities Department of the City of Riverside requesting the closure of Mt. Vernon from the <br />southerly Washington Street -Mt. Vernon Avenue off -ramp to the intersection of Canal and Mt. <br />Vernon. <br />Mr. Young said the request is to allow Dorfman Construction Company, contractor for the City <br />of Riverside, to install a 48 inch water main. <br />Mr. Young stated due to the narrowness of the street in this area, the size of the excavation <br />and the type of machinery being used by the contractor, Staff feels it would be in the best <br />interest and safety of the traveling public to allow this closure, which would last for <br />approximately one month and begin the first of July. <br />On motion of Councilman Gonzales, seconded by Councilman Rehrer and unanimously passed, Council <br />approved Staff's recommendation for the street closure on South Mt. Vernon Avenue as requested <br />by the City of Riverside. <br />Adoption of Standard Specifications for Public Works Construction. <br />Mr. Young said this item concerns the adoption of the 1973 Edition of Standard Specifications <br />for Public Works Construction, which is basically an update of the 1970 Edition, and is the <br />green book of standard specifications which is used by the City. <br />On motion of Councilman Rehrer, seconded by Councilman Hayes and unanimously passed, first <br />reading of Ordinance No. 1459 was approved: <br />ORDINANCE NO. 1459 - AN ORDINANCE ADOPTING "STANDARD SPECIFICATIONS FOR PUBLIC WORKS CONSTRUCTION", <br />1973 EDITION, REGULATING MATERIAL OF CONSTRUCTION AND THEIR USE IN THE ERECTION, <br />INSTALLATION, ALTERATION, REPAIR, REMOVAL, CONVERSION, DEMOLITION AND CON- <br />STRUCTION OF PUBLIC WORKS IMRROVEMENTS IN THE CITY OF COLTON: PROVIDING FOR <br />THE ADMINISTRATION OF CONTRACTS AS WELL AS PERMITS ISSUED IN CONNECTION WITH <br />SUCH IMPROVEMENTS. <br />Report on Fourway Stop Sign at Rancho Avenue -Laurel Street, and Terrace Avenue approaching <br />Barton Road from the South. <br />Mr. Young stated that Staff has made a study and report on stop signs at the intersections of <br />Laurel Street and Rancho Avenue, and Terrace Avenue approaching Barton Road from the south. <br />Mr. Young said the study made indicates that the stop signs are warranted, and Staff would <br />therefore recommend adopting a resolution to amend Traffic Resolution No. 2119. <br />On motion of Councilwoman Spragins, seconded by Councilman Hayes and unanimously passed, Resolu- <br />tion No. 3437 was approved: -- <br />RESOLUTION NO. 3437 - AMENDING RESOLUTION NO. 2119 PASSED AND ADOPTED BY THE CITY COUNCIL OF THE <br />CITY OF COLTON ON THE SIXTH DAY OF DECEMBER, 1960 TO INCLUDE ADDITIONAL <br />THROUGH STREET AND STOP INTERSECTIONS. <br />Construction of Mt. Vernon Lift Station Modification. <br />Mr. Young advised that one bid had been received for construction of the Mt. Vernon Lift Station <br />modification from -J. Putnam Henck & Henck Pro., in the amount of $39,459. <br />Mr. Young said that only $10,000 had been budgeted for this project and the bid received is <br />approximately 400 percent above the budgeted monies, therefore, Staff recommends rejection <br />of the bid. <br />Mr. Young said that Staff will analyze the situation and return to the Council with a recom- <br />mendation at a later date. <br />On motion of Councilman Rehrer, seconded by Councilwoman Spragins and unanimously passed, <br />Council rejected the bid from J. Putnam Henck & Henck Pro., for construction of the Mt. <br />Vernon Lift Station modification. <br />CITY MANAGER REPORTS AND RECOMMENDATIONS: <br />Recommendation on Personnel Consultant. <br />City Manager Huffaker said as Council will recall, during the Spring of this year, the City <br />Council appropriated $42000 to retain a personnel consultant to complete the formalization of <br />a centralized Personnel system. <br />JUN 181974 <br />
