Mr. Williams advised that a public hearing on the Draft Environmental Report is scheduled for
<br />November 14, 1974, and he feels it would be very important and beneficial for the City Council
<br />to be represented at this hearing.
<br />Mr. Williams concluded that the Planning Department feels the City should object to the joint
<br />use of the airport due to noise and air pollution increase.
<br />Additional discussion was held among Council members and Staff regarding the joint use of
<br />Norton Air Force Base.
<br />Councilman Gonzales moved that the City Council go on record as opposing the Draft Environmen-
<br />tal Report and the joint City of San Bernardino/Air Force use of Norton Air Force Base due to
<br />the increase in air traffic and noise pollution.
<br />Motion seconded by Councilman Hayes and unanimously passed.
<br />Councilman Gonzales said he also felt that'a representative from the City Council should
<br />attend the public hearing on November 14.
<br />COMMUNITY SERVICES DIRECTORS REPORTS AND RECOMMENDATIONS:
<br />Chapter 27, Alley Paving, north -south portion between Pennsylvania Avenue and 6th Street, and
<br />Olive and Acacia Streets.
<br />Mr. Earl Young, Community Services Director, advised that the property owners adjacent to the
<br />north -south alley between Pennsylvania Avenue and 6th Street and Olive and Acacia Streets,
<br />have presented a petition requesting paving of the alley under Chapter 27, Streets and High-
<br />ways Code.
<br />Mr. Young continued that the signatures on the petition represent 100 percent of the adjacent
<br />property owners, and a map has been forwarded to the Council members showing the area of
<br />improvement and the adjacent property owners that have signed the petition.
<br />Mr. Young concluded that Staff recommends Council adopt the Resolution of Intention to initiate
<br />Chapter 27 proceedings on this block.
<br />On motion of Councilman Hayes, seconded by Councilman Gonzales and unanimously passed, Resolu-

<br />THE STATE OF CALIFORNIA. (CHAPTER 27 DISTRICT NUMBER 16)
<br />Award of Contract for Three Million Gallon Water Reservoir.
<br />Mr. Young advised that bids were received and opened on October 22, 1974, on Schedules VI
<br />and VII, with one bid being received on Schedule VI from R. P. Bidney Corporation in the
<br />amount of $18,440, -and one bid being received for Schedule VII from ESCO Equipment Service
<br />Company in the amount of $26,922.94.
<br />Mr. Young said that bids were also received on Schedule III on November 4, 1974, from Ameron
<br />in the amount of $48,035.33, from U. S. Pipe and Foundry in the amount of $40,100, and from
<br />Ziebarth and Alper in the amount of $33,800.
<br />Mr. Young stated that -Staff recommends awarding the bids to R. P. Bidney Corporation in the
<br />amount of $18,440 for Schedule VI, and to ESCO Equipment Service Company in the amount of
<br />$26,922.94 for Schedule VII, and to Ziebarth and Alper in the amount of $33,800 for Schedule
<br />III.
<br />Mr. Young advised this will complete all schedules for the Three Million Gallon Water Reser-
<br />voir for a total of $496,000, which will be within the $510,000 allocated by the Council
<br />over the last two budget years. Mr. Young said if Council recalls, the original bid price
<br />was approximately $570,000, and by re -bidding the several items, the City received savings
<br />of approximately $73,000, and were able to stay within the budgeted moneys.
<br />On motion of Councilman Rehrer, seconded by Councilman Gonzales and unanimously passed, bids
<br />for the Three Million Gallon Water Reservoir were awarded as follows: to R. P. Bidney Corpo-
<br />ration in the amount of $18,440 for Schedule VI; to ESCO Equipment Service Company in the
<br />amount of $26,922.94 for Schedule VII; and to Ziebarth and Alper in the amount of $33,800
<br />for Schedule III .
<br />Authorization to Advertise for Asphalt and Concrete, Open End Contract.
<br />Mr. Young advised this item concerns awarding the bid specifications for the annual Open
<br />End Contracts for asphalt and concrete.
<br />Mr. Young said that Staff requests permission to advertise for bids on these items.
<br />On motion of Councilman Rehrer, seconded by Councilman Hayes and unanimously passed, Council
<br />authorized Staff to advertise for bids on the annual Open End Contracts for asphalt and con-
<br />crete.
