22J <br />Additional discussion followed among Council members. <br />Mayor Huntoon asked for a Roll Call Vote. Upon Roll Call, the vote was: <br />Ayes: Three, Huntoon, Rehrer, Spragins <br />Noes: Two, Hayes, Gonzales <br />Absent: None <br />Motion carried. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to write a letter of commendation to the Community Projects <br />Committee for their fine reports and diligent work on these projects. Vote was unanimous. <br />CITY MANAGER REPORTS AND RECOMMENDATIONS: <br />Library <br />Student Representative <br />City Manager Huffaker advised the Board of Trustees of the Colton Library is recommending that Miss Debbie <br />Perez be appointed as the Student Representative. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to appoint Miss Debbie Perez as Student Representative <br />to the Board of Trustees of the Colton Library. Vote was unanimous. <br />Bids <br />Professional Hydraulics <br />City Manager Huffaker reported that Staff recommends awarding the bid for the purchase and installation of an <br />air compressor on Unit No. 244, Electric Department Utility Truck, to Professional Hydraulics in the amount of <br />$4,403. <br />Moved by Councilwoman Spragins, seconded by Councilman Rehrer, to award bid for purchase and installation of <br />an air compressor for the Electric Department to Professional Hydraulics in the amount of $4,403. Vote was <br />unanimous. <br />Agreement <br />Sale of Recyclable Paper <br />City Manager Huffaker referred to a memorandum dated December 2, 1975, from the City Clerk, regarding a proposed <br />agreement, between the City of Colton and the United Paper Stock Company, Inc., for the sale of recyclable <br />paper. <br />Councilman Rehrer was concerned about the shredding of the paper and the containers to be used for the collection <br />of the material. <br />City Clerk Ramos explained that the Police Department has a shredder that will be used for this purpose and <br />containers will be placed in various offices for collection of the material, which will then be picked up by a <br />local branch of the United Paper Stock Company, Inc. <br />Moved by Councilman Hayes, seconded by Councilwoman Spragins, to authorize Mayor to sign Agreement between the <br />City of Colton and United Paper Stock Company, Inc., for the sale of recyclable paper. Vote was unanimous. <br />Bids <br />Surplus Vehicles <br />City Manager Huffaker referred to his memorandum dated December 2, 1975, regarding Staff's request to readvertise <br />for bids on surplus vehicles, and reject the two similar bids received on Item No. 12. No bids were received <br />for Items 1 through 11. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, Council authorized Staff to readvertise for bids on <br />Surplus Vehicles with a minimum bid per vehicle. Vote was unanimous. <br />Mr. Huffaker stated that in keeping with past policy, the City employees are eligible to bid on the surplus <br />vehicles, however the Department Heads involved in the bidding procedures are to be excluded based on a recent <br />opinion by the City Attorney. Mr. Huffaker requested Council's direction on this matter. <br />It was the consensus of the Council that City employees continue to be allowed to bid on surplus property and <br />that the Department Heads involved in the bidding procedures be excluded. <br />Electric Rate Charges <br />Southern California Edison Company <br />City Manager Huffaker referred to his memorandum dated December 2, 1975, regarding a proposed resolution <br />requesting legislation to correct inequitable electric rate charges and also to oppose a recent request for a <br />rate increase by the Southern California Edison Company which is now before the Federal Power Commission for <br />consideration. Colton's cost to purchase electric power would increase approximately 30% due to the proposed <br />rate increase. <br />Mr. Huffaker concluded if Council concurs with the proposed resolution, it is recommended the resolution be <br />adopted and copies sent to the National League of Cities, the Federal Power Commission, our U. S. Senators, <br />and Congressman. <br />Moved by Councilwoman Spragins, seconded by Councilman Rehrer, to approve Resolution No. 3555. Vote was <br />unanimous. <br />RESOLUTION NO. <br />3555 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, <br />CALIFORNIA, URGING THE NATIONAL LEAGUE OF CITIES TO ADOPT <br />A RESOLUTION REQUESTING FEDERAL LEGISLATION TO CORRECT THE <br />"RATE SQUEEZE" SITUATION IN REGARD TO MUNICIPAL ELECTRICAL <br />SYSTEMS AND TO PROVIDE FOR PRELIMINARY HEARINGS BEFORE RATE <br />INCREASES ARE ALLOWED UNDER SECTION 205 OF THE FEDERAL <br />POWER ACT. <br />DEC 2 1975 <br />
