90 <br />Mrs. Barbara K. Martin <br />City Manager Huffaker read a letter from Mrs. Barbara K. Martin in which Mrs. Martin submitted <br />her resignation from the Parks and Recreation Commission. <br />Mrs. Martin stated her reason for resigning was that she no longer resides within the City <br />Limits of Colton. <br />On motion of Councilwoman Spragins, seconded by Councilman Hayes and unanimously passed, <br />Council accepted the resignation of Mrs. Barbara K. Martin from the Parks and Recreation <br />Commission. <br />Mayor Huntoon directed Staff to forward Council's appreciation to Mrs. Martin for her time <br />and service to the community. <br />As oc iac ion Mexican Traba j adores Unidos <br />City Manager Huffaker reported that every year the United Mexican Workers have submitted their <br />application for a parade permit during the 16th of September Mexican Independence Fiesta, <br />however, to date, they have not submitted their application. <br />Civ- Mar -.ger Huffaker said he would also like to indicate to the Council that the Patio <br />Supremo has completed the required repairs to the satisfaction of the Building Inspection <br />Director. Mr. Huffaker stated since the Council will not be meeting again until after the <br />16th of September Fiesta, he would suggest that Council authorize Staff to approve the parade <br />permit upon compliance with City requirements and submittal of the parade application. <br />On motion of Councilwoman Spragins, seconded by Councilman Gonzales and unanimously passed, <br />Council authorized Staff to grant a parade permit to the Asociacion Mexicana Trabajadores <br />Unidos upon compliance with City requirements and submittal of a parade permit application. <br />Reverend T. Arthur Smith <br />The Reverend T. Arthur Smith, of the Colton First Baptist Church, stated that his parish had <br />recently had new chimes installed and after receiving some neighborhood complaints about the <br />volume, he had voluntarily had the chimes toned down. Reverend Smith stated that after <br />hearing about the proposed parade on Sunday, September 15, he is wondering if the parade noise <br />volume will interfere with his regular Sunday Service. Reverend Smith asked if the parade <br />would enter Fleming Park. <br />Acting Chief of Police Elliott informed Reverend Smith that the parade route would be from <br />North 8th Street south on La Cadena Drive and that usually the Judges Stand or Review Stand <br />was located on Fleming Park on the LaCadena Drive side, however, the parade groups have never. <br />entered Fleming Park and no problems have been experienced in the past. <br />PLANNING COMMISSION REPORTS AND RECOMMENDATIONS <br />Planning Commission Resolution No. 762 <br />Planning Director Williams reported this is an application for a Conditional Use Permit by the <br />Inland Spanish Seventh Day Adventist Church to permit construction of a church building, class- <br />rooms, apartment for custodian and playground. Mr. Williams stated the property involved is <br />located at 710 West Citrus, on the southside of Citrus approximately 1,000 feet east of <br />Rancho Avenue and encompasses five acres. <br />Mr. Williams stated primary access will be from Citrus Avenue and that access on Long Beach <br />Drive will be for exiting purposes only due to the narrowness of the street. Planning Director <br />Williams reported the Planning Commission recommends approval subject to the five conditions <br />outlined in Planning Commission Resolution No. 762. <br />On motion of Councilman Gonzales, seconded by Councilman Hayes and unanimously passed, <br />Planning Commission Resolution No. 762 was approved. <br />Planning Commission Resolution No. 763. <br />Planning Director Williams reported this is a Planning Commission initiated :resolution involv- <br />ing adoption of a specific street plan for realignment of Barton Road for that portion of the <br />City Limits of Colton, from Grand Terrace to Washington Street. <br />Mr. Williams stated the action necessary tonight is to set this for public hearing and that <br />September 17 is the date' s ugges ted for the public hearing. <br />On motion of Councilwoman Spragins, seconded by Councilman Hayes and unanimously passed, <br />Planning Commission Resolution No. 763 was set for public hearing on September 17, 1974. <br />CITY MANAGER REPORTS AND RECOMMENDATIONS <br />Authorization for certain positions to examine Sales and Use Tax Records <br />City Manager Huffaker called Council's attention to Resolution No. 3277 and said this <br />resolution was adopted on November 13, 1972 and authorized the Acting City Manager by Name to <br />inspect the records regarding sales and use taxes at the State Board of Equalization in <br />Sacramento. <br />SEP 0 1974 <br />
