25"' <br />Request authorization for Mayor to sign Acturial Survey Contract. <br />City Manager Huffaker stated, as previously discussed with the Council members, it is necessary <br />to have acturial surveys performed for the City's safety members of the Public Employees Retire- <br />ment System. <br />Mr. Huffaker said before the state can begin the surveys, it is necessary that the agreements be <br />signed by the Mayor, and Staff respectfully requests Council authorization for the Mayor to sign <br />the contracts. <br />On motion of Councilman Hayes, seconded by Councilman Rehrer and unanimously passed, Council <br />authorized the Mayor to sign the Acturial Survey Contract. <br />Designating the Municipal Employees Officer. <br />City Manager Huffaker stated this item concerns a resolution designating the City Manager as the <br />Municipal Employee Relations Officer as defined in Section 12 of Resolution No. 2996. <br />Mr. Huffaker said the City Manager can also designate a representative for the Meet and Confer <br />Sessions with the employee organizations. <br />On motion of Councilwoman Spragins, seconded by Councilman Rehrer and unanimously passed, Resolu- <br />tion No. 3429 was approved: <br />RESOLUTION NO. 3429 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, DESIGNATING A MUNICI- <br />PAL EMPLOYEE RELATIONS OFFICER. <br />CITY ATTORNEY REPORTS AND RECOMMENDATIONS: <br />Ordinance No. 1450. <br />City Attorney Hutton introduced Ordinance No. 1450 for second reading, reading it as to number <br />and title only. <br />ORDINANCE NO. 1450 - AN ORDINANCE OF THE CITY OF COLTON AMENDING ORDINANCE NO. 964, AS AMENDED, <br />AND PROVIDING FOR CERTAIN ZONE RECLASSIFICATIONS. <br />On motion of Councilman Rehrer, seconded by Councilwoman Spragins and unanimously passed, second <br />reading was approved and Ordinance No. 1450 adopted. <br />Ordinance No. 1451. <br />City Attorney Hutton introduced Ordinance No. 1451 for second reading, reading it as to number <br />and title only. <br />ORDINANCE NO. 1451 - AN ORDINANCE OF THE CITY OF COLTON, ADOPTING BY REFERENCE THE "UNIFORM PLUMBING <br />CODE", 1973 EDITION, PROVIDING FOR AND GOVERNING THE INSTALLATION OF PLUMBING <br />WITHIN THE CITY OF COLTON. <br />On motion of Councilman Rehrer, seconded by Councilman Hayes and unanimously passed, second reading <br />was approved and Ordinance No. 1451 adopted. <br />Resolution No. 3430 <br />City Attorney Hutton introduced the following resolution to the Council for their consideration <br />and approvel. <br />RESOLUTION NO. 3430 - WEED ABATEMENT, FINDING, DETERMINING AND DECLARING INSUFFICIENT OBJECTIONS <br />OR PROTESTS TO THE REMOVAL OF PUBLIC NUISANCE. <br />On motion of Councilman Rehrer, seconded by Councilman Gonzales and unanimously passed, Resolution <br />No. 3430 was approved. <br />Resolution No. 3431. <br />City Attorney Hutton introduced Resolution No. 3431 to the Council mambers for their consideration <br />and review. <br />Mr. Hutton advised this resolution pertains to increases in electrical rates brought about by fuel <br />adjustment costs creating increases, or possibly decreases, whichever pertains,, by the Southern <br />California Edison Company. <br />Councilwoman Spragins stated this is why she felt a resolution should be adopted which would be <br />flexible enough to take care of a possible increase, or decrease, in fuel adjustment costs, which- <br />ever the case may be. <br />Discussion followed between Staff and Council members regarding the establishing of a resolution <br />which would cover this matter, and any other future adjustments. <br />On motion of,Councilwoman Spragins, seconded by Councilman Rehrer and passed, Resolution No. 3431 <br />was approved: <br />RESOLUTION NO. 3431 RESOLUTION OF THS CITY COUNCIL OF THE CITY OF COLTON FIXING ELECTRICAL RATES <br />BASED ON FUEL ADJUSTMENT COSTS. <br />Councilman Gonzales voting NO. <br />MAY r,"11974: <br />
