Zone Change
<br />Planning Commission Initiated, Index No. A-10-75
<br />Planning Director Williams advised this item concerns a zone change application, initiated by the Planning
<br />Commission, to change the zone from C2 to R-1, on five lots located at 1333, 1345, 1355, 1365 and 1371 North
<br />La Cadena Drive, as stated in Planning Commission Resolution No. 790.
<br />Mr. Williams requested that this item be set for public hearing on December 16, 1975.
<br />Moved by Councilman Rehrer, seconded by Councilwoman Spragins, to set for public hearing Planning Commission
<br />Resolution No. 790 on December 16, 1975. Vote was unanimous.
<br />Conditional Use -Permit
<br />Robert and Barbara Henley
<br />Mr. Williams reported that Planning Commission Resolution No. 791 involves a Conditional Use Permit application,
<br />requested by Robert L. and Barbara Henley, to establish the use of a 52 unit motel in a C-24 Zone, general
<br />commercial with special conditions, on property located on the north side of Washington Street,•east of and
<br />adjacent to the California Aqueduct, approximately 1,400 feet west of the intersection of Washington and Walin
<br />Streets, in Colton.
<br />Mr. Williams said the Planning Commission and Staff recommend approval of Planning Commission Resolution No.
<br />791, subject to two conditions, as stated in the Resolution.
<br />Moved by Councilman Hayes, seconded by Councilman Gonzales, to approve Planning Commission Resolution No. 791.
<br />Vote was unanimous.
<br />Community Projects Committee
<br />Planning Director Williams advised the Council members have copies of two reports compiled by the Community
<br />Projects Committee and their recommendations for two future projects and sites in the City of Colton.
<br />Mr. Williams reported it is necessary that the City Council take action and make a decision on these recommen-
<br />dations of the Committee no later than December 2, 1975, in order to meet the requirements of HUD and apply
<br />for the funding. Mr. Williams stated any futher delays or change in site location could cause a problem in
<br />completing this year's program and the City could receive a lesser amount, or lose all funding for the next
<br />year.
<br />Swimming Pool Site
<br />Mr. Williams reviewed the report and recommendations of the Community Projects Committee on a swimming pool
<br />site in the City of Colton.
<br />Mr. Williams advised that after a great deal of study and discussion, the Committee arrived at the following
<br />locations for a swimming pool:
<br />1) Colton High School; 2) Colton Junior High School; 3) Existing Plunge site in Municipal Park.
<br />Mr. Williams concluded that the Committee's recommendation is that the swimming pool be located at the Colton
<br />High School.
<br />Moved by Councilwoman Spragins, seconded by Councilman Hayes, to accept recommendation of Community Projects
<br />Committee for swimming pool site at Colton High School.
<br />Discussion followed.
<br />Councilmen Gonzales and Rehrer felt the swimming pool should be located at the existing plunge site as this is
<br />a more central location and would service the community as a whole. Mr. Gonzales stated the proposed funding
<br />should be utilized to upgrade the existing plunge as a City facility.
<br />Councilman Hayes spoke in favor of the swimming pool site at Colton High School, stating that other cities
<br />have followed this same plan and joint use of the pool has worked out advantageously for all concerned.
<br />Additional discussion followed among Council members.
<br />Mayor Huntoon asked for a Roll Call Vote. Upon Roll Call, the vote was:
<br />Ayes: Three, Hayes, Huntoon, Spragins
<br />Noes: Two, Gonzales, Rehrer
<br />Absent: None
<br />Motion carried.
<br />Community Center Site
<br />Mr. Williams reviewed in detail the report and recommendations of the Community Projects Committee on a Com-
<br />munity Center site, referring to statistics from Census data on population, age and sex, family size, educa-
<br />tion and income, etc., in the City of Colton.
<br />Mr. Williams advised the Committee is recommending the following locations for the Community Center:
<br />1) Colton Municipal Plunge Building; 2) Present MultiService Center building site; 3) Consumer's Market Build-
<br />ing; 4) Veterans Park; 5) City Yard site.
<br />Mr. Williams concluded the Committee recommends that the Municipal Plunge Building be utilized as the Community
<br />Center site.
<br />Moved by Councilwoman Spragins, seconded by Mayor Huntoon, to approve recommendation of Community Projects
<br />Committee for Community Center site at Colton Municipal Plunge Building.
<br />Discussion followed.
<br />Councilmen Hayes and Gonzales felt the existing MultiService Center should be utilized until a new Center
<br />could be built in Veterans Park. Both Councilmen Hayes and Gonzales spoke on the many accomplishments and
<br />merits of the MultiService Center, its fine reputation and record, and the dedication and efforts of the many
<br />people connected with the MultiService Center.
<br />Mayor Huntoon felt the Community Center should be more centrally located in order to serve the whole community,
<br />and the Municipal Park Building would be a good site. Mayor Huntoon said that no location would be all-encom-
<br />passing.
