ORDINANCE NO. <br />1479 - AN ORDINANCE OF THE CITY OF COLTON ADOPTING AND ESTABLISHING RULES AND REGULATIONS FOR ELECTRI- <br />(First Reading) CAL INSTALLATIONS WITHIN THE CITY OF COLTON: ADOPTING THE UNIFORM WIRING CODE, 1975 EDITION, <br />FOR THE PURPOSE OF REDUCING PERSONAL INJURY AND FIRE HAZARD FROM ELECTRICAL CAUSES: PROVIDING <br />FOR RELATED MATTERS: AND REPEALING ORDINANCE NO. 1417. <br />TAXES <br />Property, 1975-76 <br />Mr. Huffaker read his memorandum dated August 19, 1975, with regard to setting the property tax rates for 1975-76, <br />which will be $1.72 (basic) and $1.5735 (annexes), and requested approval of first reading of the usual ordinances <br />for this purpose, with second reading and adoption of the ordinances before the September 1, 1975 deadline. <br />Mr. Huffaker advised the tax rate for the City of Colton has been $1.82 since 1969-70, and he feels the Council <br />members and Staff should be congratulated on their efforts and success in reducing the property tax rates for 1975- <br />76 by ten cents. <br />Moved by Councilman Hayes, seconded by Councilwoman Spragins, to approve first reading of Ordinance No. 1480 and <br />waive further reading. Vote was unanimous. <br />ORDINANCE NO. 1480 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COLTON, PROVIDING FOR THE LEVY AND COLLECTION <br />(First Reading) OF TAXES FOR MUNICIPAL USES TO BE LEVIED AND COLLECTED BY THE COUNTY OF SAN BERNARDINO. <br />Moved by Councilwoman Spragins, seconded by Councilman Hayes, to approve first reading of Ordinance No. 1481..and <br />waive further reading. Vote was unanimous. <br />ORDINANCE NO. 1481 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COLTON FIXING THE AMOUNT NECESSARY TO BE <br />(First Reading) RAISED BY TAXATION TO CARRY ON THE VARIOUS DEPARTMENTS OF THE CITY OF COLTON YOR THE CURRENT <br />YEAR OF 1975-76. <br />Moved by Councilman Gonzales, seconded by Councilwoman Spragins, to approve first reading of Ordinance No. 1482 <br />and waive further reading. Vote was unanimous. <br />ORDINANCE NO. 1482 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COLTON, FIXING THE 1975-76 TAX RATE FOR THE <br />(First Reading) CITY OF COLTON. <br />AGREEMENTS <br />Umpires Services <br />Mr. Huffaker referred to h 9- etnorandum dated August 19, 1975, requesting the"City Council give authority to the <br />Recreation Director to enter into agreements with independent contractors serving as ballgame umpires, establish- <br />ing the rate of $7 per game to be paid for umpiring services. Mr. Huffaker said Staff is requesting minute action <br />from the Council on this matter. <br />City Attorney Hutton suggested that the Council pass a resolution indicating these provisions and approving the <br />agreement. <br />Moved by Councilman Gonzales, seconded by Councilman Hayes, to approve Resolution No. 3533. Unanimous vote. <br />RESOLUTION NO. 3533 - RESOLUTION OF THE CITY,.CQ.UNCIL,OF THE CITY OF COLTON AUTHORIZING EXECUTION OF CONTRACT. <br />PARADES <br />Mexican Fiestas <br />Police Chief Phil Elliott requested clarification from the City Council with regard to the parade to be held on <br />Sunday, September 14, 1975, for the Mexican Fiestas. Mr. Elliott said it was his understanding the Council had <br />agreed on a time of 1:00 p. m. or 1:30 p. m., at a previous Council meeting, instead of the requested 11:00 a. m., <br />to avoid conflicts with the churches holding services on Sunday morning. <br />Moved by Councilman Hayes, seconded by Councilwoman Spragins, directing Police Chief Elliott to set the time of <br />the Parade for the Mexican Fiestas between 1:00 - 1:30 p. m., on Sunday, September 14, 1975. Unanimous vote. <br />ORAL COMMUNICATIONS: <br />Mr. Allen E. McKersie, 2250 West Mill Street, Colton, addressed the Council relating a problem that recently oc- <br />curred as a result of spray painting the City's elevated tank, and the damage done to many of the trailers and <br />cars located at the Stardust Mobile Home Park. Mr. McKersie said the City should look into this matter and do <br />something to straighten out this problem. 0 <br />Mayor Huntoon suggested that Mr. McKersie get in touch with the Community Services Director Earl Young, whom he <br />understands is handling this matter. <br />Mr. Young reported that the City has contacted the contractor and the contractor's insurance company regarding <br />this problem, and the contractor's insurance adjuster has talked to the residents at the trailer park, to take <br />care of the individual claims. <br />Mr. Young said he would advise, however, that those residents of the trailer park not settle with the insurance <br />company until they are completely satisfied that everything has been handled properly and to their gratification. <br />Mr. Frank W. Smith, 270 West F Street, Colton, spoke to the Council on a similar matter stating that he would <br />suggest the City look into the possibility of adopting an ordinance requiring adequate and appropriate posting of <br />notices, in the form of signs, indicating that spray painting will be done in a particular area. <br />Mr. Smith concluded that in this way the people will at least be forewarned of possible damage to cars, property, <br />etc. <br />Mayor Huntoon asked if anyone had additional comments to make before the City Council retired to Executive Session. <br />Councilman Gonzales stated he would like to take this opportunity to make a public statement at this time. <br />Following is a copy of Councilman Gonzales' statement in full. <br />I would like to make my feelings known on certain allegations, misunderstandings, and volumes of misinformation <br />that have been allowed to go unchecked during this year's Budget and Salary Study Sessions. At no time were my <br />views ever made clear or presented to the Associations in the manner that they should have been. Although my <br />views may have been in a minority, I believe I should have had every right to have my thoughts presented in a <br />forthright and honest way. <br />The whole concept and intent of a Meet and Confer Team has been grossly abused. I do not feel that the members of <br />any Meet and Confer Team should offer their own observations and conclusions as it deals with the direction of the <br />AUG 19 1975 <br />
