11 <br />County Flood Control District consideration of funding on a 50/50 basis for a phase of the <br />Rancho Storm Drain System, between the Santa Ana River and Agua Mansa Road, which would be <br />helpful in draining that portion of Rancho Avenue, between Georgia Street and Agua Mansa <br />Road in the City. <br />Moved by Councilman Rehrer, seconded by Councilwoman Spragins, to direct Staff to prepare a <br />letter for the Mayor's signature requesting full funding by the County Flood Control District <br />for the Rancho Storm Drain System. Vote was unanimous. <br />Streets <br />Dedication/Construction <br />Mr. Young referred to his memorandum dated January 31, 1975, requesting permission to proceed <br />with plans, specifications and construction of that portion of Rancho Avenue, between Georgia <br />Street and Agua Mansa Road, at an estimated construction cost of $160,000. <br />Mr. Young advised the California Portland Cement Company will dedicate additional right-of-way <br />along the west side of Rancho Avenue, between Georgia Street and Agua Mansa Road, and restore <br />the fences and irrigation systems in that area. <br />Moved by Councilwoman Spragins, seconded by Councilman Hayes, Council approved Staff's request <br />to proceed with construction project for Rancho Avenue, as outlined by Staff. Vote was unani- <br />mous. <br />CITY MANAGER REPORTS AND RECOMMENDATIONS: <br />Fees <br />Utility Service Deposit <br />City Manager Huffaker read from his memorandum dated January 29, 1975, regarding an increase <br />in the security deposit charged to utility customers from $15.00 to $25.00. <br />Mr. Huffaker requested adoption of a resolution for this increase. <br />Moved by Councilman Hayes, seconded by Councilwoman Spragins, Council approved Resolution No. <br />3494. Vote was unanimous. <br />Resolution No. 3494 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, AMENDING RESOLU- <br />TION NO. 3253 REGARDING GUARANTEES AND DEPOSITS FOR RESIDENTIAL UTILITY <br />SERVICE. <br />Governmental Agencies <br />SANBAG <br />Mr. Huffaker read from his memorandum dated January 31, 1975, regarding the amendment to the <br />Joint Powers Agreement with SANBAG and minimal changes that had been made to the Agreement. <br />After discussion between Council members and Staff, Councilman Hayes moved the Amendment to <br />the Joint Powers Agreement with SANBAG be approved. Motion seconded by Councilman Gonzales <br />and passed, Councilman Rehrer voting NO. <br />Transportation <br />San Bernardino Transit System <br />Mr. Huffaker referred to his memorandum dated January 31, 1975, with regard to the City of <br />Colton joining as a member of the Joint Powers Agreement with San Bernardino Transit System <br />for future bus service. <br />Mr. Huffaker recommended the Council approve the Joint Powers Agreement and authorize the <br />Mayor and City Clerk to execute the agreement, and appoint the Mayor as a member of the Board <br />of Directors. <br />Moved by Councilman Gonzales, seconded by Councilwoman Spragins, Council approved the Joint <br />Powers Agreement and authorized the Mayor and City Clerk to execute the agreement, and <br />appointed the Mayor as a member of the Board of Directors: Motion carried, with Councilman <br />Rehrer voting NO. <br />Fire Protection Service <br />City Manager Huffaker gave a report on the possibility of County Service Area No. 38, (West <br />County Pocket) contracting with the City of Colton for Fire Protection Service. <br />Mr. Huffaker asked for direction from the City Council as to whether or not Staff should <br />continue along these lines with further studies by Staff. <br />Moved by Councilman Hayes, seconded by Councilwoman Spragins, Council directed Staff to <br />proceed with studies regarding the City's fire protection service to County Service Area No. <br />38. Unanimous vote. <br />CITY ATTORNEY REPORTS AND RECOMMENDATIONS: <br />C la ims <br />On motion of Councilman Rehrer, seconded by Councilwoman Spragins and unanimously passed, the <br />Claims of Scott Peterson versus the City of Colton, and Michael 0.
