COUNCIL - MEET INC'—_ <br />September 3, 1974 <br />A regular meeting of the City Council of the City of Colton was held on the above given date <br />at 7:30 p.m., in the Council Chambers of City Hall, Mayor Huntoon presiding. <br />Mayor Huntoon led the group in the Pledge of Allegiance to the Flag. <br />Invocation was offered by the Reverend T. Arthur Smith of the Colton First Baptist Church. <br />ROLL CALL <br />Council members present were Hayes, Spragins, Gonzales, and Mayor Huntoon. Also present were <br />City Manager Huffaker, City Attorney Hutton and City Clerk Ramos. Absent was Councilman <br />Rehrer. <br />CONSENT CALENDAR <br />On motion of Councilwoman Spragins, seconded by Councilman Hayes and unanimously passed, the <br />Consent Calendar was approved as follows: <br />1. Approval of Minutes - Adjourned Regular Meeting of August 19, Regular Meeting <br />of August 27, 1974, as on file in the Office of the City Clerk. <br />2. Approval of Warrants - Nos. 9669 through 9818 and Nos. 13924 through 14196 <br />(August 30) inclusive, as recommended by Director of Finance. <br />MAYOR'S REPORTS AND PROCLAMATIONS <br />Mayor Huntoon noted that the Council feels the hard efforts of the Chamber of Commerce and <br />Mrs. Lidia Cordero in hosting the Miss America Softball Tournament, were without doubt a real <br />success and an asset for the City of Colton. <br />CORRESPONDENCE <br />City of San Bernardino Mayor W. R. "Bob" Holcomb <br />i <br />City Manager Huffaker reported the City had received a letter from San Bernardino Mayor W. R. <br />"Bob" Holcomb, asking if we would possibly reconsider and become a part of the San Bernardino <br />Transit System. <br />Mr. Huffaker stated that Mayor Holcomb had written the letter on behalf of Mayor Craig of <br />Rialto, Mayor Cummings of Redlands, Mayor Horzen of Fontana and himself. <br />City Manager Huffaker stated the question now is the same as was presented some time back, <br />does the City of Colton wish to be a member of the Joint Powers. Mr. Huffaker stated the <br />advantage to the City would be that Colton would have a vocal voting voice as a member and <br />the disadvantage would be in the event the joint powers incurred a liability, the City of <br />Colton would also be responsible for the liability. <br />City Manager Huffaker reported that he had been assured as recently as last Friday, that <br />whether or not the City elects to join in the joint powers authority, we would still receive <br />the same service that we presently have, that is, if the city desires to maintain the same <br />service. <br />Mr. Huffaker stated the Agreement is not before the City Council at this time, however, if <br />Council desires, the Agreement could be reviewed at a future meeting. <br />Councilman Gonzales stated he would like to see the City join in and participate in order that <br />we would have a direct voice. <br />Councilman Gonzales moved to reconsider the San Bernardino Transit Agreement for Joint Powers <br />at the next regular meeting. <br />Council members asked if they understood the motion correctly, that Council would review the <br />agreement at the next meeting and not necessarily accept or deny it. <br />Councilman Gonzales agreed with the interpretation. <br />Councilwoman Spragins asked what. would be the advantage of entering into the joint powers <br />agreement. <br />Councilman Gonzales stated the City of Colton would be a voting member and this would enable <br />Colton to say in what direction the transit system should go. <br />City Manager Huffaker reported that this is the first time the cities have formed a transit <br />authority, the City of Colton does contribute the highest amount, by joining the city would <br />have a direct vote on all policy items. <br />Mayor Huntoon suggested that because the City would also be responsible for any liability <br />arising should it join the transit authority, he would like to have City Attorney Hutton <br />research the agreement more than what we have done so far. <br />Councilman Hayes seconded Councilman Gonzales' motion and motion carried unanimously. <br />16 -ft <br />More <br />S E ► 1974 <br />
