234. <br />Traffic <br />Washington Street Speed Zone Survey <br />Community Services Director Young reported Staff had conducted a speed zone <br />survey in the vicinity of the Convalescent Hospital on Washington Street. <br />Mr. Young stated the East bound average speed is 45.3 mph, critical speed is 49 mph and the pace speed <br />is 40 to 50 mph. West bound the average speed is 46.5 mph, critical speed is 52 mph and the pace speed <br />is 40 to 50 mph. <br />Mr. Young said the study indicates the present speed limit signing of 50 mph in the area is correct and <br />there is no need to change. <br />Council discussion followed. <br />On Council consensus, Staff was instructed to conduct a Traffic Flow Count <br />in the area and report back to the City Council for further review. <br />RECREATION AND PARKS COMMISSION REPORTS AND RECOMMENDATIONS: <br />Mr. Max Lofy, Recreation Director, reported the Commission had not had a <br />meeting since placement on the Agenda and that the regular meeting would be held tomorrow night. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />City Properties <br />Declaration and Disposal of Surplus Property <br />City Manager Huffaker referred to a list of City properties considered to be surplus by the Staff and <br />requested Council action to declare the property surplus in addition to authorization to dispose of <br />same. <br />Discussion by Council followed. <br />Moved by Councilman Hayes, seconded by Councilwoman Spragins, to declare the 71 items listed as miscellaneous <br />equipment, as well as, the three page <br />listing of miscellaneous electric supplies, as surplus properties and to authorize Staff to dispose of <br />the properties. Unanimous vote. <br />Personnel <br />Fair Labor Standards Act <br />Mr. Huffaker reported that he had an item regarding the Fair Labor Standards Act that was inadvertently <br />left off the agenda. City Manager Huffaker stated <br />to date, the City of Colton has implemented all provisions of the Fair Labor Standards Act and effective <br />January 1, 1976 the Act requires part-time employees receive a minimum hourly wage of $2.20 per hours <br />worked. <br />City Manager Huffaker recommended approval of Resolution No. 3559, noting that the classification of <br />Library Clerk should be removed from the resolution. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to approve Resolution No. 3559. Unanimous <br />vote. <br />RESOLUTION NO. 3559 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, <br />AMENDING RESOLUTION NO. 3352, TEMPORARY EMPLOYEES. <br />Taxes <br />Sales and Use <br />City Manager Huffaker reminded the Council that at a previous meeting Council adopted Ordinance No. 1484 <br />relating to the distribution of Sales and Use Tax. <br />Mr. Huffaker reported that effective January 1, 1976 the City of Colton would begin to receive 100% of <br />the Sales and Use Tax Revenue and will no longer contribute a portion to the County of San Bernardino as <br />it has in the past. <br />Mr. Huffaker explained that after adoption of Ordinance No. 1484 the ordinance was transmitted to the <br />State Board of Equalization and thereafter, the City received an Agreement from the State Board of <br />Equalization which was executed by the Mayor and returned to the State. Mr. Huffaker continued that the State <br />Board of Equalization has requested a resolution granting the Mayor authority <br />to execute the Agreement; Resolution No. 3560 has been prepared and approval is recommended. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to approve Resolution <br />No. 3560. Unanimous vote. <br />RESOLUTION NO. 3560 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, <br />AUTHORIZING MAYOR TO SIGN AGREEMENT WITH THE STATE <br />BOARD OF EQUALIZATION, RELATING TO SALES AND USE TAX. <br />Executive Session <br />City Manager Huffaker called for an Executive Session at the end of the meeting <br />to discuss a legal matter. <br />CITY ATTORNEY REPORTS AND RECOMMENDATIONS: <br />Resolution No. 3558 <br />Election <br />City Attorney Edwards introduced Resolution No. 3558 reading it as to title and number and called Council's <br />attention to page 4, explaining that due to the earlier item of the Fair Labor Standards Act, the hourly figures are <br />corrected to read $2.50 for each Inspector and $2.20 for each Judge.and Clerk. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to approve Resolution <br />No. 3558 as corrected.
