25"' Request authorization for Mayor to sign Acturial Survey Contract. City Manager Huffaker stated, as previously discussed with the Council members, it is necessary to have acturial surveys performed for the City's safety members of the Public Employees Retire- ment System. Mr. Huffaker said before the state can begin the surveys, it is necessary that the agreements be signed by the Mayor, and Staff respectfully requests Council authorization for the Mayor to sign the contracts. On motion of Councilman Hayes, seconded by Councilman Rehrer and unanimously passed, Council authorized the Mayor to sign the Acturial Survey Contract. Designating the Municipal Employees Officer. City Manager Huffaker stated this item concerns a resolution designating the City Manager as the Municipal Employee Relations Officer as defined in Section 12 of Resolution No. 2996. Mr. Huffaker said the City Manager can also designate a representative for the Meet and Confer Sessions with the employee organizations. On motion of Councilwoman Spragins, seconded by Councilman Rehrer and unanimously passed, Resolu- tion No. 3429 was approved: RESOLUTION NO. 3429 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, DESIGNATING A MUNICI- PAL EMPLOYEE RELATIONS OFFICER. CITY ATTORNEY REPORTS AND RECOMMENDATIONS: Ordinance No. 1450. City Attorney Hutton introduced Ordinance No. 1450 for second reading, reading it as to number and title only. ORDINANCE NO. 1450 - AN ORDINANCE OF THE CITY OF COLTON AMENDING ORDINANCE NO. 964, AS AMENDED, AND PROVIDING FOR CERTAIN ZONE RECLASSIFICATIONS. On motion of Councilman Rehrer, seconded by Councilwoman Spragins and unanimously passed, second reading was approved and Ordinance No. 1450 adopted. Ordinance No. 1451. City Attorney Hutton introduced Ordinance No. 1451 for second reading, reading it as to number and title only. ORDINANCE NO. 1451 - AN ORDINANCE OF THE CITY OF COLTON, ADOPTING BY REFERENCE THE "UNIFORM PLUMBING CODE", 1973 EDITION, PROVIDING FOR AND GOVERNING THE INSTALLATION OF PLUMBING WITHIN THE CITY OF COLTON. On motion of Councilman Rehrer, seconded by Councilman Hayes and unanimously passed, second reading was approved and Ordinance No. 1451 adopted. Resolution No. 3430 City Attorney Hutton introduced the following resolution to the Council for their consideration and approvel. RESOLUTION NO. 3430 - WEED ABATEMENT, FINDING, DETERMINING AND DECLARING INSUFFICIENT OBJECTIONS OR PROTESTS TO THE REMOVAL OF PUBLIC NUISANCE. On motion of Councilman Rehrer, seconded by Councilman Gonzales and unanimously passed, Resolution No. 3430 was approved. Resolution No. 3431. City Attorney Hutton introduced Resolution No. 3431 to the Council mambers for their consideration and review. Mr. Hutton advised this resolution pertains to increases in electrical rates brought about by fuel adjustment costs creating increases, or possibly decreases, whichever pertains,, by the Southern California Edison Company. Councilwoman Spragins stated this is why she felt a resolution should be adopted which would be flexible enough to take care of a possible increase, or decrease, in fuel adjustment costs, which- ever the case may be. Discussion followed between Staff and Council members regarding the establishing of a resolution which would cover this matter, and any other future adjustments. On motion of,Councilwoman Spragins, seconded by Councilman Rehrer and passed, Resolution No. 3431 was approved: RESOLUTION NO. 3431 RESOLUTION OF THS CITY COUNCIL OF THE CITY OF COLTON FIXING ELECTRICAL RATES BASED ON FUEL ADJUSTMENT COSTS.
