<br />Mr. Haworth stated the items to be discussed at the public hearing this evening include:
<br />1. Housing Assistance Plan
<br />2. Community Development Plan and Program
<br />3. Designation of responsible official to execute filing of application.
<br />4. Direct Staff to file application with SCAG .
<br />5. Authorize City Attorney to execute assurance of compliance with various federal laws.
<br />Mr. Haworth discussed the programs and objectives of the Housing Assistance Plan, as previously outlined and
<br />discussed, with regard to the development of housing under Section 202 and Section 8 of the Title I funds.
<br />Mayor Huntoon asked if anyone present wished to speak on the Housing Assistance Plan.
<br />Mayor Huntoon terminated the Public Hearing.
<br />On motion of Councilman Rehrer, seconded by Councilman Hayes and unanimously passed, Council approved the
<br />Housing Assistance Plan for the City of Colton.
<br />Mayor Huntoon declared the Public Hearing open.
<br />Mr. Haworth stated the Community Development Plan and Program includes a three year plan, one year program
<br />and first year budget.
<br />Mr. Haworth discussed the possible projects for consideration under the Community Development Program, which
<br />will consist of a Community Center, Housing Element Program, which will be done in-house by Staff, North Colton
<br />Area Neighborhood Park, Community Pool Facilities, and Planning, Programming, and Management of the Community
<br />Development Plan and Program.
<br />Mr. Haworth said in filing the application with HUD, the City should consider the overall summary of Community
<br />Needs, the Long Term Objectives, and the Short Term Objectives .
<br />Mayor Huntoon asked if anyone in the audience desired to speak on the Community Development Plan and Program.
<br />Comments were made by Mr. Richard Jacobsen, 812 Valencia Drive, Colton; Miss Rosemary Colunga, 545 West O
<br />Street, Colton; Mr. Charles Jordan, 671 Carole Court, Colton; and Mr. Martin Vega, 247 Stephen Avenue, Colton.
<br />Mayor Huntoon terminated the Public Hearing.
<br />On motion of Councilman Gonzales, seconded by Councilman Hayes and unanimously passed, Council approved the
<br />Community Development Plan and Program for the City of Colton, including the three year plan, one year program,
<br />and first year budget.
<br />Mayor Huntoon declared the Public Hearing open.
<br />Mr. Haworth advised the next three items did not necessitate discussion and could be handled by Minute Action
<br />from the City Council.
<br />On motion of Councilman Gonzales, seconded by Councilman Rehrer and unanimously passed, Council designated
<br />the Mayor as the responsible official to execute the filing of the application.
<br />On motion of Councilman Gonzales, seconded by Councilman Hayes and unanimously passed, Council directed
<br />the City Staff to file the application with the Southern California Association of Governments (SCAG) for "A-95"
<br />Review.
<br />On motion of Councilman Gonzales, seconded by Councilman Rehrer and unanimously passed, Council authorized
<br />the City Attorney to execute assurance of compliance with various federal laws, including Civil Rights Act,
<br />Citizen Participation, Uniform Relocation Act, and Acceptance of Environmental Review Responsibilities.
<br />Mr. Haworth advised that after the application has been submitted to HUD, they should respond in the early part
<br />of March, and between March 15 and April 15, 1975, the City will have the time to "polish up" the application
<br />for final submittal to HUD.
<br />Mr. Haworth further advised that HUD will have 75 days to review the City's projects eligibility, and if they
<br />do not reply within the 75 day period, the City's application is automatically approved.
<br />Mr. Haworth concluded that the monies should then be avaiiable-some'time in June or July of this year.
<br />Mayor Huntoon commended Mr. Haworth for his excellent presentation, and thanked everyone in the audience for
<br />attending the public hearing and for their participation and comments.
<br />ADTOURNMENT:
<br />There being no further business to come before the City Council at this time, on motion of Councilman Rehrer,
<br />seconded by Councilwoman Spragins and unanimously passed, Mayor Huntoon adjourned the meeting at 8:15 p.m.
