On motion of Councilwoman Spragins, seconded by Councilman Hayes and unanimously passed, <br />Resolution No. 3435 was approved. <br />RESOLUTION NO. <br />3435 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, CALIFORNIA, REGU- <br />LATING THE OPERATION OF A REFUSE COLLECTOR COMMERCIAL, AND ESTABLISHING <br />PROCEDURES FOR THE ISSUANCE OF PERMITS. <br />Mr. Young said the last item is the proposed resolution setting up the rate schedule for refuse <br />services, which will be effective September 1, 1974, for both residential and commercial col- <br />lection. <br />On motion of Councilwoman Spragins, seconded by Councilman Hayes and passed, Resolution No. <br />3436 was approved, Councilman Rehrer and Mayor Huntoon voting NO. <br />RES OLUT ION NO. <br />3436 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON) CALIFORNIA, <br />AMENDING RESOLUTION NO. 2983 AND ESTABLISHING A SCHEDULE FOR REFUSE <br />COLLECTION RATES. <br />CITY MANAGER REPORTS AND RECOMMENDATIONS: <br />Proposed Agreement with Southern California Edison Company. <br />City Manager Huffaker referred to a proposed agreement with the Southern California Edison <br />Company to provide electrical services to the Inland Christian Church, located beneath the <br />Grand Terrace Bluffs, and surrounded by the freeway and Mt. Vernon Avenue. <br />Mr. Huffaker stated the Council members have copies of a report from our Electrical Utility <br />Superintendent recommending approval of the agreement with Southern California Edison because <br />the problems are insurmountable for the City to provide the electrical services that are re- <br />quested and required. <br />Mr. Huffaker said this will be the standard, ten year contract and Staff recommends approval <br />with authorization for the Mayor and City Clerk to sign the agreement. <br />On motion of Councilwoman Spragins, seconded by Councilman Rehrer and unanimously passed, <br />Council approved the agreement with Southern California Edison Company to furnish electrical <br />service to the Inland Christian Church. <br />Preliminary Budget. <br />City Manager Huffaker acknowledged copies of the 1974-75 Preliminary Budget that had been given <br />to the Council members, and requested Council's consideration for future dates for the budget <br />hearings. <br />Mayor Huntoon stated he felt that if one full Saturday could be devoted to the budget, this <br />might take care of it. <br />Council members were in agreement with this, and a date of Saturday, June 15, 1974, at 9:00 <br />a. m., was scheduled. <br />CITY ATTORNEY REPORTS AND RECOMMENDATIONS: <br />Ordinance No. 1452. <br />City Attorney Hutton introduced Ordinance No. 1452 for second reading, reading it as to number <br />and title only. <br />ORDINANCE NO. 1452 <br />AN ORDINANCE OF THE CITY OF COLTON AMENDING ORDINANCE NO. 9641 AS AMENDED, <br />AND PROVIDING FOR CERTAIN ZONE RECLASSIFICATIONS. (Les Farrar Aviation <br />Services) <br />On motion of Councilman Rehrer, seconded by Councilwoman Spragins and unanimously passed, second <br />reading was approved and Ordinance No. 1452 adopted. <br />Ordinances regarding Codification. <br />City Attorney Hutton stated the following four ordinances all pertain to codification procedures, <br />and first reading of each ordinance could be handled by one motion. <br />On motion of Councilman Gonzales, seconded by Councilman Hayes and unanimously passed, first <br />reading of Ordinance No. 1453, Ordinance No. 1454, Ordinance No. 1455, and Ordinance No. 1456 <br />was approved and further reading waived. <br />ORDINANCE NO. <br />1453 - AN ORDINANCE OF THE CITY COUNCIL SPECIFICALLY REPEALING CERTAIN ORDINANCES <br />OF THE CITY OF COLTON WHICH HAVE BEEN RENDERED OBSOLETE THROUGH CODIFICATION <br />PROCEDURES. <br />ORDINANCE NO. 1454 - AN ORDINANCE OF THE CITY OF COLTON, CALIFORNIA, PROVIDING FOR THE DEFINITIONS <br />APPLICABLE GENERALLY TO ORDINANCES OF THE CITY OF COLTON, CALIFORNIA, AND <br />PROVIDING FOR RULES OF CONSTRUCTION FOR THE ORDINANCES OF THE CITY OF COLTON, <br />CALIFORNIA. <br />ORDINANCE NO. 1455 - AN ORDINANCE OF THE CITY OF COLTON, CALIFORNIA, ADOPTING A GENERAL PENALTY. <br />ORDINANCE NO. <br />1456 - AN ORDINANCE DESIGNATING THE EXISTING NAMES OF MUNICIPAL OFFICES WHICH WERE <br />FORMERLY KNOWN BY OTHER NAMES, AND PROVIDING THAT THE FUNCTIONS OF THE OLD <br />OFFICES ARE TRANSFERRED WITHOUT CHANGE TO THE NEW OFFICES DESIGNATED IN THIS <br />ORDINANCE, <br />JUN 51974 <br />
