z4 <br />Mr. Huffaker said at this point that in 1969 the Parks Foreman classification was.changed to, <br />Parks Superintendent, which effected a title change only, however, the dutues remained the <br />same. <br />It should be noted that the salaries will remain the same. These salaries are in line with other <br />foreman positions within the City. It is also felt that the title change will more clearly re- <br />flect the duties as described in the attached class specifications. <br />With the establishment of the Parks and Cemetery Superintendent, would be an increase of one <br />position for a total of 17. However, with the reorganization that is proposed in the Department <br />of Public Works through the streamlining of the department and the elimination of duplication of <br />activities, the overall manpower requirements will be reduced in the new budget. It should also <br />be pointed out that under the proposed reorganization of the Department of Public Works, no in- <br />dividual will be laid off or be reduced in salary. The reduction in force will be effected by <br />attrition. <br />The complete reorganization of the Department of Public Works will be presented to the Council <br />for their review during this year's budget considerations. If the Council concurs with the pro- <br />posed recommendations, the following action is suggested: <br />1. Approve the transfer of the Cemetery and Parks Division to the Department of Public Works. <br />2. Approve the attached class specifications for the position of Parks and Cemetery Superin- <br />tendent. (This position will . be an unclassified position) <br />3. Approve the title changes of Parks Superintendent to Parks Foreman and Cemetery Superinten- <br />dent to Cemetery Foreman. <br />4. Adopt the attached resolution establishing the salary range for the position of Parks and <br />Cemetery Superintendent which will also effect the title changes for the Cemetery Foreman <br />and Parks Foreman. <br />It is felt that, if the recommendation is approved, it will enable the City to provide better <br />services at a lower cost to our citizens. <br />Councilman Gonzales again stated he felt it is wrong to demote one of our department heads, <br />namely the Parks Superintendent, and why go out and advertise for a Parks Superintendent when we <br />already have one, as this is certainly no monetary saving to the City, but additional expenditure <br />of funds. <br />City Manager Huffaker replied that the savings to the City will be effected when the entire re- <br />organization of Public Works is presented, which will be presented to the Council members during <br />the Budget Sessions. <br />Councilman Gonzales said since the proposal that is being presented this evening does, in fact, <br />create an additional position, he would recommend this matter be deferred until after the <br />Budget Sessions so that the Council members can look at the total picture and more review and <br />study can be given to this item. <br />Councilman Gonzales pointed out that when Councilman Rehrer had suggested advertising for a Public <br />Works Director, this was recommended to be held off until the budget sessions also; therefore, <br />he would like to suggest that this matter this evening be postponed until the budget sessions. <br />Mayor Huntoon said he feels that the reorganization of these departments is a very healthy thing <br />and a step ahead for the City. Mr. Huntoon said it has been indicated that no one's position or <br />salary will be effected by the changes. <br />Councilman Hayes stated that he would have to agree with Councilman Gonzales. and hold up on making <br />any decisions until the budget sessions. <br />Councilwoman Spragins felt the reorganization as it is being presented is a very good thing, how- <br />ever, since the budget sessions are so close at hand, she also felt any decisions should be de- <br />ferred until that time. <br />Councilwoman Spragins also suggested hiring a semi -retired woman for office work and assisting <br />visitors at the Cemetery. <br />Mr. Gabe Castorena, Jr., 1299 Redlands Avenue, Colton, stated he has lived in the City of Colton <br />for 32 years, and he feels this reorganization that has been discussed this evening is merely a <br />political move. Mr. Castorena siad he cannot see any justification or reason why the Parks De- <br />partment or the Cemetery Department should be made a part of the Public Works Department. <br />Mr. Castorena siad he would like to ask the question: Can the Public Works Superintendent do <br />a better job than the Parks Superintendent, and isn't the Parks Superintendent a well quali- <br />fied Superintendent doing a good job? <br />Mr. Castorena concluded he feels this is a political move and that this reorganization is going <br />to cost the taxpayers more money. <br />on motion of Councilman Gonzales, seconded by Councilman Rehrer and unanimously passed, Council <br />postponed any dicision on Staff's request to transfer the Cemetery and Parks Divisions to the De- <br />partment of Public Works and establishment of a Parks and Cemetery Superintendent until after <br />the Budget Sessions. <br />imAY 1974. <br />
