<br />Letter from Mr. Donald L. Rogers regarding street alignment and construction of concrete side-
<br />walks.
<br />City Manager Huffaker stated a letter has been received from Mr. Donald L. Rogers concerning
<br />street alignment and the construction of concrete sidewalks.
<br />Mr. Huffaker continued as Council is aware, when there is a substantial addition on an exist-
<br />ing dwelling that does not have curbs, gutter and sidewalks, the City's ordinance requires
<br />that the property owner provide these improvements.
<br />Mr. Huffaker stated this particular case is somewhat unusual, due to the fact it is in a rural
<br />area and this particular subdivision was annexed to the City after it had been improved in the
<br />County.
<br />Mr. Huffaker advised this matter has been discussed with the Planning Director, and Staff
<br />feels that possibly the City's ordinance should be reviewed further and this matter be
<br />referred to Staff for additional study.
<br />On motion of Councilwoman Spragins, seconded by Councilman Rehrer and unanimously passed, the
<br />correspondence from Mr. Donald L. Rogers regarding street alignment and construction of
<br />concrete sidewalks was referred back to Staff for report at the next regular Council meeting.
<br />COMMUNITY SERVICES DIRECTOR REPORTS AND RECOMMENDATIONS:
<br />Award Bid for Four -Wheel Street Sweeper.
<br />Mr. Earl Young, Community Services Director, reported that Staff received and opened bids
<br />September 10, 1974, for a four-wheel street sweeper. Mr. Young said only one bid was received,
<br />from Dearth Machinery Company, which was $27,426.88, plus $805.60 for air conditioning, for
<br />a total of $28,232.48.
<br />Mr. Young advised the air conditioner is necessary in order to meet OSHA requirements for dust -
<br />free atmosphere.
<br />Mr. Young said the bid is approximately $4,000 over the budgeted amount for this particular
<br />piece of equipment, however, through savings accumulated in other capital outlay equipment and
<br />the transference of $22400 from the permanent salary budget of the street division which was
<br />accumulated through unfilled positions, this deficit can be covered.
<br />Mr. Young concluded Staff recommends awarding the bid to Dearth Machinery Company in the amount
<br />of $28,232.482 and approval of a resolution for the transfer of funds.
<br />On motion of Councilwoman Spragins, seconded by Councilman Hayes and unanimously passed,
<br />Council approved awarding the bid for the four-wheel street sweeper to Dearth Machinery Company
<br />in the amount of $28,232.482 and approval of Resolution No. 3465.
<br />RESOLUTION NO. 3465 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON AMENDING THE 1974-
<br />75 FISCAL YEAR BUDGET.
<br />Diesel Engine Wheel Tractor with Hydraulic Operating Front End Loader and Hydraulic Backhoe.
<br />Mr. Young advised that Staff received and opened bids September 10, 19743, from three suppliers.
<br />Mr. Young said Condosta Tractor Company of Colton made a proposal without offering a specified
<br />cost as they could not set a definite delivery date. In addition, bids were received from
<br />Eagle Tractor Inc., of Riverside in the amount of $14,475, and from Whitney Tractor Company in
<br />the amount of $14,700.
<br />Mr. Young continued in the bid specifications, bids for optional equipment were requested for
<br />both 24 inch and 12 inch backhoe buckets and a 4 foot minimum hydraulic dipper extension.
<br />Mr. Young said after the bids were opened, Whitney Tractor indicated that these options were
<br />included in their bid price, and Eagle Tractor set the options separately.
<br />Mr. Young stated there is no way to determine from the bid data entered by Whitney Tractor the
<br />amount of the options, and after going through the specifications, Staff feels there are
<br />several items lacking in the John Deere model 4001C submitted by Whitney Tractor, which include
<br />no foot -operated backhoe swing control, no bucket return to dig on the loader, nor does it
<br />appear to meet lift capacity or break-out forces as required by the specifications.
<br />Mr. Young concluded that Staff recommends the bid of $14,475 for the Case D -580-B Backhoe be
<br />awarded to Eagle Tractor Inc., of Riverside.
<br />Mr. Jerry Wilhite, representing Whitney Tractor Company, stated there seems to have been some
<br />confusion regarding the optional equipment.
<br />Mr. Wilhite continued that the bid form provided by the City of Colton did not list a separate
<br />space to show the optional equipment, and he incorporated the options in the initial, bid.
<br />Mr. Wilhite advised his company is approximately $2,000 lower than the bid of Eagle Tractor,
<br />and he feels this is a significant difference.
<br />Mr. Young stated the Council members have copies of a letter from Whitney Tractor indicating
<br />exceptions, 7 in total, to the City's bid and specifications. Mr. Young read the letter and
<br />the exceptions as listed.
