18-1 <br />Mr. Huntoon said much of the problem stems from the fact that the large water softeners do not dump salt into the <br />sewer system on a continuous basis. Mayor Huntoon said it is possible that sampling has occurred during the 18 hours <br />in between discharging. <br />Mr. Young said Mr. Hadfield is visiting the various businesses in town and making a listing of what chemicals are <br />being used and the amounts. <br />Councilman Gonzales asked Mr. Young if, as Community Services Director, he couldn't handle the work assigned to Mr. <br />Hadfield. <br />Mr. Young replied time permitting, however, he didn't think that he could spend the amount of time that is required <br />and this is something that has to be done. Mr. Young said this was something new to most everyone because of the <br />Federal restrictions on discharges and the high possibility of fines for violations. <br />Mr. Young said that it takes one-half million gallons of domestic water to dilute the 100 lb. of salt dumped into the <br />sewer. <br />Councilman Gonzales felt the position was a duplication and that the Administrative Assistant work could be accom- <br />plished by the Director. <br />Councilman Hayes said he was for keeping the position. <br />Councilwoman Spragins asked Mr. Young what his duties were as all the bases seem covered. <br />Mr. Young replied that as Director he coordinated the activities of the divisions charged to him. <br />Further discussion followed on Sodiums, Chlorides and Borons, the possibility of getting hit with fines for violations, <br />the cease and desist order that might be issued by the Water Quality Control Board. <br />Councilwoman Spragins said if an industry is found that is in violation and they fail to cooperate, what action can <br />be taken. <br />Mr. Young explained the procedure that would be followed; visiting the violators, suggestions of alternative methods, <br />time for compliance and he further said if they didn't comply within the time allowed them; the matter would be turned <br />over to our City Attorney and it would be a court issue. <br />Councilman Gonzales continued to say he had always been leary of the reorganization. <br />Mr. Young further explained other areas of Mr. Hadfield's responsibility and cited working with Mr. Caldera of the <br />Refuse Division. <br />Mr. Young said, in his work here, he again worked with the community on problem areas in this division; he handled the <br />Park Bond Act and made contact with Sacramento; processes the contracts for all public work projects, worked on the <br />Accident Location Surveilance Program with State Office of Traffic Safety - through his timely effort, all were funded <br />in the amount of 10070, he coordinates and follows up on Citizens complaints; he has come up with a reporting procedure <br />form and does a large amount of report writing. <br />City Manager Huffaker said it has become a monumental task to keep abreast of all the reams of paper in reports that <br />are requested of us from all governmental regions. <br />Councilman Gonzales said he is wondering if Mr. Johnsen in the City Manager's Office could handle the areas of legis- <br />lation and grants to avoid a duplication. <br />Councilman Gonzales asked how Mr. Hadfield came to be over the Refuse Superintendent, (Mr. Caldera) when it was his <br />understanding that Mr. Caldera was doing a good job. <br />Mr. Young explained Mr. Hadfield is not over any of the Superintendents, however, our Superintendents are field crew <br />and task oriented and when they get into other areas of public contact that is the last thing that is taken care of. <br />Councilman Gonzales asked if Mr. Young was saying that Mr. Caldera was limited in his capabilities. <br />Mr. Young replied no, however, in his opinion any system can stand some improvement and any time we become satisfied <br />then he would say we have lost contact. <br />Mr. Gonzales said he would agree with improving the system and this year we are faced with a budget that needs <br />improving and it is his feeling he is looking in the right areas. <br />Both Councilman Gonzales and Mrs. Spragins felt the position was a duplication and could be done as before reorganiza- <br />tion., <br />City Manager Huffaker said that Council should note that prior to reorganization the department had 77 positions and <br />now they are down to 74, a net reduction of 2 as 1 position in Engineering is proposed. <br />Councilwoman Spragins stated she is of the opinion that there are 3 positions in City Hall that can go and she has to <br />admit that she voted for them. She has had second thoughts and feels the positions are very unnecessary. Mrs. <br />Spragins said in this instance, the Administrative Assistant is one of the three. <br />Councilwoman Spragins stated the salaries for these 3 positions are high and would more than pay the salaries of the <br />lower positions that have been deleted. Mrs. Spragins said the department heads need to go back to work and delete <br />the assistants. <br />Mayor Huntoon was of the opinion that people who feel that way really do not know what"�s going on. <br />Councilman Gonzales reiterrated he was for deletion of the Administrative Assistant, however, that review of the budget <br />should proceed with that position being asterisk for further review. Councilman Gonzales asked Councilman Rehrer for <br />his opinion. <br />Councilman Rehrer replied that he had been opposed to the table of organization presented during reorganization, he <br />felt the City was top heavy and he still feels that way and bodies should be placed out in the field where the work <br />is being done. <br />Community Services -Engineer <br />Councilman Hayes asked what the difference was between a Principal Engineering Aide and a Senior Engineering Aide. <br />Mr. Young said duties primarily, a Senior Engineering Aide is the Rodman or Chairman, the City works primarily with <br />a two-man survey crew - the Principal Aide is the party chief, the Principal is also used in the office. <br />JUN 2 6 1975 <br />
