Recreation Director Lofy responded the purpose intended is for one advertisement article to be printed in the Courier
<br />and Sun announcing the forthcoming Summer Recreation Program to be made available to the public.
<br />Councilwoman Spragins noted that in her opinion, our recreation program was adequately covered in both newspapers and
<br />the sum of $1,000 should be deleted.Council concurred.
<br />Mayor Huntoon requested discussion on Account 40 Special Department Expenses, showing the sum of $5,700.
<br />Mr. Lofy reported this account contains the funds for all the recreation programs, bus service and swimming tickets
<br />to the Valley College swimming pool, rent for the Womens Club House for the senior citizens and if the Council adopts
<br />the boxing program, there is some monies allocated for equipment in this area.
<br />Discussion concerning salaries followed with Mr. Lofy outlining the positions for the Community Center and the
<br />Summer Playgrounds.
<br />Building Improvement - Little Theater
<br />Mr. Lofy presented the boxing program, saying the Recreation & Parks Commission had in their recommendation of this
<br />program, discussed the possibility of revamping the old plunge building. Mr. Lofy said in his opinion this would be
<br />a more expensive way to go as it would involve tearing down walls, etc. Mr. Lofy continued, in the improvement of
<br />the Little Theater Building, expenses would be minimal and should the program not work out, the improvements would
<br />serve as an asset.
<br />Discussion followed concerning the legal liability. Councilman Rehrer commented that he would like to hear the City
<br />Attorney's opinion on our liability. Mr. Lofy noted that individuals wishing to participate in the program would be
<br />required to pay individual insurance fees as is done in other sports programs.
<br />Mr. Lofy reported it is not intended to start a boxing team, should the program progress to a point where vehicle
<br />travel is anticipated, a report will be made back to the Council before any action is taken in this direction.
<br />With the exception of Councilman Rehrer, Council agreed to begin the boxing program, that the program stay within
<br />the City until out of town travel liability can be worked out after initial start of the program. Councilman Rehrer
<br />said he was not against the program, but rather preferred to wait for clarification from the City Attorney.
<br />Electric
<br />City Manager Huffaker reported he would like to bring to Council's attention, that although monies have been included,
<br />through typographical error some Capital Outlay items are not listed. Mr. McGuire stated these items should be added
<br />to Page 107 as follows: Pickup (2)----$6,400; Line Truck (Additional Money) ----$29,150; Mobile Radio ---$2,000;
<br />Air Compressor ----$2,000.
<br />Mr. Huffaker reported that under the Table of Organization in the Personnel aspect, Mr. Preece, Electrical Utility
<br />Director, had included an Apprentice Program in the amount of $3,100 and this also, was inadvertently left out.
<br />Mr. Preece commented that a Training Program for apprentice lineman has been worked out and is in report form for
<br />accreditation by the City Council, however, the report was left out of your packets. Mr. Preece said the money, the
<br />sum of $3,100 ultimately is for the difference in salaries between the groundman and the apprentice lineman position.
<br />Councilman Rehrer was of the opinion that the money should be marked with an asterisk to be reviewed after study of
<br />the proposed training program.
<br />Upon motion duly moved and seconded, the Apprentice Lineman Training Program was unanimously approved.
<br />City Manager Huffaker said the remainder of the budget reflects the costs of operating the electric utility, the major
<br />increase being the cost of purchasing power to be sold to our utility customers and other increases are inflationary
<br />in nature. In addition, charges are also made in the budget for Administrative Services, Billing and Collection costs,
<br />and In -Lieu of Property Taxes. Also, the plant depreciation charges are increased to a more realistic amount.
<br />Question was raised by Councilman Rehrer relative to the cost of ice.
<br />Mr. Preece responded with the amount spent for ice last year for his department and added that the Ice Maker would not
<br />be for the sole use of the Electric Utility Department, but rather that all departments would be using this ice maker.

<br />A regular meeting of the City Council of the City of Colton was held on the above given date at 7:30 p. m., in the
<br />Council Chambers of City Hall, Mayor Huntoon presiding.
<br />Mayor Huntoon led the group in the Pledge of Allegiance to the Flag.
<br />Invocation was offered by Associate Pastor John McGhee of the Azure Hills Seventh-Day Adventist Church.
