Williams continued in order to meet legal time schedules for publication of a public hearing before Joint Session <br />with the City Council and Redevelopment Agency it is necessary to publish the notice once a week for four weeks <br />beginning this Thursday. Mr. Williams informed the Council that July 21 has been proposed as the hearing date at <br />which time first reading of an adopting ordinance will be considered, second reading of the ordinance would be <br />scheduled for July 28. <br />Councilman Rehrer asked for clarification of the 1913-15 Act and the commitments of funds the City would be <br />making. <br />Mr. Williams reported that with the proposed 1915 Act the Agency will not become involved in acquisition of land <br />to sell, therefore the City will not be obligated to make interest payments on any bonds. <br />Further discussion followed on method of financing improvements, the improvements being street improvements to <br />Washington, Cooley Lane and Mt. Vernon, as well as, undergrounding of utilities. <br />On Council consensus, authorization to proceed with legal advertisement of Redevelopment Agency Cooley Ranch Area <br />as Project 4 was approved. <br />PARKS: <br />Fleming <br />City Manager Huffaker reported that Council had, at their last regular meeting referred two requests for use of <br />Fleming Park to Staff for proper review by the Council of Churches. Mr. Huffaker informed the Council that <br />Reverend B. Johnson on behalf of the Council of Churches had replied to the two requests, one from the Royal <br />Rangers and one from the Seventh Day Adventist Church, indicating no conflict with their organization. Mr. <br />Huffaker reported that neither request would require use of Park Personnel. <br />Mayor Huntoon stated a motion on the requests would be in order. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to approve the requests for use of Fleming Park. Vote <br />was unanimous. <br />BUDGET REVIEW: <br />Mayor Huntoon stated he would like Council's input on the days and length of time for tonights and the rest of <br />the budget meetings. <br />On Council consensus it was decided that starting today, budget sessions would be held on consecutive evenings <br />beginning at 7:00 p.m. each evening and ending at 9:30 p.m. until completion of review and adoption of the budget. <br />BUDGET MESSAGE: <br />City Manager Huffaker highlighted various areas of his 1975-76 budget message dated June 12 on Pages i and ii of <br />the Preliminary Budget. <br />City Manager Huffaker reported that it was his intent to follow the Table of Contents for budget review and that <br />hopefully, this first nights review would carry through Page 62, Civil Defense. <br />Councilwoman Spragins questioned the second to the last paragraph on Page i regarding the additional position <br />recommended in Engineering and the positions recommended for deletion. <br />City Manager Huffaker stated that these would be discussed in detail as those particular budgets are reviewed. <br />Councilman Gonzales asked that a comparative report be prepared for the Council to coincide with budget review <br />for Community Services in regards to costs involved for engineering on a Consultant basis versus an in-house <br />Engineer. <br />City Manager Huffaker replied a report would be submitted. <br />Councilman Rehrer questioned the last paragraph on Page i stating that he felt a different reporting approach <br />should be followed with regard to fuel cost adjustment in the purchase of electrical power from Edison Company <br />for resale to our citizens. <br />Councilman Rehrer said he would like clarification on the taxing on each fuel barrel we buy from Edison. <br />Mr. McGuire, Finance Director, stated that he would seek a different method to report the fuel revenues and expenses <br />for clarification purposes. <br />City Manager Huffaker commented that Councilwoman Spragins had asked about repair of La Cadena. Drive and that he <br />would like the rest of the Council to know that repair of La Cadena would begin within the next couple of weeks. <br />Councilwoman Spragins inquired about the purchase of a new refuse vehicle, stating that she remembered the City <br />had just purchased some last year. <br />City Manager Huffaker replied that 3 refuse trucks were purchased last year, however, this vehicle had a roll -off <br />body to be used for commercial accounts. <br />ANALYSIS OF ESTIMATED FUND BALANCES! <br />Finance Director McGuire began his report on Page 1 giving a comparison of 1974-75 vs. 1975-76 Available Fund <br />Balances, Estimated Revenues, Estimated Expenses and Estimated Transfers Out. <br />Council members asked questions regarding the Library, Sewer, Electric and Water Utility Accounts. <br />Finance Director McGuire replied that depreciation of sewer lines, sewer plant, etc. are now being reported in <br />these areas. <br />Councilman Hayes inquired about Acount 898 on Page 4 - (Charges to Enterprise Funds). <br />Mr. McGuire replied this was payment in lieu of property tax for accounts such as refuse, electric and sewer. <br />Councilman Gonzales asked for a breakdown of investments and expenditures of interest revenue for this year and <br />the prior year. <br />Councilman Hayes asked for clarification of Account 720, Recreation Program Fees on Page 6. <br />Mr. McGuire and City Manager Huffaker both replied that these fees have always existed, however, accounting for <br />them in this manner makes for a better business transaction.
