Mrs. Ramos said that in her opinion her situation is no different than that of the Planning Director or the Communi- <br />ty Services Director, as they too are allowed to have a Secretary present at the Commission Meetings. <br />There was no further questions of the City Clerk. <br />CITY MANAGER: <br />Mr. Huffaker pointed out the only significant change in this budget is a request of $1,350 for furnishings in the <br />office area. <br />Councilwoman Spragins stated in her opinion the position of Assistant to the City Manager could be eliminated at a <br />substantial savings to the public. <br />Discussion followed with Council requesting that the City Manager report back to the Council outlining the need for <br />the position of Assistant to the City Manager. <br />PERSONNEL: <br />City Manager Huffaker stated notable items proposed in this budget include $1,600 to allow for quarterly meetings <br />with all management employees; $5,500 for a Management Development Program, and $6,600 for an Employee Relations <br />Program. <br />On Council consensus $13,700 was deleted from Account 35 Professional Services, rejecting quarterly management <br />meetings, Management Development Program and Employees Relations Program. <br />INSURANCE: <br />Mr. Huffaker said funds are included in this budget for the City's automobile, fire, and theft liability and general <br />insurance. <br />Employee group insurance and compensation insurance has been taken out of this budget and distributed to the various <br />appropriate activities throughout all other budgets. <br />Mr. Huffaker said the City has been informed that based on a higher assets valuation the fire insurance due in <br />Account 44 should reflect $5,000 instead of $3,600, bringing the total balance to $5,930.00. <br />ADJOURNMENT: <br />The time having reached the hour of 9:30 p.m., on motion of Councilman Rehrer, seconded by Councilman Hayes, Mayor <br />Huntoon adjourned the meeting at 9:40 p.m. <br />HELEN A. RAMOS <br />City Clerk <br />Approved this day of 1975. <br />Mayor <br />ADJOURNED REGULAR MEETING <br />June 25, 1975 <br />In accordance with notice duly and legally given, an Adjourned Regular Meeting of the City Council of the City of <br />Colton was held on the above given date at 7:00 p.m., in the Council Conference Room in City Hall, Mayor Huntoon <br />presiding. <br />ROLL CALL: <br />Council members present were Hayes, Spragins, Rehrer, Gonzales and Mayor Huntoon. Also present were City Manager <br />Huffaker, Finance Director McGuire, Finance Staff Dave Roupe and Jerry Young, Assistant to the City Manager Johnsen, <br />Planning Director Williams, Chief of Police Elliott, Fire Chief Temby, Building and Safety Director Twiss, and City <br />Clerk Ramos. <br />BICENTENNIAL COMMITTEE: <br />Councilman Rehrer passed a sample of the Bicentennial logo decals affixed on the City Stationary and asked for <br />Council's recommendation on the placement of the decals on the stationary. <br />Council consensus was to have the Bicentennial logo decals appear one on the upper left hand corner and the other <br />on the lower left hand corner. <br />FINANCE ADMINISTRATION: <br />Finance Director McGuire distributed a cash flow report on Investments to the members of the Council. <br />Mr. McGuire explained the Investment Program which was started during the past fiscal year. Mr. McGuire said the <br />program seeks to use types of investments that allow the City greater flexibility with cash available to be invested. <br />Mayor Huntoon said it was his understanding that the short term investments we are now doing are to squeeze more <br />interest out of our investment money. <br />Finance Director McGuire briefly compared Certificates of Deposits versus Re -purchase Agreements, giving the basic <br />pros and cons of each type of investment. <br />Council reviewed Page 12, Finance Comparative Schedule of Appropriation Recommendations, regarding Division appropria- <br />tions. <br />City Manager Huffaker reported some of the significant budgeting areas are in the Data Processing System, monies <br />allocated the Civic Center Account for painting the interior of City Hall, resumption of contractual janitorial <br />service, full funding of four positions that were filled only a portion of this past fiscal year. <br />Councilwoman Spragins stated she found the breakdown of individual division budgets within the Finance Department <br />difficult to follow. Mrs..Spragins said it made it more difficult to figure out a persons salary when a little is <br />charged to each division. <br />Council asked how many total positions are allocated to the Finance Department. <br />JUN 2 � 1975 <br />
