Approved this day of 1 1975. <br />Mayor <br />COUNCIL MEETING <br />February 4, 1975 <br />HELEN A. RAMOS <br />City Clerk <br />141 <br />A regular meeting of the City Council of the City of Colton was held on the above given date <br />at 7:30 p.m., in the Countil Chambers of City Hall, Mayor Huntoon presiding. <br />Mayor Huntoon led the group in the Pledge of Allegiance to the Flag. <br />Invocation was offered by the Reverend J. Harold Headrick, of the United Methodist Church of <br />Co lton . <br />ROLL CALL: <br />Council members present were Hayes, Spragins, Rehrer, Gonzales, and Mayor Huntoon. Also present <br />were City Manager Huffaker, City Attorney Hutton, and City Clerk Ramos. <br />CONSENT CALENDAR: <br />Minutes <br />January 22, 1975 <br />Warrants <br />219-337 <br />16967-17264 <br />January 31, 1975 Inclusive <br />Moved by Councilman Hayes, seconded by Councilwoman Spragins, the Consent Calendar was approved. <br />Vote was unanimous. <br />PLANNING COMMISSION REPORTS AND RECOMMENDATIONS: <br />General Plan Elements <br />Planning Director Williams requested that a public hearing date be set for the four General Plan <br />Elements, which consist of Noise Element, Seismic Safety Element, Public Safety Element, and <br />Scenic Highways Element. Mr. Williams advised these Elements must be adopted by March 1, 1975. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to set public hearing date for General <br />Plan Elements on Tuesday, February 18, 1975, at 7:30 p.m., Vote was unanimous. <br />Community Develo ment Act <br />Mr. Williams asked that a Study Session be held with the Council members and Mr. Ed Haworth <br />to discuss the progress of the Community Development Act. <br />On Council consensus, the date of Monday, February 10, 1975, at 7:30 p.m., was set for an <br />Adjourned Meeting. <br />Mr. Williams also requested authorization to publish a public hearing notice February 13, 1975, <br />in the local newspaper. Mr. Williams stated that setting of the public hearing for February 27, <br />1975, on the Community Development Plan will be requested at the regular meeting of February 18, <br />1975. <br />On Council consensus, Staff was authorized to publish notice of public hearing as requested. <br />COMMUNITY SERVICES DIRECTOR REPORTS AND RECOMMENDATIONS: <br />Bids <br />Sprinkler System <br />Community Services Director Young read from his memorandum dated January 31, 1975, requesting <br />permission from the Council to advertise for bids for an automatic sprinkling system to be <br />installed at Veterans Park (estimated $37,000) and Hermosa Cemetery (estimated $45,000). <br />Moved by Councilwoman Spragins, seconded by Councilman Hayes, Council approved request to adver- <br />tise for bids for automatic sprinkling system as outlined by Staff. Vote was unanimous. <br />Storm Drain System <br />San Bernardino County Flood Control District <br />Mr. Young advised the County Flood Control District will be conducting 1975-76 budget hearings <br />for a storm drain system which will eventually drain the west County pocket. <br />Mr. Young recommended that a letter be prepared for the Mayor's signature requesting of the <br />F E. i" " <br />
