113 <br />City Manager Huffaker reported that this meeting mainly concerned amending the joint powers <br />agreement that SANBAG has for coordinating transit service within the County. <br />Mayor Huntoon stated that at the SANBAG meeting today, the amendment to the joint powers agree- <br />ment was agreed upon, and now copies of this material will be forwarded to each City involved <br />and also to the County Board of Supervisors for approval. <br />PUBLIC HEARING: <br />TIME AND PLACE FIXED FOR PUBLIC HEARING ON THE CONDEMNATION AND DEMOLITION EXPENSE REPORT FOR <br />PROPERTY AT 674 WEST "K" STREET. <br />Mayor Huntoon declared the public hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported that no protests or <br />objections had been received. <br />Mr. John Twiss, Director of Building and Safety, stated this dwelling has been under condemna- <br />tion for the last four years. <br />Mr. Twiss reported that the owner of the house had been advised regarding the demolition and <br />what the City intended to do, and the owner stated she was unable to have the structure demo- <br />lished through her own means. <br />Mr. Twiss stated that all of the proper notices and reports were sent out on the demolition, <br />and between two contractors and City crews the amount involved was $775.00 for the work done. <br />Mr. Twiss said that due to the circumstances of the owner of this house, he would recommend <br />the City filing a lien against the property and allowing the owner to make payments over a <br />five year period of time. Mr. Twiss added that all of this information will, of course, be <br />forwarded to the County Auditor. <br />On motion of Councilman Rehrer, seconded by Councilwoman Spragins and unanimously passed, the <br />public hearing was terminated. <br />On motion of Councilwoman Spragins, seconded by Councilman Hayes and unanimously passed, <br />Resolution No. 3472 was approved: <br />RESOLUTION NO. 3472 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON DETERMINING AND <br />AUTHORIZING THE PAYMENT OF ASSESSMENT BY INSTALLMENTS. <br />City Attorney Hutton advised that now the County Auditor must be advised of this payment of <br />assessment by installments, and the auditor will then cause a lien to be placed on the proper- <br />ty and the first installment will be payable in the fiscal year of 1975-76. <br />Mr. Hutton continued that a follow-up resolution, to the one just passed by the Council, is <br />necessary to be sent to the County Auditor. <br />On motion of Councilman Hayes, seconded by Councilman Rehrer and unanimously passed, Resolu- <br />tion No. 3473 was approved. <br />RESOLUTION NO. <br />3473 - RESOLUTION APPROVING AND CONFIRMING REPORT OF COLTON BUILDING OFFICIAL <br />FILED PURSUANT TO SECTION 1601 OF THE UNIFORM HOUSING CODE, ORDINANCE NO. <br />14491 OF THE CITY OF COLTON, AND THE ASSESSMENTS OF CHARGES AGAINST REAL <br />PROPERTY IN ACCORDANCE THEREWITH. <br />PLANNING COMMISSION REPORTS AND RECOMMENDATIONS: <br />Draft Environmental Statement for Joint City San Bernardino/Air Force use of Norton Air Force <br />Base. <br />Planning Director Williams advised that the Planning Department has received and reviewed a <br />copy of the Draft Environmental Report for the joint use of Norton Air Force Base by the Air <br />Force and the City of San Bernardino. <br />Mr. Williams continued that the report was compiled by the Department of Air Force, of which <br />the Council members have been sent copies, and he felt that the report in many cases is inade- <br />quate. <br />Mr. Williams stated that the Department of Air Force had contacted several surrounding cities, <br />such as Redlands and San Bernardino, with regard to the joint proposal, however, the City of <br />Colton had not been advised or solicited for comments. <br />Mr. Williams reported it is anticipated the joint use of Norton will increase air traffic: by <br />24 percent in the next five years. Mr. Williams said that Colton is in the flight pattern, and <br />at the present time the noise factor is high; however, with the addition of commercial flights, <br />the noise frequency will be even greater. <br />Mr. Williams stated the City has no control over the military flights at Norton, however, the <br />City would have something to say about the proposed commercial flights and added noise factor. <br />Mr. Williams advised that the City of Redlands is opposed to the joint use of Norton based on <br />the increased air traffic, noise and hazards to Redlands Airport. <br />N G 1 6 1974 <br />
