166 <br />COUNCIL MEETING <br />June 3, 1975 <br />A regular meeting of the City Council of the City of Colton was held on the above given date at 7:30 p. m., in the <br />Council Chambers of City Hall, Mayor Huntoon presiding. <br />Mayor Huntoon led the group in the Pledge of Allegiance to the Flag. <br />Invocation was offered by Father Peter Luque of San Salvador Church. <br />ROLL CALL: <br />Council members present were Hayes, Spragins, Rehrer, Gonzales, and Mayor Huntoon. Also present were City Manager <br />Huffaker, City Attorney Hutton, and City Clerk Ramos. <br />CONSENT CALENDAR: <br />Minutes <br />May 6, 1975 <br />May 16, 1975 <br />May 23, 1975 <br />Warrants <br />1759 through 1895 <br />19736 through 19750 <br />May 31, 1975 Inclusive <br />Notice of Completion <br />Schmidlin Brothers, Inc., automatic sprinkling system at Veterans Park. <br />Charles A. Collins Irrigation Co., automatic sprinkling system at Hermosa Cemetery. <br />Easements <br />Utility Easement, Seventh Day Adventist Church. <br />Moved by Councilman Hayes, seconded by Councilwoman Spragins, to approve the Consent Calendar. Unanimous vote. <br />MAYOR'S REPORTS AND PROCLAMATIONS: <br />Boards and Commissions <br />Cemetery Commission <br />Mayor Huntoon stated the expiration of the terms of Mrs. Mandy Karr and Mr. Hector LeRoy will be held over until <br />the next regular Council meeting. <br />CORRESPONDENCE: <br />Labor Relations <br />AFSCME AFL-CIO <br />City Manager Huffaker referred to a letter from Mr. Richard V. Sierra, International Representative of AFSCME AFL- <br />CIO, dated May 29, 1975, requesting an audience before the City Council, and his memorandum of response dated <br />May 30, 1975, to the Council members. <br />Mr. Richard Sierra addressed the City Council, reiterating the information and matters that took place at a pre- <br />vious Council meeting up to the present time, and stated he is again requesting the Council direct the City <br />Manager to initiate a public hearing, followed by a secret ballot election among the employees to determine the <br />appropriate unit for representation, in accordance with both State law and the City's Resolution No. 2996. <br />Councilman Gonzales said he was in agreement with the remarks made by Mr. Sierra, and he would move that the <br />Council direct the City Manager to comply with the request as stated by Mr. Sierra. <br />Motion died for lack of a second. <br />No further action was taken. <br />PLANNING COMMISSION REPORTS AND RECOMMENDATIONS: <br />Zoning <br />P. C. Res. #772 <br />Planning Director Williams referred to Planning Commission Resolution No. 722, a zone change requested by Leonard <br />H. Brown, approved by the Planning Commission subject to certain conditions as stated in the resolution. Mr. <br />Williams requested the Council set this matter for public hearing on June 17, 1975. <br />Moved by Councilwoman Spragins, seconded by Councilman Rehrer, to set for public hearing Planning Commission <br />Resolution No. 722 on June 17, 1975. Vote was unanimous. <br />Zoning <br />P. C. Res. #774 <br />Planning Director Williams referred to Planning Commission Resolution No. 774, a Conditional Use Permit, Index <br />No. C-2-75, requested by Stanley E. Nichols, and approved by the Planning Commission subject to fourteen condi- <br />tions as stated in the resolution. <br />Moved by Councilwoman Spragins, seconded by Councilman Hayes, to approve Planning Commission Resolution No. 774. <br />Vote was unanimous. <br />COMMUNITY SERVICES DIRECTORS REPORTS AND RECOMMENDATIONS: <br />Bids <br />Automatic Sprinkling Systems <br />Mr. Earl Young, Community Services Director, requested permission from the City Council to advertise for bids on <br />automatic spr"kling systems for the "N" Street Underpass, Fleming Park, and the La Cadena Median Strip. <br />Moved by Councilman Hayes, seconded by Councilman Gonzales, to approve request of Staff to advertise for bids for <br />automatic sprinkling system at various locations. Unanimous vote. <br />
