Mr. Williams said Geophysical Industries, Inc. has again made application and the Planning Commission <br />approved the application subject to eight conditions. <br />Council questioned acceptance of the eight conditions by Geophysical Industries, Inc., and the joint use <br />driveway. <br />Mr. Williams reported the conditions have been accepted by the applicant and the joint use driveway was <br />recorded as part of the existing apartment complex. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to approve Planning Commission Resolution No. <br />792. Unanimous vote. <br />Redevelopment Agency <br />Purchase of Office Equipment <br />Planning Director Williams reported with the completion of abandonment of Redevelopment Agency Project <br />III, the Redevelopment Agency later this evening, will approve the sale of all office equipment owned <br />under Project III to the <br />City of Colton in the amount of $500.00. Mr. Williams said he recommends the City Council approve the <br />purchase of the office equipment in the amount of $500.00. <br />Moved by Councilman Rehrer, seconded by Councilwoman Spragins, to approve the purchase of all Redevelopment <br />Agency office equipment in the amount of $500.00. Unanimous vote. <br />COMMUNITY SERVICES DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Traffic <br />Accident Identification and Surveillance Study by VTN <br />Mr. Earl Young, Community Services Director, reminded the Council that the <br />City had submitted an application to the State of California Office of Traffic Safety for a grant for <br />Accident Identification and Surveillance and that later the Council had entered into an agreement with <br />VTN of San Bernardino <br />to conduct the study. Mr. Young introduced Mr. Richard Titera. <br />Mr. Richard S. Titera, Senior Associate of VTN, told the Council the report <br />has been prepared in accordance with the terms of the contract with the City <br />and that the report contains an inventory of traffic accidents in the City of Colton for the period of <br />January 1, 1972 through June 30, 1975, analyses of high accident locations, a system for monitoring <br />accidents and reccomendations <br />to improve safety at selected high accident locations. <br />Mr. Titera stated for the 32 year period covered by the study, a total of <br />2,350 accidents were recorded by the City of Colton Police Department and 751 of these were recorded by <br />the California Highway Patrol. Mr. Titera said <br />the study narrows down and identifies 15 locations as high -accident; these locations were analyzed in <br />detail and remedial measures suggested. <br />In closing Mr. Titera said he is not present tonight to seek Council action on the report but merely to <br />make his brief presentation of the completed report. <br />Vacation <br />Alley Between "F" and "G" Streets east of Pennsylvania <br />Mr. Young reported the Planning Commission at their regular meeting of November 25, 1975, recommended <br />the vacation of the alley between "F" and "G" <br />Streets east of Pennsylvania Avenue subject to the retention of easement rights for utility purposes. <br />Mr. Young said Resolution No. 3557 setting a hearing date of February 3, 1976 <br />is recommended for adoption. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to approve Resolution <br />No. 3557. Unanimous vote. <br />RESOLUTION NO. 3557 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON <br />CALIFORNIA, DECLARING ITS INTENTION TO ORDER THE <br />ABANDONMENT OF ALLEY EAST OF PENNSYLVANIA AVENUE <br />BETWEEN "G" STREET AND "F" STREET. <br />Bids <br />Open End Contracts - Portland Cement Concrete/Asphalt Concrete <br />Mr. Earl Young reported on five bids received for the concrete and recommended award to the low bidder <br />Conrock at $32,812. <br />Moved by Councilman Rehrer, seconded by Councilwoman Spragins, to award the Annual Open End Contract for <br />Portland Cement Concrete to Conrock in <br />the amount of $32,812. Unanimous vote. <br />Mr. Young reported on four bids received for the asphalt concrete and recommended award to the low <br />bidder Fontana Paving at $47,585. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to award the Annual Open End Contract for <br />Asphalt Concrete to Fontana Paving in the amount of $47,585. Unanimous vote. <br />Bids <br />Trailer Mounted Air Compressor & Vibratory Type Walk Behind Roller <br />and Air Tramp <br />Mr. Earl Young reported four bids were received in all, two for each piece <br />of equipment and recommended awarding the bids to the two low bidders. <br />Moved by Councilman Rehrer, seconded by Councilwoman Spragins, to award the <br />bid for the Trailer Mounted Air Compressor to Wolfe & Sons Sales Co., in the amount of $4,741.57 and to <br />award the bid for the Vibratory Type Walk Behind Roller and Air Tamp to W.K.
