regarding the extension of bus service in the Larkman Park area. <br />1J5 <br />Mr. Williams said the General Manager of S.B.T.S., Mr. Paul Marsh, advises the request, which would include that <br />Line 1 be extended along Illinois Avenue to Western Avenue; Western Avenue to Colton Avenue; and Colton Avenue to <br />Fairview Avenue, would be feasible and would not affect the bus schedules, however, would create an additional cost <br />of $2,465. per year, or $8.00 per day. <br />Mr. Williams concluded that although there are funds available through SB -325, Staff would not recommend supporting <br />the proposed route change due to adequate service coverage at this time, and the potential use of the bus for door- <br />to-door service which the system is not designed to provide. <br />Discussion followed among the Council members and Staff, and Council concurred that the bus system is provided for <br />all members of the community, and therefore the extension requested should be approved, and S.B.T.S. so advised. <br />Moved by Councilwoman Spragins, seconded by Councilman Hayes, to approve the request for extension of bus service to <br />the Larkman Park area, and that the S.B.T.S. be so advised. Unanimous vote. <br />COMMUNITY SERVICES DIRECTOR REPORTS AND RECOMMENDATIONS: <br />Contracts <br />Automatic Sprinkler Systems <br />Community Services Director Young advised that bids were received and opened July 7, 1975, for automatic sprinkler <br />systems to service Fleming Park, La Cadena Drive median strip, and the "N" Street underpass. Mr. Young said that <br />Staff recommends awarding the contract to Schmidlin Brothers, for a total bid price of $23,163. <br />Moved by Councilwoman Spragins, seconded by Councilman Hayes, to award contract to Schmidlin Brothers for automatic <br />sprinkler systems to service Fleming Park, La Cadena Drive median strip, and the "N" Street underpass. Vote was <br />unanimous. <br />Contracts <br />Resurfacing Projects <br />Mr. Young advised that bids were received and opened on July 7, 1975, for the resurfacing of La Cadena Drive, from <br />the alley north of "H" Street to the center line B.C. south of Oak St., and Washington Avenue, from the freeway to <br />Barton Road. Mr. Young said that Staff recommends awarding the Contract to Fontana Paving for a total bid price <br />of $56,818.16. <br />Moved by Councilman Hayes, seconded by Councilman Gonzales, to award contract to Fontana Paving for resurfacing <br />projects as stated. Unanimous vote. <br />Veterans Park <br />Playground Equipment <br />Mr. Young advised that a certain amount of funds have been received from the State through the Parks Bond Issue, and <br />Staff is requesting permission to advertise for bids for playground equipment at Veterans Park. Mr. Young further <br />advised that additional funds are forthcoming for playground equipment and tennis courts at Municipal Park. <br />Moved by Councilman Hayes, seconded by Councilman Gonzales, to approve advertising for bids for playground equipment <br />at Veterans Park, and playground equipment and tennis courts at Municipal Park. Vote was unanimous. <br />CITY MANAGER REPORTS AND RECOMMENDATIONS: <br />Contracts <br />Actuarial Study for PERS <br />City Manager Huffaker reported from his memorandum dated July 15, 1975, regarding the request for an actuarial study <br />of PERS to provide basing of final benefits factor on final year salary and not top three years, and credit for <br />prior military service at the employees option. Mr. Huffaker said Staff is requesting approval and authorization <br />for the Mayor to sign the Actuarial Contract and expenditure of $220 for actuarial services as noted in the contract. <br />Moved by Councilman Hayes, seconded by Councilman Gonzales, to authorize Mayor to sign Actuarial Contract and approve <br />expenditure of $220 for actuarial services. Vote was unanimous. <br />Agreement <br />Veterans Administration <br />City Manager Huffaker read his memorandum dated July 15, 1975, indicating that it is necessary for the City to go <br />on record with the Veterans Administration to assure that Colton will comply with the requirement of Title VI of the <br />Civil Rights Act of 1964, so that the City will continue to receive funds from present or future grants. Mr. Huffaker <br />said Staff is requesting approval and authorization for the Mayor to sign the Statement of Assurance of Compliance <br />so that it can be forwarded to the Veterans Administration Regional Offices. <br />Moved by Councilwoman Spragins, seconded by Councilman Hayes, to approve and authorize Mayor to sign Statement of <br />Assurance of Compliance with Title VI of the Civil Rights Act of 1964. Vote was unanimous. <br />Water Division <br />James Sullivan Mutual Water Company <br />Mr. Huffaker referred to his memorandum from Community Services Director Young dated June 11, 1975, and a letter from <br />Mr. Ernest Gommel, President of the James Sullivan Mutual Water Company. Mr. Huffaker said that Staff requests a <br />Study Session be set up between the City Council and the James Sullivan Mutual Water Company for Tuesday, July 22, <br />1975, at 7:30 p. m. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to schedule Study Session, between the City Council and <br />the James Sullivan Mutual Water Company, for Tuesday, July 22, 1975, at 7:30 p. m.; Unanimous vote. <br />Bids <br />Electric Department <br />Mr. Huffaker advised that bids were received and opened on July 1, 1975, for the installation of a 28 inch casing <br />under the Southern Pacific Railroad line at 9th Street for underground transmission lines. Mr. Huffaker said that <br />Staff recommends the bid be awarded to Malcolm Boring Company, Inc., in the amount of $18,775. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to award bid to Malcolm Boring Company, Inc., in the amount <br />of $18,775, for the installation of underground transmission lines.
