27 <br />2. Approval of Warrants - Nos. 8381 through 8551 and Nos. 11912 through 12148 (May 10) <br />inclusive, as recommended by Director of Finance. <br />3. Dance Permit application for June 15, 1974, requested by Mr. & Mrs. Jesus A. Juarez. <br />Ratified by Police Department. <br />Mayor's Reports and Proclamations: <br />Comprehensive Audit. <br />On motion of Councilwoman Spragins, seconded by Councilman Rehrer and unanimously passed, <br />Council approved authorization of a Comprehensive Audit as requested by Mayor Huntoon. <br />PUBLIC HEARINGS: <br />TIME AND PLACE FIXED FOR PUBLIC HEARING ON PLANNING COMMISSION RESOLUTION N0. 7582 ZONE CHANGE <br />INDEX NO. A-4-742 LES FARRAR AVIATION SERVICES, NORTHEAST CORNER OF RANCHO AND FOGG. <br />Mayor Huntoon declared the Public Hearing open. <br />City Clerk Ramos submitted the ,Affidavit of Publication and reported that no protests or objections <br />have been received. <br />Planning Director Williams stated the zone change involves property at the northeast corner of <br />Rancho Avenue and Fogg Street, and the property is generally known as "Spec. Steel", and has been <br />zoned M-1 since annexation to the City. <br />Mr. Williams advised that the applicant is desiring to establish the same type of use as the property <br />had in the past, which would involve the M-2 zoning. <br />Mr. Williams said the Planning Commission and Staff recommend approval of the zone change. <br />Councilman Rehrer asked why this parcel had never been rezoned to an M-2 zone, as it has always <br />been heavy industrial. <br />Mr. Williams stated that at that time the only industrial zoning was an M-1 zone, for both the <br />City and County. <br />Mayor Huntoon asked if anyone else wished to be heard on this matter. <br />On motion of Councilman Rehrer, seconded by Councilwoman Spragins and unanimously passed, the <br />public hearing was terminated. <br />On motion of Councilman Hayes, seconded by Councilwoman Spragins and unanimously passed, first <br />reading of Ordinance No. 1452 was approved. <br />ORDINANCE NO. 1452 - AN ORDINANCE OF THE CITY OF COLTON AMENDING ORDINANCE NO. 9642 AS AMENDED, <br />AND PROVIDING FOR CERTAIN ZONE RECLASSIFICATIONS. <br />CORRESPONDENCE: <br />St. John's Lutheran Church - request for use of Fleming Park. <br />City Manager Huffaker read a letter from Reverend Harold Boeche, of St. John's Lutheran Church, <br />thanking the City Council for use of Fleming Park on April 14, 1974, for Easter Sunrise Services, <br />and also requesting use of the park for the following year's Easter services, March 30, 1975. <br />Councilwoman Spragins stated this request is for one year from now, and it seems like a long way <br />from now. <br />Council took no action on the request. <br />Letter from the American Legion, Colton Post #155. <br />City Manager Huffaker referred to a letter from Mr. Don Lambert, Post Commander, and Mr. Jeff Cox, <br />Post Adjutant, of the American Legion, Colton Post #155, requesting that the City of Colton obtain <br />American Flags for display in the City on Legal Holidays, to show that the "Hub City" is in fact <br />patriotic and does show its colors. <br />Mr. Huffaker suggested that this item be referred to Staff for further study and review, and then <br />report back to the Council. <br />On motion of Councilwoman Spragins, seconded by Councilman Hayes and unanimously passed, the re- <br />quest from the American Legion Post #155 for the City to display American Flags in the City on <br />Legal Holidays was referred to Staff. <br />PLANNING COMMISSION REPORTS AND RECOMMENDATIONS: <br />Discussion on Park Bond Issue. <br />Planning Director Williams advised that Proposition No. 1 on the June Primary Ballot deals with <br />the State Park Bond Issue. <br />Mr. Williams continued that should the Bond Issue pass, San Bernardino County will be receiving <br />funds for park purposes that will be allocated to the cities within San Bernardino County. Mr. <br />Williams said that at least 50% of the cities within the County would have to support the Bond <br />Issue in order for the County to be eligible for the funds. <br />MAY 2 11974 <br />
