91 <br />City Manager Huffaker reported Resolution No. 3459 before the Council tonight would rescind <br />Resolution No. 3277 and names the following by title only: City Manager, Director of Finance, <br />and any other designated employee. Mr. Huffaker stated this authorization is needed to <br />allow audits to be performed which ascertain that Colton is receiving the total amount of <br />sales tax to which we are entitled. <br />On motion of Councilwoman Spragins, seconded by Councilman Gonzales and unanimously passed, <br />Resolution No. 3459 was approved. <br />RESOL'U'TION NO. 3459 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON AUTHORIZING <br />EXAMINATION OF SALES AND USE TAX RECORDS. <br />Request for Appropriation Transfer within Police Department <br />City Manager Huffaker reported that an appropriation for an officer paging system in the <br />Police Department Budget had been inadvertently budgeted as a capital outlay instead of a <br />maintenance and operation item in the 1974-75 budget. <br />Mr. Huffaker stated that during budget sessions. a policy was established whereby transfers in- <br />volving capital outlay would be processed via a resolution. Mr. Huffaker requested Council's <br />approval of Resolution No. 3460 to execute the above transfer. <br />On motion of Councilman Hayes, seconded by Councilwoman Spragins and unanimously passed, <br />Resolution No. 3460 was approved. <br />RESOLUTION NO. 3460 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON AMENDING THE <br />1974-75 FISCAL YEAR BUDGET. <br />Renewal of Agreement between City and Colton Joint Unified School District for Police Service <br />City Manager Huffaker reported that annually the City renews the agreement with the Colton <br />Joint Unified School District to provide police protection for special events. Mr. Huffaker <br />stated that the purpose of renewal is to reflect any salary changes occurring at budget time <br />and that he is recommending that this annual procedure of going to the Council and the School <br />Board for amendments to the agreement be eliminated. <br />Mr. Huffaker reported that an addendum has been prepared and should the Council adopt it, we <br />would provide the School District with any salary changes in July of each year and this would <br />be done in letter form. Mr. Huffaker stated this proposal has been discussed with the school <br />district and they are agreeable to the simplified format. <br />On motion of Councilwoman Spragins, seconded by Councilman Hayes and unanimously passed, <br />Resolution No. 3461 was approved. <br />RESOLUTION NO. 3461 <br />- RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, CALIFORNIA, AUTHOR- <br />IZING THE MAYOR AND CITY CLERK TO SIGN THE ADDENDUM TO AGREEMENT WITH THE <br />COLTON JOINT UNIFIED SCHOOL DISTRICT. <br />Renewal of Vehicle Abatement Contract <br />City Manager Huffaker reported that Resolution No. 3462 is being proposed for the purposes of <br />renewing our Vehicle Abatement Contract with the California Highway Patrol under procedures <br />outlined in the California Vehicle Code. <br />Mr. Huffaker stated that Staff has discovered that we were low in estimating cost (1973 - $1073), <br />and have request an increase in the contract to $2,000 due to higher towing fees. <br />Mr. Huffaker recommended approval of Resolution No. 3462. <br />On motion of Councilman Hayes, seconded by Councilman Gonzales and unanimously passed, Resolu- <br />tion No. 3462 was approved. <br />RESOLUTION NO. <br />3462 - A RESOLUTION OF THE CITY OF COLTON CALLING FOR A CONTRACT WITH THE DEPART- <br />MENT OF CALIFORNIA HIGHWAY PATROL FOR PARTICIPATION IN THE ABANDONED <br />VEHICLE ABATEMENT PROGRAM (AVA) . <br />Executive Session <br />City Manager Huffaker requested a brief executive session prior to adjournment to discuss liti- <br />gation. <br />CITY ATTORNEY REPORTS AND RECOMMENDATIONS <br />Claim: Ronald M. Thompson, Jr. vs. the City of Colton <br />City Attorney Hutton recommended Council reject the claim before them and turned it over to <br />the City's. insurance carrier. <br />On motion of Councilwoman Spragins, seconded by Councilman Hayes and unanimously passed, the <br />claim of Ronald M.
