34 <br />Mayor Huntoon s.tated .he is also not in favor of eliminating the alley pickups, as most of the <br />alleys in our City are wide enough to accommodate the refuse trucks, are paved, and certainly <br />would be just as efficient and better appearing than stacking all of the refuse in front on the <br />main streets. <br />Mayor Huntoon asked about commercial and industrial service, whether they have the refuse bins <br />or the monthly pickup, and what the present assessment would be. <br />Mr. Young advised that the existing ordinance states that no person or firm shall remove garbage <br />or refuse from the premises unless they have a license or permit to do so. Mr. Young stated <br />that if a person or firm delivers garbage or rubbish to the dump site themselves, it is illegal <br />and in violation of the ordinance. <br />Councilman Gonzales stated it was his understanding that the industries in the area do pay an -- <br />as s essment., charge regardless. <br />Mayor Huntoon stated he could not understand how it would be illegal to load up your own truck, <br />take a few cartons of garbage or trash to the dump site, and pay the required fee for unload- <br />ing the refuse. <br />Mr. Young said the only exception for this would be in the case of a gardener with a license <br />doing business in the City. <br />Councilman Gonzales said the way the present ordinance reads, he understood this restriction <br />appoied only to private refuse hauling firms coming into the city and doing this type of <br />business, however, it does not prohibit a resident from hauling garbage or trash from their <br />own premises to the dump. <br />Mr. Young said the way he interprets the ordinance, it is illegal for any person or firm to <br />haul refuse to the dump on their own. Mr. Young added, however, that the City does not enforce <br />this portion of the ordinance should it occur. <br />Additional discussion followed regarding the ordinance, hauling refuse to the dump site, and <br />fees for the service. <br />Councilman Rehrer moved that the City retain a bi-weekly garbage pickup, add the once weekly <br />trash or rubbish pickup, and increase the refuse rates for service to $3.00 per month. <br />Motion died for lack of a second. <br />Councilwoman Spragins stated that she noticed in the report submitted by Staff that the City <br />of Colton . has the lowest refuse rates for our twice a week service,, and other cities are charging <br />more for only once a week service. Mrs. Spragins stated that with the increase on fuel costs, <br />etc., she feels the City's refuse rates are very cheap and could be increased. <br />Councilman Gonzales stated he felt that the City should at least try the new procedures and <br />program as outlined by Staff, and he would therefore move for approval of first reading of <br />Ordinance No. 1457, and waive further reading. <br />Motion seconded by Councilwoman Spragins. <br />Councilman Rehrer asked for a Roll Call Vote: <br />Councilman Hayes - YES <br />Councilwoman Spragins - YES <br />Councilman Rehrer - NO <br />Councilman Gonzales - YES <br />Mayor Huntoon - NO <br />Motion carried. <br />ORDINANCE NO. 1457 - AN ORDINANCE REGULATING THE KEEPING, COLLECTING AND DISPOSAL OF GARBAGE, <br />RUBBISH AND REFUSE IN THE CITY OF COLTON, CALIFORNIA.- <br />Mr. <br />ALIFORNIA: <br />Mx Young advised the other ordinance under consideration this evening pertains to setting up <br />procedures for the.business license for private haulers, and amends Ordinance No. 412, <br />Councilman Rehrer asked how the City can adopt this ordinance when we have not as yet adopted <br />a business license ordinance. <br />Mr. Young advised that the fee has not changed, and that this ordinance would be operative <br />and remain in effect until a new business license ordinance was adopted. <br />Councilwoman Spragins asked if the proposed ordinance would pertain to refuse services and <br />collection only, and no other business. <br />Mr. Young answered yes, this is correct. <br />On motion of Councilwoman Spragins, seconded by Councilman Gonzales and unanimously passed, <br />first reading of Ordinance No. 1458 was approved and further reading waived. <br />ORDINANCE NO. 1458 - AN ORDINANCE AMENDING ORDINANCE NO. 4120 <br />Mr. Young advised the resolution regulating the operation of a refuse collector commercial <br />and establishing procedures for the issuance of permits sets up the vehicle, and the effect- <br />ive date of the proposed resolution would be December 1, 1974 which will coincide with the <br />issuance of business licenses during the 1975 calendar year. <br />JUN t 1974 <br />
