COUNCIL MEETING <br />November 19, 1974 <br />A regular meeting of the City Council of the City of Colton was held on the above given date <br />at 7:30 p.m., in the Council Chambers of City Hall, Mayor Huntoon presiding. <br />Mayor Huntoon led the group in the Pledge of Allegiance to the Flag. <br />Invocation was offered by the Reverend Robert K. Johnson of the Colton Community Church. <br />Itie) aWi7.111*6 <br />Council members present were Hayes, Spragins, Rehrer, Gonzales, and Mayor Huntoon. Also <br />present were City Manager Huffaker, City Attorney Hutton, and City Clerk Ramos. <br />CONSENT CALENDAR: <br />On motion of Councilman Hayes, seconded by Councilman Rehrer and unanimously passed, the Consent <br />Calendar was approved as follows: <br />1. Approval of Minutes - Regular Meeting held November 6, 1974, and Adjourned Regular <br />Meeting held November 12, 1974, as on file in the Office of the City Clerk. <br />2. Approval of Warrants - Nos. 15286 through 15576 and Nos. 458 through 638 (November 12) <br />inclusive, as recommended by the Director of Finance. <br />3. Grant Deed - From Colton Ltd., to City of Colton for street purposes. Accepted and <br />authorized for recording. <br />4. Grant Deed - From Colton Ltd., to City of Colton for street purposes. Accepted and <br />authorized for recording. <br />5. Grant Deed - From Caprenter's Pension Trust to City of Colton for street purposes. <br />Accepted and authorized for recording. <br />6. The Arthritis Foundation requesting permission to solicit door to door for Annual <br />Fund Raising Campaign during first full week of February, 1975. (Approved, subject <br />to ratification by the Chief of Police) <br />MAYOR'S REPORTS AND PROCLAMATIONS: <br />Mayor Huntoon read a Proclamation honoring Southern California Teen Challenge Week, from <br />November 24 to December 1, 1974, which was accepted by a member of the Southern California <br />Teen Challenge headquarters in San Bernardino. <br />PUBLIC HEARINGS: <br />TIME AND PLACE FIXED FOR PUBLIC HEARING ON THE CONDEMNATION AND DEMOLITION EXPENSE REPORT FOR <br />PROPERTY AT 348 SOUTH RANCHO AVENUE. <br />Mayor Huntoon declared the public hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported that no protests or <br />objections had been received. <br />Mr. John Twiss, Director of Building and Safety, advised that the residence at 348 South <br />Rancho Avenue had been under condemnation since -1971. <br />Mr. Twiss said the proper notices were mailed out and the demolition took place on November 10 <br />and 11, 1974, at a cost of $437.74, of which $96.40 was spent for the County dump. <br />Mr. Twiss stated the property owner advised that due to circumstances at the present time, he <br />cannot make the payment of $437.74 in full at this time, therefore, Staff recommends that the <br />property owner be allowed to pay this debt over a two year period of time. <br />City Attorney Hutton asked Mr. Twiss if the property owner has been advisedof this process, and <br />if not, how does Staff so intend to inform the property owner. <br />Mr. Twiss replied that the property owner has not as yet been advised, however, Staff will <br />inform them by mail of these procedures. <br />Mayor Huntoon asked if anyone else wished to be heard on this matter. <br />On motion of Councilwoman Spragins, seconded by Councilman Rehrer and unanimously passed, the <br />public hearing was terminated. <br />On motion of Councilwoman Spragins, seconded by Councilman Hayes and unanimously passed, <br />Resolution No. 3475 was approved: <br />RESOLUTION NO. 3475 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON DETERMINING AND <br />AUTHORIZING THE PAYMENT OF ASSESSMENT BY INSTALLMENTS. <br />119 <br />Nr,)\s 19 1974 <br />
