91 City Manager Huffaker reported Resolution No. 3459 before the Council tonight would rescind Resolution No. 3277 and names the following by title only: City Manager, Director of Finance, and any other designated employee. Mr. Huffaker stated this authorization is needed to allow audits to be performed which ascertain that Colton is receiving the total amount of sales tax to which we are entitled. On motion of Councilwoman Spragins, seconded by Councilman Gonzales and unanimously passed, Resolution No. 3459 was approved. RESOL'U'TION NO. 3459 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON AUTHORIZING EXAMINATION OF SALES AND USE TAX RECORDS. Request for Appropriation Transfer within Police Department City Manager Huffaker reported that an appropriation for an officer paging system in the Police Department Budget had been inadvertently budgeted as a capital outlay instead of a maintenance and operation item in the 1974-75 budget. Mr. Huffaker stated that during budget sessions. a policy was established whereby transfers in- volving capital outlay would be processed via a resolution. Mr. Huffaker requested Council's approval of Resolution No. 3460 to execute the above transfer. On motion of Councilman Hayes, seconded by Councilwoman Spragins and unanimously passed, Resolution No. 3460 was approved. RESOLUTION NO. 3460 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON AMENDING THE 1974-75 FISCAL YEAR BUDGET. Renewal of Agreement between City and Colton Joint Unified School District for Police Service City Manager Huffaker reported that annually the City renews the agreement with the Colton Joint Unified School District to provide police protection for special events. Mr. Huffaker stated that the purpose of renewal is to reflect any salary changes occurring at budget time and that he is recommending that this annual procedure of going to the Council and the School Board for amendments to the agreement be eliminated. Mr. Huffaker reported that an addendum has been prepared and should the Council adopt it, we would provide the School District with any salary changes in July of each year and this would be done in letter form. Mr. Huffaker stated this proposal has been discussed with the school district and they are agreeable to the simplified format. On motion of Councilwoman Spragins, seconded by Councilman Hayes and unanimously passed, Resolution No. 3461 was approved. RESOLUTION NO. 3461 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, CALIFORNIA, AUTHOR- IZING THE MAYOR AND CITY CLERK TO SIGN THE ADDENDUM TO AGREEMENT WITH THE COLTON JOINT UNIFIED SCHOOL DISTRICT. Renewal of Vehicle Abatement Contract City Manager Huffaker reported that Resolution No. 3462 is being proposed for the purposes of renewing our Vehicle Abatement Contract with the California Highway Patrol under procedures outlined in the California Vehicle Code. Mr. Huffaker stated that Staff has discovered that we were low in estimating cost (1973 - $1073), and have request an increase in the contract to $2,000 due to higher towing fees. Mr. Huffaker recommended approval of Resolution No. 3462. On motion of Councilman Hayes, seconded by Councilman Gonzales and unanimously passed, Resolu- tion No. 3462 was approved. RESOLUTION NO. 3462 - A RESOLUTION OF THE CITY OF COLTON CALLING FOR A CONTRACT WITH THE DEPART- MENT OF CALIFORNIA HIGHWAY PATROL FOR PARTICIPATION IN THE ABANDONED VEHICLE ABATEMENT PROGRAM (AVA) . Executive Session City Manager Huffaker requested a brief executive session prior to adjournment to discuss liti- gation. CITY ATTORNEY REPORTS AND RECOMMENDATIONS Claim: Ronald M. Thompson, Jr. vs. the City of Colton City Attorney Hutton recommended Council reject the claim before them and turned it over to the City's. insurance carrier. On motion of Councilwoman Spragins, seconded by Councilman Hayes and unanimously passed, the claim of Ronald M. Thompson was rejected and referred to Strachota Insurance Company.
