Mayor Huntoon said that he and Councilman Hayes made a visit to Fire Station No. 3 in Los <br />Angeles where they saw the Paramedic Program in detail, and he was very impressed and feels <br />this program should be established in Colton. <br />CITY ATTORNEY REPORTS AND RECOMMENDATIONS: <br />Consider City Clerk's submittal o f Building 0 f f is is l' s Condemnation and Demolition Expense <br />Report for Property at 348 South Rancho Avenue. <br />y <br />City Attorney Hutton advised that this item is similar to the one previously discussed under <br />Public Hearings regarding demolition of condemned structures. <br />Mr. Hutton continued that the action necessary this evening is to set this item for public <br />hearing, and the suggested time and place is November 19, 1974, at 7:30 p.m. <br />On motion of Councilwoman Spragins, seconded by -Councilman Hayes and unanimously passed, <br />the Building Official's Condemnation and Demolition Expense Report for property at 348 <br />South Rancho Avenue was set for Public Hearing on Tuesday, November 19, 1974, at 7:30 p.m. <br />in the Council Chambers. <br />Ordinance No. 1468. <br />City Attorney Hutton introduced Ordinance No. 1468 for second reading, reading it as to <br />number and title only: <br />ORDINANCE NO. 1468 - AN ORDINANCE OF THE CITY OF COLTON ADOPTING BY REFERENCE THE HEALTH AND <br />SAFETY CODE OF THE COUNTY OF SAN BERNARDINO, AND REPEALING ORDINANCE <br />NO. 1240. <br />On motion of Councilman Hayes, seconded by Councilman Gonzales and unanimously passed, <br />second reading was approved and Ordinance No. 1468 adopted. <br />Ordinance No. 1469. <br />City Attorney Hutton introduced Ordinance No. 1469 for second reading, reading it as to number <br />and title only: <br />ORDINANCE NO. 1469 - AN ORDINANCE LICENSING THE TRANSACTION AND CARRYING ON OF CERTAIN BUSI- <br />NESSES, TRADES, PROFESSIONS, CALLINGS, AND OCCUPATIONS IN THE CITY OF <br />COLTON FOR THE PURPOSE OF RAISING MUNICIPAL REVENUE` AND PROVIDING A <br />PENALTY FOR THE VIOLATION THEREOF. <br />Mayor Huntoon stated this is second reading on the Business License Ordinance, which has been <br />a very controversial issue, and at this time if anyone in the audience cares to speak on this <br />matter, please do so. <br />Mr. Bill McGuern, President of the Colton Chamber of Commerce, spoke to the Council again <br />urging them to make the Max -Tax a part of the Business License Ordinance, as he felt this <br />would not adversely effect either the big businessman or the small businessman. <br />Discussion followed with Council members and the City Attorney regarding having first reading <br />of a new ordinance to include the Max -Tax portion, and not having second reading of Ordinance <br />No. 1469. <br />Councilman Gonzales stated that he is still opposed to a Max -Tax in the City of Colton at this <br />time, as our City does not need it, and he also felt that a Max -Tax would definitely effect <br />the small businessman. <br />Councilman Gonzales moved for approval of second reading and adoption of Ordinance No. 1469. <br />Motion di4d for lack of a second. <br />Councilwoman Spragins moved that Ordinance No. 1469 be tabled, and first reading of Ordinance <br />No. 1471 be approved to include a Max -Tax limitation of $1,000, and further reading waived. <br />Motion seconded by Councilman Rehrer. <br />Councilman Hayes requested a Roll Call Vote: <br />Councilman Hayes - NO <br />Councilwoman Spragins - YES <br />Councilman Rehrer - YES <br />Councilman Gonzales - NO <br />Mayor Huntoon - YES <br />Motion carried. <br />Lease Agreement for Multi -Purpose Center. <br />City Attorney Hutton stated that a new lease agreement for use of the Multi -Purpose Center <br />has been signed by the Lessor, Mr. Milton Noriega, for a period of one year, from October 1, <br />1974 to September 30, 1975. <br />On motion of Councilman Rehrer, seconded by Councilman Hayes and unanimously passed, Council <br />accepted the new lease agreement for use of the Multi -Service Center, and authorized the <br />NOV 61974 <br />
