<br />Community Services Director Young advised the costs for weed abatement this year were less than that of last year,
<br />despite the contractor's increase in prices. Mr. Young said the contractor has satisfactorily completed the 1975
<br />program.

<br />Band Review
<br />City Manager Huffaker read a letter from Mr. Duane L. Sharp, Chairman of the Colton Invitational Band Review, request-
<br />ing the City's sponsorship of the third Band Review to be held Saturday, October 18, 1975.
<br />Mr. Duane L. Sharp, 765 West E Street, requested approval from the Council for sponsorship of the band review, stating
<br />there will be a review stand for the Council members and also requested the services of Mayor Huntoon.
<br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to approve request for Council's sponsorship of third Colton
<br />Invitational Band Review, October 18, 1975. Vote was unanimous.
<br />Awards
<br />Carl Rimbaugh Award
<br />City Manager Huffaker read a memorandum from Bob Glovak, President of O.C.R.S., regarding initiating a Perpetual Plaque
<br />for an annual Carl Rimbaugh Award, honoring the late Mr. Rimbaugh for his personal and financial contributions to the
<br />Colton Girls Recreation Softball Program. The plaque will be hung in the lobby of City Hall and each year a girl will
<br />be selected from the league and honored by having her name inscribed on the,Perpetual Plaque.
<br />Councilman Rehrer honored the late Carl Rimbaugh, former Councilman and Mayor, and spoke of his many contributions and
<br />efforts for the girls softball league in Colton.
<br />Moved by Councilman Hayes, seconded by Councilwoman Spragins, to approve Carl Rimbaugh Award and Perpetual Plaque on
<br />behalf of Colton Girls Recreation Softball Program. Vote was unanimous.
<br />Fleming Park
<br />Gospel Groups
<br />City Manager Huffaker referred to a request from Bobby Smith of Riverside, California, for use of Fleming Park, on
<br />Saturday, July 5, 1975, from 12:00 Noon to 4:00 p. m., for a gospel picnic and concert, consisting of various church
<br />choirs and gospel groups from throughout the inland empire.
<br />Mr. Huffaker advised that this request will be handled as previous requests for use of Fleming Park, through the Council
<br />of Churches.
<br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to approve request for use of Fleming Park, subject to approval
<br />by the Council of Churches and ratification of the Police Chief. Vote was unanimous.
<br />Recreation Director Lofy referred to his memorandum dated July 1, 1975, to Council members regarding the use of Fleming
<br />Park and the noise being generated from the P.A. System, and recent complaints from surrounding property owners.
<br />Mr. Lofy recommended that all future use of Fleming Park for groups other than the City sponsored summer concert
<br />series be prohibited from using the P. A. System or any other sound amplifying system.
<br />Discussion followed between Council members and Staff regarding the noise factor at Fleming Park, use of the P. A.
<br />System and City personnel for various events.
<br />Moved by Councilman Hayes, seconded by Councilman Gonzales, to approve recommendation of Recreation Director Lofy re-
<br />garding the noise control of the P. A. System at Fleming Park. Vote was unanimous.

<br />Painting Overpass
<br />City Manager Huffaker read a letter from Mr. Neil Case, Principal of Colton High School, asking that a request made
<br />over a year ago be carried out, in that the high school would like to paint the center section of the overpass on
<br />Rancho Avenue, between the main campus and the boys physical education area, on Saturday, July 12, 1975, from 9:00 a. m.
<br />to 3:00 p. m. Mr. Huffaker reported Staff is recommending that traffic be detoured as follows: From Rancho Ave. to
<br />"C" St., to Grand Ave., to "G" St., and back to Rancho Ave.
<br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to approve request of Colton High School to paint overpass
<br />on Saturday, July 12, 1975, from 9:00 a.m. to 3:00 p.m., and to detour the traffic on Rancho Avenue in the immediate
<br />area of the overpass for this procedure. Vote was unanimous.

<br />Bicentennial Committee
<br />Councilman Rehrer read his memorandum dated June 27, 1975, to the Council members, in which he requested that an official
<br />American Revolution Bicentennial flag be purchased by the City in the amount of $40. and flown on the Civic Center flag
<br />pole during the commemoration of the American Revolution Bicentennial.
<br />Mr. Rehrer advised that the funds for this flag would come from those allocated to the Bicentennial Committee in The
<br />Community Promotion Account.
<br />Moved by Councilman Hayes, seconded by Councilwoman Spragins, to approve purchase of American Revolution Bicentennial
<br />flag in the amount of $40.00. Vote -was unanimous.
<br />Permits
<br />Dance, San Salvador Church
<br />Councilman Gonzales advised that a request for street closure and a dance permit has been received from Father Peter
<br />Luque of the San Salvador Church for their annual fiesta to be held August 1, 2, and 3, 1975. Mr. Gonzales said this
<br />will require the services of the Electric Department, Community Services Department, and the Police Department. Mr.
<br />Gonzales stated this is an annual event, which the Council has approved each year.
<br />Moved by Councilman Gonzales, seconded by Councilman Hayes, to approve request of San Salvador Church for street
<br />closure and dance permit on August 1, 2, and 3, 1975. Vote was unanimous.
