RAMOS City Clerk 141 A regular meeting of the City Council of the City of Colton was held on the above given date at 7:30 p.m., in the Countil Chambers of City Hall, Mayor Huntoon presiding. Mayor Huntoon led the group in the Pledge of Allegiance to the Flag. Invocation was offered by the Reverend J. Harold Headrick, of the United Methodist Church of Co lton . ROLL CALL: Council members present were Hayes, Spragins, Rehrer, Gonzales, and Mayor Huntoon. Also present were City Manager Huffaker, City Attorney Hutton, and City Clerk Ramos. CONSENT CALENDAR: Minutes January 22, 1975 Warrants 219-337 16967-17264 January 31, 1975 Inclusive Moved by Councilman Hayes, seconded by Councilwoman Spragins, the Consent Calendar was approved. Vote was unanimous. PLANNING COMMISSION REPORTS AND RECOMMENDATIONS: General Plan Elements Planning Director Williams requested that a public hearing date be set for the four General Plan Elements, which consist of Noise Element, Seismic Safety Element, Public Safety Element, and Scenic Highways Element. Mr. Williams advised these Elements must be adopted by March 1, 1975. Moved by Councilman Rehrer, seconded by Councilman Hayes, to set public hearing date for General Plan Elements on Tuesday, February 18, 1975, at 7:30 p.m., Vote was unanimous. Community Develo ment Act Mr. Williams asked that a Study Session be held with the Council members and Mr. Ed Haworth to discuss the progress of the Community Development Act. On Council consensus, the date of Monday, February 10, 1975, at 7:30 p.m., was set for an Adjourned Meeting. Mr. Williams also requested authorization to publish a public hearing notice February 13, 1975, in the local newspaper. Mr. Williams stated that setting of the public hearing for February 27, 1975, on the Community Development Plan will be requested at the regular meeting of February 18, 1975. On Council consensus, Staff was authorized to publish notice of public hearing as requested. COMMUNITY SERVICES DIRECTOR REPORTS AND RECOMMENDATIONS: Bids Sprinkler System Community Services Director Young read from his memorandum dated January 31, 1975, requesting permission from the Council to advertise for bids for an automatic sprinkling system to be installed at Veterans Park (estimated $37,000) and Hermosa Cemetery (estimated $45,000). Moved by Councilwoman Spragins, seconded by Councilman Hayes, Council approved request to adver- tise for bids for automatic sprinkling system as outlined by Staff. Vote was unanimous. Storm Drain System San Bernardino County Flood Control District Mr. Young advised the County Flood Control District will be conducting 1975-76 budget hearings for a storm drain system which will eventually drain the west County pocket.
