the functions <br />of the YMCA he did not at that time, nor this time, wish to see the removal of <br />grassed areas at Municipal Park. <br />Father Keane said he now understands, the City Council is in the process of <br />again doing away with the grassed area at Municipal Park for the installation of tennis courts, and he is <br />totally and strongly opposed to such plans. <br />Father Keane stated he cannot in anyway agree with adding more asphalt and concrete to the City Parks, <br />the old tennis courts should be renovated instead of building additional ones. Father Keane said the <br />question is do <br />you sacrifice the trees, grass, and passive walking areas to put in additional <br />recreational facilities. <br />Mr. Dick Mosher, Recreation and Parks Commission Chairman, said he agrees with Father Keane and is <br />against the tennis courts as proposed, however, <br />this is his personal opinion and not that of the Commission. <br />Mayor Huntoon called upon Recreation Director, Max Lofy, to give the status of the Recreation and Parks <br />Commission on the subject of the tennis courts. <br />Mr. Lofy reported that even before the planning as a result of the Park Bond monies, the Recreation and <br />Parks Commission had approved and recommended to build the additional new tennis courts and to refurbish <br />the existing courts into lighted basketball courts. Mr. Lofy said at the Special Commission Meeting <br />held recently, these ideas were again reiterrated and approved. <br />Mr. Bill Ashley, Colton High School Tennis Coach, spoke strongly for the need of quality new tennis <br />courts, particularly, lighted courts for night playing. <br />Mr. Ashley stated that presently the City of Colton does not have any tennis courts that are properly <br />maintained. <br />Mr. Jim Rankin also supported the construction of new lighted tennis courts, <br />saying that people living in Colton wishing to play tennis should not have to <br />travel to a neighboring city to be able to play on proper courts. <br />Father Keane spoke from the audience saying, he is not opposed to the sport of tennis or of improving <br />the present tennis courts, however, he is opposed to removing any more grassed areas for the construction <br />of additional courts and suggested that now that the City Council has decided to locate the Community <br />Center in the area of the Colton Plunge; it should consider locating the new courts in that same general <br />area. Father Keane said the area over the existing <br />pool would accommodate the courts as he understands the pool will be located at the High School. <br />Council discussion followed. <br />Mayor Huntoon felt before any action is taken by the Council, the Recreation and Parks Commission should <br />have another opportunity to review this matter <br />due to the questions raised here tonight and due to the approval of sites <br />for the community projects. <br />Councilman Rehrer felt the Council should look into the possibility of locating <br />the new tennis courts in the vicinity of the existing pool area. <br />Councilwoman Spragins stated the Recreation and Parks Commission had already on two occasions rendered <br />their recommendation in regards to the location of the tennis courts. <br />Councilman Hayes concurred with Father Keane in that the City currently does <br />not have sufficient open space park areas. <br />City Manager Huffaker reported that under the Park Bond criteria, the money could not be used to refurbish <br />the present tennis courts as suggested, however, the City could remove the old courts in their entirety <br />and construct new ones <br />in their place. <br />Moved by Councilwoman Spragins, seconded by Councilman Rehrer, to remove the existing tennis courts in <br />their entirety and to construct the new tennis courts on the site cleared according to the planned <br />specifications. Motion carried. <br />Mayor Huntoon voting NO. <br />Fire <br />Paramedic Unit (Blood Pressure Clinic) <br />City Manager Huffaker reported a letter from Dr. Walt Comm, Loma Linda University School of Medicine, <br />had been received commending the initiation of a blood pressure screening program for the citizens in <br />the City of Colton. <br />Mr. Huffaker stated the Blood Pressure Clinic was very successful and the clinic is to be continued at <br />the Central Fire Station on Wednesday mornings <br />from 9:00 a.m. to 11:00 a.m. <br />Community Development Act <br />Community Action Group <br />Mayor Huntoon reported Council members had received a copy of the letter addressed to him and the Council <br />from the Community Action Group signed by <br />Camilla Herrera, Chairwoman. <br />City Manager stated the letter was not received in sufficient time to be placed on the Agenda and said it <br />would be in order for the Council to instruct staff to prepare a response for the Mayor's signature. <br />Council so instructed Staff. <br />PLANNING COMMISSION REPORTS AND RECOMMENDATIONS: <br />Conditional Use Permit <br />Mr. Leonard Brown, Geophysical Industries, Inc. <br />Planning Director Williams reported that Geophysical Industries, Inc, had been granted a Conditional Use <br />Permit in 1973 to establish the use of 108 unit <br />apartment complex, however, that permit has since expired and the complex was not developed. <br />Mr. <br />DEC 1° <br />
