<br />Assembly of God (Royal Rangers) Spanish Seventh-Day Adventist Church
<br />Mr. Huffaker referred to two requests for use of Fleming Park, one from the Assembly of God Church, Royal Rangers
<br />of San Bernardino Section, for July 18, 1975, from 6:30 p. m. to 9:30 p. m., for a rally; and one from the
<br />Spanish Seventh-Day Adventist Church, for Saturdays only from July 12, 1975 through September 27, 1975, for
<br />Young Peoples Meetings.
<br />Mr. Huffaker said these requests for the park will be submitted to the Council of Churches for their recommenda-
<br />tion, and a report will be made to the City Council at the next regular meeting.
<br />Veterans Park
<br />Colton Youth Activities
<br />Mr. Huffaker reported on a letter dated June 10, 1975, from Michelle Trevino of the Colton Youth Activities, and
<br />a memorandum dated June 11, 1975, from the Chief of Police, Phil Elliott, regarding a request for use of Veterans
<br />Park on Wednesday, July 2, 1975, from 3:00 p.m. to 10:00 p.m., for a concert.
<br />Moved by Councilman Hayes, seconded by Councilman Gonzales, Council approved request for use of Veterans Park
<br />on July 2, 1975, by the Colton Youth Activities. Unanimous vote.
<br />PLANNING COMMISSION REPORTS AND RECOMMENDATIONS:
<br />Variances
<br />Dewey Pest Control
<br />Planning Director Williams reported on Planning Commission Resolution No. 775, a Variance application requested
<br />by Steven R. Dewey (Dewey Pest Control) to construct a sign for advertisement at 154 South Mt. Vernon Avenue.
<br />Mr. Williams stated the Planning Commission recommended approval subject to two conditions.
<br />Moved by Councilwoman Spragins, seconded by Councilman Hayes, Council approved Planning Commission Resolution No.
<br />775. Vote was unanimous.
<br />Zoning
<br />Zone Map Amendment
<br />Mr. Williams referred to Planning Commission Resolution No. 776, Zone Map Amendment, Emergency Interim Ordinance
<br />No. 1474 and zone changes to R -3-X, C -1-X, C -2-X, and M -1-X in the Cooley Ranch Area. Mr. Williams requested that
<br />this item be set for public hearing on July 1, 1975.
<br />Moved by Councilwoman Spragins, seconded by Councilman Rehrer, Council set for public hearing Planning Commission
<br />Resolution No. 776 on July 1, 1975. Vote was unanimous.
<br />Transportation
<br />San Bernardino Transit System
<br />Planning Director Williams gave a status report on the 1975-76 Budget and Expanded Service of the San Bernardino
<br />Transit System, and funds will be somewhat lower than previously anticipated. Mr. Williams said that when the City
<br />of Colton applied for Federal funding through Article 4 and Article 8 for continued bus service, our City's portion
<br />was to be approximately 73%, or $110,000.; however, it has now been determined the City will receive approximately
<br />467., or $68,962.
<br />Mr. Williams advised that the San Bernardino Transit System is proposing to purchase the bus service from the
<br />City of San Bernardino, with all of the jurisdictions participating in the purchase. These jurisdictions include
<br />the Cities of Colton, Fontana, Loma Linda, Redlands, Rialto, San Bernardino, and the County. The City of Colton's
<br />share will be taken from the amount of $68,962.
<br />Mr. Williams concluded that needless to say this should improve the bus service and be more advantageous for all
<br />cities involved.
<br />COMMUNITY SERVICES DIRECTOR REPORTS AND RECOMMENDATIONS:
<br />Streets
<br />Weed Abatement
<br />Community Services Director Earl Young requested that a public hearing be set for costs on the Weed Abatement for
<br />1975, on July 1, 1975.
<br />Moved by Councilman Rehrer, seconded by Councilman Hayes, Council set for public hearing the Weed Abatement on
<br />July 1, 1975. Vote was unanimous.
<br />Water Quality Control Plant
<br />Fees
<br />Mr. Young read from his memorandum dated June 13, 1975, regarding a Revenue Program to be submitted in accordance
<br />with Section 2124 of the Clean Water Grant Law of 1970, as a part of the City's application for a Clean Water
<br />Grant for the expansion of the Water Quality Control Plant.
<br />Mr. Young also referred to a summary sheet in the report entitled Waste Water Revenues and Expenses, which indicates
<br />the users cost will become $4.50 per month. There would be no increase in the commercial and industttal user fees,
<br />as the fee structure the City now has indicates they are paying their fair share.
<br />Mr. Young concluded that if Council concurs with the report, a resolution has been prepared amending the schedule
<br />for sewer service charges.
<br />Discussion followed between Council members and Mr. Young.
<br />Councilwoman Spragins, Councilman Gonzales and Councilman Rehrer were opposed to any increase in rates at this time.
<br />Mayor Huntoon suggested this item be held over until the Budget Study Sessions.

<br />City Manager Huffaker read from his memorandum dated June 17, 1975, regarding an actuarial survey concerning recent
<br />amendments and additional benefits for employees under PERS. Two recent amendments are - (1), basing of the final
<br />benetits factor from the average top three years of salary to the highest one year; and (2), allowing of credit for
