173 <br />the men's recreation leagues the teams pay entry fees which are subsequently used to buy trophies that are awarded at <br />the conclusion of their leagues. <br />Council discussed Account 10-501 Special Gas Tax Fund - Use of Money and Property Interest on Investments, Account 822 - <br />Damage to City Property on Page 6; and Page 7, Accounts appearing under Charges for Current Services, i.e., Connection <br />Fees, Sale of Power. <br />RECAP OF ACTIVITY BUDGET: <br />City Manager Huffaker reported Pages 12 through 17 reflect the recap of appropriation recommendations within individual <br />Activity budgets. <br />RFV TFW OF ACTTV TTY RiTMETS <br />City Council <br />City Manager Huffaker reported the only significant change from last year's budget is an increase in the Travel & Meet- <br />ing Expense account to allow more activity in Regional, State, and Inter -Governmental meetings. <br />City Manager Huffaker reported Account 28 Travel and Meetings on Page 19 should be reduced by $2,000 as this amount is <br />duplicated in the Community Promotion Budget Account. <br />rOMMTTNT TY PR nMO T T nN - <br />City Manager Huffaker reported funds are provided in this budget for promotion of the City with other branches of <br />government, commercial and industrial interests, and the general public. <br />The Travel & Meeting Expense account is increased to allow for improved relations with other government entities, pri- <br />marily the Federal Government, to obtain funding for City projects and programs. <br />The Miscellaneous Expense account includes $6,000 for community promotional activity, such as the Annual Homecoming <br />Picnic, Mexican Independence Day, the Band Revue, Christmas Parade, Memorial Day, Christmas in the Park, and the San <br />Salvador Church Fiesta. <br />There is also included $10,000 to assist in the funding of the Chamber of Commerce, $10,000 which has been requested <br />by the Bi -Centennial Committee, and $9,000 for the publication of a City-wide newsletter on a quarterly basis. <br />Mr. Huffaker stated that at the last Council Meeting he had requested deletion of the $9,000 shown for a City wide <br />newsletter, so the over all total should now read $35,600. <br />Councilman Rehrer stated he has said the budget needs to be cut and he requests that the $10,000 requested by the <br />Bicentennial Committee be cut to $5,000. <br />City Manager Huffaker replied that would bring the over all balance down to $30,600. <br />City Manager Huffaker reported the Chamber of Commerce had requested $20,000, however, he has recommended that only <br />$10,000 of the request be funded. Mr. Huffaker said Chamber representatives are present tonight. <br />Chamber of Commerce representatives Mr. Bill McGuern, Immediate Past President, Mr. John Creatura, Chamber President <br />and Mr. Dale Isenberg, Chamber Manager, each explained the $20,000 requested. <br />Mr. McGuern reviewed last year's work program, activities and success in bringing in two new businesses. <br />Mr. Creatura compared the percentage of revenue generated through business licenses and real estate taxes paid by <br />business versus the percentage of funds requested by the Chamber. <br />Mr. Isenberg briefly explained some of the Chamber functions and gave examples of the type of information requests <br />received in their office. <br />After Council discussion, it was the Councils consensus to review this request of the Chamber of Commerce at a later <br />time prior to final adoption of the budget. <br />CITY CLERK: <br />City Manager Huffaker reported an additional position of Secretary I was requested in this budget, however, it has <br />been deleted because of fiscal restraints. <br />Funds are provided in this budget for supplemental up -dating of the.new City Code; $3,000 for contract microfilming to <br />aid in our Records Rentention program, and the cost of the General Municipal Election to be held in March 1976. <br />Also, approximately $2,000 is included for rental of a Word Processing typewriter. <br />Capital Outlay requests include funds for microfilming equipment which is needed in our Records Retention program. <br />Mayor Huntoon asked for Clarification of a Word Processing Typewriter. <br />City Clerk Ramos replied that the machine for all practical purposes is a standard typewriter with a memory built into <br />it. Mrs. Ramos stated that her office is in dire need of a new typewriter, and it is felt that much more efficiency <br />could be derived out of this machine. <br />Mrs. Ramos explained that much of her typing work is of a repetitive nature, requiring two and sometimes more typings <br />of identical material and that the memory typewriter has the capacity of storing information typed the first time <br />for the purpose of automatically "playing back" or retyping the material as many times as necessary, on different <br />forms or sizes of paper, at a rate of 150 words per minute mistake proof. <br />Councilwoman Spragins stated that she has often wondered why the City Clerk found it necessary to have her Secretary <br />present at Council Meetings. <br />Mrs. Ramos replied the Secretary's presence at Council Meetings allows for smoother and more efficient performance <br />of all duties involved. Mrs. Ramos said that although a backup tape recording is made of the meetings, if the <br />Secretary were not present, she as City Clerk would have to take the time the following day to physically transcribe <br />the minutes herself, keeping her from overseeing the distribution of work resulting from the Council Meeting, record- <br />ing of legal documents, replies to correspondence on actions of the Council, completion of resolutions/ordinances, <br />etc., or she would have to take time to dictate the minutes, or the Secretary would have to listen to approximately <br />2 1/2 hours of tape in order to transcribe the minutes. <br />Mrs. Ramos further stated presently the Secretary takes shorthand notes from which she transcribes minutes for my <br />review, should there be a disagreement area, the tape is played to reach a decision. Mrs. Ramos said the tape <br />records are transcribed on a verbatim basis on special requests such as that of the City Attorney, City Manager, etc. <br />
