<br />Mr. Williams said if the Bond Issue is successful, the County will be receiving $2,826,971.,
<br />and the City of Colton's allocation will be $58,612.
<br />Mr. Williams then gave the Council members a report on the allocation of the funds by the County,
<br />on a percentage and population basis, and how the monies will be distributed.
<br />Mr. Williams said it has been indicated the monies will be available after the June Primary
<br />Election,, and each City must submit a list of priorities of items for their allocation. Mr.
<br />Williams stated he has had discussions with Mr. Max Lofy, Recreation Coordinator, and the
<br />Recreation and Parks Commission on priority items and uses for the City's allocation of funds.
<br />Councilman Hayes asked if there are any strings attached to these funds and can the City use them
<br />as they see fit.
<br />Mr. Williams advised the City can distribute these funds for park purposes, however, they must
<br />submit a --list of priorities to the County immediately after the June Primary Election.
<br />Councilman Gonzales asked if these funds are to be used strictly for park improvements and
<br />recreational needs.
<br />Mr. Williams answered the funds are to be utilized for the parks within the City, and cannot be
<br />spent for maintenance.
<br />Mr. Richard Mosher, Commissioner on the Recreation and Parks Commission, stated the Commission
<br />is endorsing the parks bond issue and Proposition No. 1.
<br />Mr. Mosher said the following items are requested for consideration as priority items with regard to the proposed
<br />funds under the bond issue:
<br />1. Two cement curbed, 60 foot circumference sand pits for Veterans Park and Municipal Park - $22,000.00.
<br />2. Picnic area fixtures, playground equipment; one overhead picnic shelter and curbed 60 foot sand pit for
<br />Elizabeth Davis Park - $3,000.00.
<br />3. Three swing sets for Municipal Park, Veterans Park and Elizabeth Davis Park - $3,200.00. Play equipment at
<br />each of the three mini parks - $400.00.
<br />4. Two tennis courts with necessary fencing and lighting for night use at Municipal Park - $20,000.00.
<br />5. Two portable outfield fences, one at Veterans Park and one at Elizabeth Davis Park - $2,000.00. The remaining
<br />$6,400.00 to be divided into two equal parts for picnic equipment, tables, overheads, barbecues, at both
<br />Municipal Park and Veterans Park.
<br />Planning Director Williams concluded that if Council concurs with the comments and suggestions that have been given
<br />on this item, a resolution will be prepared for Council's approval, supporting the proposed park bond issue.
<br />On motion of Councilman Hayes, seconded by Councilman Gonzales and unanimously passed, Resolution No. 3434 was

<br />Mr. E rl Young, Public Works Superintendent, stated that Staff is requesting authorization to advertise for bids
<br />for tfie following paving projects:
<br />Gas Tax - budgeted projects:
<br />Project 161 - 7th Street, H Street to Olive Avenue; heater remix and one inch overlay.
<br />Project 162 - 8th Street, 0 Street to Congress Street; one inch overlay.
<br />Project 163 - South La Cadena, La Loma to the Freeway on-ramp, south bound lanes; heater remix and 22 inch overlay.
<br />SB -325 - One Inch Overlays:
<br />Pennsylvania Avenue, C Street to Mill Street
<br />La Cadena Drive, 8th Street to Mt. Vernon Avenue - heater remix
<br />H Street, Third Street to A. T. & S. F. Railroad

<br />On motion of Councilwoman Spragins, seconded by Councilman Rehrer and unanimously passed, Council approved Staff's
<br />request for authorization to advertise for bids for Gas Tax Paving Projects and SB -325 Paving Projects.
<br />CITY MANAGER REPORTS AND RECOMMENDATIONS:
<br />Joint Powers Agreement for Transit Services.
<br />City Manager Huffaker said as the Council is aware, the City of San Bernardino, in conjunction with the City of
<br />Colton and surrounding cities, has been meeting regularly to find the ways and means for improving public trans-
<br />portation in the San Bernardino metropolitan area.
<br />Mr. Huffaker stated during the last two years, these cities have been using SB -325 monies as a funding source for
<br />improvement of the system.
<br />Mr. Huffaker continued the present San Bernardino Municipal Transit System is wholly owned and operated by the City
<br />of San Bernardino. Surrounding cities have contracted with San Bernardino for public transportation services in
<br />their respective jurisdictions, however, an institutional problem arises since none of the contracting cities have
<br />a definite impact on the policies affecting operations. Further, this structure does tend to limit the philosophy
<br />of a regional approach to the problem.
