<br />Agreement
<br />Sidewalk, E. L. Meadows
<br />Mr. Young reported from his memorandum dated April 10, 1975, regarding request from Mr. E. L. Meadows to enter
<br />into a sidewalk agreement with the City for his residence at 820 Edgehill Drive. Mr. Young advised in the past
<br />the City has not entered into a sidewalk agreement in residential areas, and Staff recommends Council continuing
<br />to follow the same policy.
<br />Discussion followed. Moved by Councilman Gonzales, seconded by Councilman Hayes, to approve request of
<br />E. L. Meadows for sidewalk agreement with the City. Vote was unanimous.
<br />Traffic, Regulations & Control
<br />Stop Signs
<br />Mr. Young referred to his memorandum dated April 10, 1975, regarding four-way stop sign request at the intersection
<br />of 9th and H Streets. Mr. Young said Staff recommends the stop signs be removed from the 9th Street side and
<br />placed on the H Street side, and that a resolution has been prepared for this procedure.
<br />Council discussion followed. Moved by Councilman Rehrer, seconded by Councilman Hayes, to approve Resolution
<br />No. 3513. Upon Roll Call, the vote was:

<br />Flashing Beacon

<br />Mr. Young reported from his memorandum dated April 9,
<br />Business Superintendent for the Colton School District,
<br />Fairview Avenue, near Alice Birney School.
<br />1975, regarding a request from Mr. Richard L. Jacobsen,
<br />for a flashing beacon to be placed. at Colton Avenue and
<br />Mr. Young advised the cost of engineering and traffic survey will be between $200 and $300, and if Council agrees,
<br />Staff will proceed with the surveys .
<br />Moved by Councilwoman Spragins , seconded by Councilman Hayes, to authorize Staff to proceed with engineering
<br />and traffic surveys for a flashing beacon as requested by the School District, with the option that if the City so
<br />desires, the City may request the School District to pay 50% of the study. Unanimous vote.

<br />Chain Link Fencing
<br />City Yards
<br />Mr. Young said Staff is requesting permission to advertise for bids for the installation of chain link fencing and
<br />appurtenances at the new City Yard site. Mr. Young advised that $ 7, 500 was budgeted in the 1974-75 fiscal year
<br />budget for this item.
<br />Moved by Councilman Rehrer, seconded by Councilman Gonzales, to authorize Staff to advertise for bids for chain
<br />link fencing at new City Yard site. Vote was unanimous.
<br />CITY MANAGER REPORTS AND RECOMMENDATIONS:

<br />Police Department
<br />City Manager Huffaker read his memorandum dated April 15, 1975, regarding a request for public hearing to amend
<br />the City's Classification Plan and Resolution No. 3441 by adding the classifications of Police Service Officer and
<br />Police Reserve Officer. Mr. Huffaker recommended the date of May 6, 1975 for the public hearing.
<br />Moved by Councilwoman Spragins , seconded by Councilman Hayes, to set for public hearing the amendment to
<br />Classification Plan for the City of Colton, May 6, 1975. Unanimous vote.
<br />Insurance
<br />Safety Mutual Casualty Corporation
<br />Mr. Huffaker reported from his memorandum dated April 15, 1975, regarding Workers Compensation Liability4elf-
<br />Insurance, and requested that the Mayor be authorized to sign an agreement with Safety Mutual Casualty Corpora-
<br />tion of St. Louis, Missouri, the only bid received, to provide Workers Compensation Specific Excess Reinsurance
<br />in the amount of $1,000,000 excess of $50,000 self-insured retention at an annual premium approximating $9,300.
<br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to authorize Mayor to sign agreement with Safety
<br />Mutual Casualty Corporation for Workers Compensation Liability Insurance. Vote was unanimous.
<br />Parkways
<br />Fountain
<br />Mr. Huffaker gave a status report on the fountain located in the parkway island divider at the end of North LaCadena
<br />Drive, and stated the fountain will be rejuvenated in the near future at an estimated cost of $300.
<br />Computer Systems
<br />Lease Agreement
<br />Mr. Huffaker referred to his memorandum dated April 11, 1975, regarding a lease agreement for the City's in-house
<br />computer system, which will be entered into with Time Brokers, Inc.
