ISO <br />BUILDING AND SAFETY: <br />City Manager Huffaker read the introduction stating that departmental funds are provided in this budget, including <br />monies for maintenance of all City buildings. <br />Mr. Huffaker called Councils attention to a $5,000 Appropriation for demolition of unsafe housing, this was initiated <br />by the Council during the last fiscal year. <br />The City Manager said $23,000 is allowed for work which will be done by this department for other departments and <br />charged to the requesting department. <br />Mr. Twiss explained that the $5,000 for demolition is eventually recouped through formal agreements or via the tax <br />bill. <br />Mr. Twiss responded to questions from the Council regarding the work they do for other departments, by saying, the <br />work is done by the two-man maintenance crew and that they have done much of the remodeling going on in various <br />City facilities. <br />Councilman Rehrer questioned the Capital Outlay tilting arbor table saw. <br />Mr. Twiss said currently his department does not have one and the maintenance crew is using his personal saw. <br />Councilman Rehrer asked about the Depreciation account 22 on Page 67. <br />City Manager Huffaker responded this is for 3 vehicles - 2 cars and 1 truck. <br />r'nMM 7NTTV SFRVTr VR - AnMTNTSTRATTON -_ <br />City Manager Huffaker reported this budget provides funds for the administrative cost of the Community Services <br />Department. Mr. Huffaker said included in the operating section is $1,800 to reimburse the Community Service <br />Director for the use of his private vehicle on City business. Mr. Huffaker reported Earl (Mr. Earl Young) has <br />indicated that he would prefer a car allowance rather than having another vehicle purchased. <br />Councilman Gonzales asked about the fate of Earl's present car. <br />Mr. Huffaker said the Parks and Cemetery Superintendent has been given the car. <br />Councilman Gonzalessaid he didn't want to be misunderstood, that he would utilize a double standard, but in his <br />opinion there is adequate transportation available. <br />Mayor Huntoon asked how many vehicles do we have out in the Parking lot? <br />Staff repponded that it was difficult to say as cars are used on a "as needed" basis f6r instance, the construction <br />inspector has a car, the Collection Supervisor, and the Purchasing Department. <br />Councilwoman Spragins asked who uses the Green Truck? <br />Mr. Huffaker replied that the Janitorial CETA men are using it. <br />Mr. Young said he has used his own vehicle for out of town driving since the first of January. <br />Councilwoman Spragins asked Mr. Young if he had two girls in his office. <br />Mr. Young replied, that one - the Intermediate Typist Clerk handles most of the telephone calls and payroll sheets and <br />the other - the Secretary II is the department's secretary. <br />Councilman Hayes asked how much in -town driving Mr. Young does per day. <br />Mr. Young and City Manager Huffaker replied that Community Services is the largest department requiring coverage <br />of a very wide area, also, there are many meeting functions which Mr. Young is asked to attend. <br />Mayor Huntoon's opinion was that this department head shouldn't be without proper transportation. <br />On consensus of the Council the $1,800 car allowance was left in the budget. <br />Councilman Rehrer inquired about the $10,000 increase in wages on Page 69. <br />City Manager Huffaker replied this department is being reported similar to the Finance Department in that it has been <br />split up. <br />Mr. Young reported that the Administrative Assistant position and the typist clerk position were only budgeted a <br />portion of the year. <br />Councilwoman Spragins asked Mr. Young why he needed two girls. <br />Mr. Young said there had been 4 girls before; one in Planning and Recreation, one in Building and Safety and his <br />two, now were down to 3. Mr. Young explained due to the reorganization the employees the girls handle are now 74; <br />the Secretary handles minutes of the Cemetery Commission, takes dictation and does the typing for the four super- <br />intendents; the clerk typist primarily works with the field crews keeping track of their time sheets, she is the <br />one that primarily answers the phone, makes out the permits and types various reports. <br />Councilman Gonzales asked what is the primary function of the Administrative Assistant. <br />Mr. Young introduced Mr. Bob Hadfield as the Administrative Assistant and reported that Mr. Hadfield has been <br />specifically working in monitoring sources of chloried exceeding the limitations, contacting the business <br />community, he has to date located in excess of one thousand pounds of salt per week being dumped into the sewer <br />system. <br />Councilman Gonzales asked who was handling this before the Administrative Assistant? <br />Mr. Young said that through Federal Policy the City must comply within the limits established, and though it was <br />handled by prior staff it was not done adequately. <br />Mr. Young said Mr. Hadfield has been contacting the business people asking them to cooperate. <br />Mr. Young reported Mr. O'Hair does do some of the monitoring and in the past, it has been on a hit and miss effort. <br />Mr. Young said Mr. O'Hair has a very sophisticated plantto run, in addition to two sewer substations, that the <br />maintenance and operation of the physical plant and the actual physical monitoring system keeps him and his people <br />very busy. <br />JUN 2 V i975 <br />
