115 <br />Trinity Water Company. <br />Mr. Young gave a status report on the Trinity Water Company and advised Council members that <br />Staff is hopeful a complete report will be made at the next regular Council meeting. <br />CITY MANAGER REPORTS AND RECOMMENDATIONS: <br />Approve Transit Cost for Fiscal Year 1974-75, San Bernardino Transit System Agreement, SB -325 <br />Claim. <br />City Manager Huffaker requested that this item be held over until the next regular Council <br />meeting, at which time additional information will be submitted. <br />San Bernardino County Grand Jury Audit Committee Request to Review Audit Report. <br />Mr. Huffaker advised that a letter has been received from Mr. John R. McDowell, Chairman of <br />the San Bernardino County Grand Jury Audit Committee, indicating that his committee is con- <br />sidering the possibility of studying the City of Colton. - <br />Mr. Huffaker continued that Mr. McDowell also stated that the Committee is aware of the audit <br />performed by Eadie and Payne, and there is a possibility that all the fields the Committee '..L_ <br />might study are contained in that report; therefore, he is requesting that the Council <br />authorize a copy of the report be sent to the Audit Committee. <br />Mr. Huffaker concluded that Staff recommends the Council approve Mr. McDowell's request. <br />On motion,of Councilman Hayes, seconded by Councilman Rehrer and unanimously passed, Council <br />approved the request of the San Bernardino County Grand Jury Audit Committee to review the <br />City's Audit Report. <br />Mr. Huffaker said he would also like to request a Study Session for some time next week for <br />the purpose of reviewing the completed audit reports as compiled by Eadie and Payne for the <br />City of Colton. <br />Adoption of an Affirmative Action Statement for the City of Colton. <br />Mr. Huffaker said with regard to this item, basically what Staff is attempting to accomplish, <br />as a result of the 1964 Civil Rights Act, Title 7, is to formally adopt a statement which <br />would in effect be what the City is trying to accomplish at this point in our Personnel <br />Office. <br />Mr. Huffaker stated this statement would meet the requirements as set forth by the Federal <br />Government. <br />Mr. Huffaker concluded a resolution has been prepared for this matter. <br />On motion of Councilman Hayes, seconded by Councilman Rehrer and unanimously passed, Resolu- <br />tion No. 3474 was approved: <br />RESOLUTION NO. 3474 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON PLEDGING SUPPORT <br />FOR AN AFFIRMATIVE PROGRAM FOR EQUAL EMPLOYMENT OPPORTUNITY. <br />Request Bid Awards for Various Surplus Vehicles. <br />Mr. Huffaker reported that on October 24, 1974, at 10:00 a.m., the City opened bids for 27 <br />vehicles which had previously been declared surplus by the Council. <br />Mr. Huffaker said the bids are listed in a report dated October 30, 1974, and copies were sent <br />to the Council members. <br />Mr. Huffaker stated that Staff recommends acceptance of the high bid in each case, with the <br />exception of Item 4, the 1950 Seagrave Fire Truck, which should be rejected and readvertise <br />with a minimum bid of $1,100. <br />On motion of Councilwoman Spragins, seconded by Councilman Gonzales and unanimously passed, <br />Council approved the bid awards for various Surplus Vehicles as recommended by Staff. <br />Paramedic Program. <br />Mr. Huffaker reported that several weeks ago, the City Council adopted, by concept, the possi- <br />bility of establishing a Paramedic Program in the City of Colton. <br />Mr. Huffaker continued that Staff was directed at that time to investigate the possibilities <br />and see whether or not monies were available. <br />Mr. Huffaker said the cost to enter the program is $4,500, which would consist of sending <br />three of our firemen to Paramedic School. <br />Mr. Huffaker advised that monies are available, primarily through salary savings, which can <br />be taken out of our training budget, and therefore, Staff would recommend following this <br />procedure and entering into a Paramedic Program for the City of Colton. <br />Mr. Huffaker stated there is a possibility that future Federal funds will be available for this <br />program also. <br />JJ UV, 6 1514 <br />
