<br />MAYOR'S REPORTS AND PROCLAMATIONS:
<br />Resolution of Commendation
<br />Mayor Huntoon read Resolutions of Commendation honoring Barbra De La 0, for the Mission Belles of Colton -Terrace
<br />League of Miss Softball America; Terri Hart, for the Lion Cubs of Colton -Terrace League of Miss Softball America;
<br />and Roxanna Colunga, for the Roadrunners of Colton Terrace League of Miss Softball America, and presented them to
<br />each girl individually.
<br />Mr. Roy Martin expressed his appreciation and gratitude to the Council members, Staff, and Press on behalf of Miss
<br />Softball America baseball.
<br />Cemetery Commission
<br />Moved by Councilman Hayes, seconded by Councilwoman Spragins, Council ratified Mayor Huntoon's appointment of Mr.
<br />Dean Carter to the Cemetery Commission. Vote was unanimous.

<br />Mayor Huntoon declared the Public Hearing open and City Clerk Ramos submitted the Affidavit of Publication and
<br />reported that no objections had been received.
<br />Planning Director Williams reported that both the Planning Commission and Staff recommend approval of the zone change
<br />request from Leonard H. Brown, to change R-3 and C-2 zones to a C-2 zone on property located on Washington Street,
<br />between the California Aqueduct and Cooley Drive.
<br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to terminate the Public Hearing. Unanimous vote.
<br />Moved by Councilman Rehrer, seconded by Councilman Gonzales, to pass First Reading of Ordinance No. 1476 and waive
<br />further reading. Unanimous vote.
<br />ORDINANCE NO. 1476 - AN ORDINANCE OF THE CITY OF COLTON, AMENDING ORDINANCE NO. 964, AS AMENDED, AND PROVIDING FOR
<br />(First Reading) CERTAIN ZONE RECLASSIFICATIONS.
<br />Appeal

<br />Mayor Huntoon declared the Public Hearing open and City Clerk Ramos submitted the Affidavit of Publication and
<br />reported that one letter of opposition had been received.
<br />Mayor Huntoon read the letter of opposition to the change in zone and appeal, received from Mrs. Mary E. Sear.
<br />Planning Director Williams advised that the Planning Commission had denied the zone change request of Mr. & Mrs.
<br />DeJong, to change an R-1 zone to an R-3 zone, on property located at 195 East Laurel Street, primarily due to the
<br />fact that this zone change would create "spot zoning" and would be contrary to the existing General Plan, as stated
<br />in Planning Commission Resolution No. 773.
<br />Mr. Gerald J. DeJong, 195 East Laurel Street, advised the Council that he desires to alter a single family dwelling
<br />by changing it into a duplex for business purposes, and that the existing zoning in the immediate neighborhood is
<br />primarily R-3.
<br />Councilwoman Spragins, Councilman Hayes, and Mayor Huntoon were in favor of the applicant's request. Councilman
<br />Gonzales was opposed.
<br />Moved by Councilman Hayes, seconded by Councilwoman Spragins, to terminate the Public Hearing.
<br />Moved by Councilwoman Spragins, seconded by Councilman Hayes, Council referred this matter back to the Planning
<br />Commission for further study. Vote was unanimous.
<br />Zone Change

<br />Mayor Huntoon declared the Public Hearing open and City Clerk Ramos submitted the Affidavit of Publication and
<br />reported that no objections had been received.
<br />Planning Director Williams reported these zone changes, adopted by the Emergency Interim Ordinance No. 1474, involve
<br />five sites in the Cooley Ranch area. Mr. Williams said the Planning Commission recommended approval of the zone
<br />changes, R -3-X, C -1-X, C -2-X, M -1-X, adding the X -classification to each one which involves 8 conditions of approval
<br />and a conditional use permit application for any development.
<br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to terminate the Public Hearing. Vote was unanimous.
<br />Moved by Councilman Gonzales, seconded by Councilman Rehrer, to pass First Reading of Ordinance No. 1477 and waive
<br />further reading. Unanimous vote.
